建構(gòu)與融合:區(qū)域一體化進(jìn)程中的地方府際間利益協(xié)調(diào)研究

【摘要】:目前,在我國(guó)依據(jù)經(jīng)濟(jì)要素流動(dòng)的方向而逐步形成的經(jīng)濟(jì)性區(qū)域顯示出巨大的發(fā)展?jié)摿,?guó)內(nèi)許多區(qū)域的一體化程度正在日益加深。作為區(qū)域發(fā)展的重要主導(dǎo)者和參與者,地方府際之間的合作關(guān)系與狀態(tài)某種程度上決定著區(qū)域一體化實(shí)現(xiàn)的進(jìn)程。區(qū)域一體化的本質(zhì)是實(shí)現(xiàn)對(duì)資源和生產(chǎn)要素的無障礙跨界流動(dòng),這與地方政府間因自利性而引發(fā)府際間利益沖突并運(yùn)用行政權(quán)力對(duì)資源配置的市場(chǎng)化造成的阻滯,構(gòu)成了現(xiàn)階段我國(guó)區(qū)域一體化實(shí)現(xiàn)進(jìn)程中的主要矛盾。 檢視現(xiàn)有的關(guān)于府際關(guān)系的研究,一個(gè)明確的結(jié)論就是:府際關(guān)系的實(shí)質(zhì)是權(quán)力配置和利益分配關(guān)系。其中權(quán)力關(guān)系更多地存在于縱向府際關(guān)系中,主要體現(xiàn)在中央與地方政府或者存在行政隸屬關(guān)系的政府層級(jí)之間;而在市場(chǎng)化的背景下,橫向府際關(guān)系或者說不存在行政隸屬關(guān)系的地方府際間關(guān)系的實(shí)質(zhì)和首要表現(xiàn)就是利益關(guān)系。能否獲得新的地方利益將成為地方政府是否參與府際間合作的真正動(dòng)因,而地方府際間利益的自愿性協(xié)調(diào)構(gòu)成了地方府際間合作的基礎(chǔ)和關(guān)鍵。 本研究就是將“利益”作為獨(dú)立的要素從復(fù)雜的府際關(guān)系體系中抽離出來,將地方府際關(guān)系研究聚焦于區(qū)域一體化實(shí)現(xiàn)的過程中,分析地方政府的利益關(guān)系系統(tǒng)構(gòu)成、地方府際間利益協(xié)調(diào)的模式、機(jī)制以及與利益協(xié)調(diào)相適應(yīng)的政府策略等。以期實(shí)現(xiàn)合作參與各方利益的動(dòng)態(tài)平衡,從而促進(jìn)地方府際間合作的良性發(fā)展和區(qū)域深度一體化的實(shí)現(xiàn),使不同地區(qū)共享區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展帶來的福祉;谝陨系难芯克悸,本文除導(dǎo)論部分共分為五章,分別從現(xiàn)狀剖析——關(guān)系解讀——機(jī)制建構(gòu)——策略融合——實(shí)證應(yīng)用等幾個(gè)方面,圍繞地方府際間的利益問題完成論述。 第一章客觀剖析了地方政府在區(qū)域一體化進(jìn)程中的作用表現(xiàn)。在區(qū)域一體化實(shí)現(xiàn)的過程中,地方政府作為主要參與者和推動(dòng)者發(fā)揮著重要的作用;盡管當(dāng)前中國(guó)區(qū)域一體化進(jìn)程初露端倪,有些區(qū)域已經(jīng)由淺層一體化向深度一體化過渡,但毋庸置疑,從全國(guó)整體評(píng)價(jià)區(qū)域一體化程度不深是不爭(zhēng)的事實(shí)。這一事實(shí)常常表現(xiàn)為地方政府在區(qū)域合作中出現(xiàn)不良競(jìng)爭(zhēng)行為,并由此對(duì)公平競(jìng)爭(zhēng)造成負(fù)面效應(yīng),究其原因,政府經(jīng)濟(jì)人與政治人的屬性判定困擾仍然是繞不開的主要話題。 