【摘要】：黨的十八大強(qiáng)調(diào)實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略是提高我國綜合國力和社會生產(chǎn)力的關(guān)鍵,科技創(chuàng)新作為國家經(jīng)濟(jì)持續(xù)發(fā)展的核心,備受各級政府關(guān)注。科技部與中國人民銀行等部門也聯(lián)合發(fā)布了《關(guān)于大力推進(jìn)體制機(jī)制創(chuàng)新扎實(shí)做好科技金融服務(wù)的意見》來推進(jìn)我國科技與金融的結(jié)合�？萍冀鹑谧鳛橐粋�新興產(chǎn)業(yè)是提高我國全要素生產(chǎn)率及科技轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力的關(guān)鍵,能調(diào)整國家和區(qū)域的經(jīng)濟(jì)結(jié)構(gòu),推動經(jīng)濟(jì)提質(zhì)增效,促使我國經(jīng)濟(jì)持續(xù)高速發(fā)展。不過,各地在推進(jìn)科技金融發(fā)展過程中存在區(qū)域不均衡問題,本文通過研究我國科技金融發(fā)展的區(qū)域差異及影響因素,有利于從科技和金融兩個層面縮小金融對區(qū)域科技創(chuàng)新支持的非均衡程度,調(diào)整區(qū)域科技金融供給結(jié)構(gòu),適應(yīng)地方化的科技金融需求,同時也有利于我國區(qū)域科技金融資源的合理配置和提高績效,提升區(qū)域科技創(chuàng)新能力。對加快中國經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,縮小兩極分化,提高中國經(jīng)濟(jì)發(fā)展的質(zhì)量,增強(qiáng)中國國際競爭力具有十分重要的現(xiàn)實(shí)意義。為了客觀的了解我國科技金融區(qū)域發(fā)展情況及其影響因素,更好地優(yōu)化我國科技金融結(jié)構(gòu),本文先從理論方面入手,探討了科技金融區(qū)域差異產(chǎn)生的微觀基礎(chǔ)和宏觀環(huán)境,并從創(chuàng)業(yè)投資資金、科技金融資本市場、科技貸款以及科技金融環(huán)境等四個方面對我國科技金融的區(qū)域差異現(xiàn)狀進(jìn)行分析,然后構(gòu)建了科技金融發(fā)展指標(biāo)體系,通過2014年的科技金融數(shù)據(jù)算出了我國各區(qū)域的科技金融發(fā)展程度指標(biāo),同時利用數(shù)據(jù)包絡(luò)分析法測出了我國各區(qū)域的科技金融績效,并根據(jù)科技金融發(fā)展程度和績效結(jié)果,把我國區(qū)域分為三個梯隊(duì)。最后利用Tobit模型分析,以科技金融績效為因變量,得出了影響我國科技金融發(fā)展的三個因素,其中政府科技撥款結(jié)構(gòu)與科技金融發(fā)展成負(fù)相關(guān),金融規(guī)模和創(chuàng)業(yè)風(fēng)險投資規(guī)模則與科技金融發(fā)展成正相關(guān)。據(jù)此,提出了優(yōu)化政府財政撥款機(jī)制、鼓勵支持地方特色科技金融機(jī)構(gòu)設(shè)立與發(fā)展、積極推動科技金融的區(qū)域合作、加強(qiáng)本地科技金融的結(jié)構(gòu)調(diào)整與資源整合以及營造良好的科技金融環(huán)境的建議。
[Abstract]:The 18th National Congress of the Party emphasized that the implementation of the strategy of innovation-driven development is the key to improving China's overall national strength and social productivity. Scientific and technological innovation is the core of the country's sustained economic development. The Ministry of Science and Technology, the people's Bank of China and other departments have jointly issued "opinions on vigorously promoting Institutional Innovation, Mechanism Innovation, and solid Scientific and technological Financial Services" to promote the integration of science and technology and finance in China. As a new industry, technology finance is the key to improve the total factor productivity of our country and transform science and technology into real productivity. It can adjust the economic structure of the country and the region, promote the quality and efficiency of the economy, and promote the sustained and rapid economic development of our country. However, there are regional imbalances in the process of promoting the development of science, technology and finance in various places. By studying the regional differences and influencing factors in the development of science and technology finance in China, this paper is conducive to reducing the unbalanced degree of financial support to regional science and technology innovation from the two aspects of science and technology and finance, and adjusting the supply structure of regional science and technology finance. To adapt to the local demands of science and technology finance, at the same time, it is beneficial to the rational allocation and improvement of the performance of the regional science and technology financial resources in our country, to promote the ability of regional science and technology innovation, to accelerate the transformation of the mode of economic development of China, and to reduce the polarization. It is of great practical significance to improve the quality of China's economic development and enhance China's international competitiveness. In order to objectively understand the regional development of China's science and technology finance and its influencing factors, we can better optimize the structure of our country's science and technology finance. This article starts with the theory, discusses the micro foundation and the macroscopic environment of the regional difference of science and technology finance, and from the venture capital, the science and technology finance capital market, This paper analyzes the present situation of regional differences in science and technology finance from four aspects, science and technology loan and science and technology finance environment, and then constructs the index system of science and technology finance development. Based on the data of science and technology finance in 2014, this paper calculates the index of the development of science and technology finance in every region of our country, and uses the data envelopment analysis method to measure the performance of science and technology finance in each region of our country, and according to the development degree and result of science and technology finance, Finally, by using the Tobit model and taking the performance of science and technology finance as dependent variables, three factors influencing the development of science and technology finance in China are obtained, in which the structure of government science and technology appropriation is negatively related to the development of science and technology finance. The financial scale and venture capital scale are positively related to the development of science and technology finance. Accordingly, the paper puts forward the optimization of government financial allocation mechanism, encourages the establishment and development of science and technology financial institutions with local characteristics, and actively promotes regional cooperation in science and technology finance. Suggestions for strengthening the structural adjustment and resource integration of local S & T finance and creating a good environment for S & T finance.