第二章系統(tǒng)解讀了區(qū)域合作背景下地方政府的利益體系。地方政府處于內(nèi)部行政區(qū)利益與外部合作區(qū)利益的雙重利益系統(tǒng)中,且雙重利益系統(tǒng)間存在著互動(dòng)關(guān)系;解讀地方政府利益體系呈現(xiàn)的三維特征,即現(xiàn)實(shí)維度上地方政府利益構(gòu)成的多元性、目標(biāo)維度上地方政府合作追求的共贏性、以及價(jià)值維度上利益協(xié)調(diào)實(shí)現(xiàn)秉承的公正性;隨著國(guó)家區(qū)域戰(zhàn)略的調(diào)整,地方府際間關(guān)系先后經(jīng)歷了從彼此分割到相互競(jìng)爭(zhēng)再到協(xié)調(diào)合作的演變,因競(jìng)爭(zhēng)導(dǎo)致的資源配置負(fù)效應(yīng)必須通過區(qū)域地方府際間的合作才能克服;縱觀我國(guó)地方府際間關(guān)系的演變足以證明:利益關(guān)系是區(qū)域一體化進(jìn)程中的地方府際間關(guān)系的實(shí)質(zhì)。 第三章運(yùn)用系統(tǒng)動(dòng)力學(xué)的基本原理,建構(gòu)地方府際合作的利益協(xié)調(diào)系統(tǒng)。地方政府合作的利益協(xié)調(diào)是一項(xiàng)復(fù)雜的系統(tǒng)工程。利益協(xié)調(diào)系統(tǒng)由協(xié)調(diào)目標(biāo)子系統(tǒng)、協(xié)調(diào)對(duì)象子系統(tǒng)、協(xié)調(diào)過程子系統(tǒng)和協(xié)調(diào)的組織管理子系統(tǒng)構(gòu)成。地方府際利益的協(xié)調(diào)必然受到來自上級(jí)、下級(jí)以及其他同級(jí)政府等利益主體的影響,需要一定的推動(dòng)力才能得以實(shí)現(xiàn)。根據(jù)其所受的影響因素不同,大致可以概括出以下幾種利益協(xié)調(diào)模式:由外而內(nèi)的被動(dòng)協(xié)調(diào)模式、由內(nèi)而外的主動(dòng)協(xié)調(diào)模式以及內(nèi)外聯(lián)動(dòng)的網(wǎng)絡(luò)協(xié)調(diào)模式。成功的府際合作關(guān)系應(yīng)該建構(gòu)在一個(gè)具有自我強(qiáng)化功能的良性循環(huán)過程中,通過強(qiáng)有力的內(nèi)生機(jī)制達(dá)成利益的協(xié)調(diào)。可以對(duì)地方府際間的利益協(xié)調(diào)過程進(jìn)行如下描述:利益共享是地方府際間合作的起點(diǎn)和動(dòng)力目標(biāo);利益補(bǔ)償是實(shí)現(xiàn)利益共享的路徑和前提,是地方府際間合作運(yùn)行的核心和關(guān)鍵環(huán)節(jié);利益約束是利益協(xié)調(diào)實(shí)現(xiàn)的前提和基本保障。 第四章論證區(qū)域一體化進(jìn)程中的地方政府策略。利益協(xié)調(diào)要在一定的政治生態(tài)環(huán)境中進(jìn)行,不同的政府治理模式、不同的政府合作能力都直接影響協(xié)調(diào)的實(shí)效性和合作的結(jié)果。基于區(qū)域一體化協(xié)調(diào)發(fā)展的地方政府行政價(jià)值觀和使命感,,決定了地方政府治理理念和治理模式需要不斷創(chuàng)新,也為政府核心能力的培養(yǎng)明確了方向,進(jìn)而引領(lǐng)政府的行為決策;同理,地方政府的行政能力也影響治理模式選擇的正確性和實(shí)施的效果。在我國(guó)這樣一個(gè)政府主導(dǎo)型的發(fā)展中國(guó)家,尤其需要通過政府轉(zhuǎn)變治理理念,完善治理結(jié)構(gòu),增強(qiáng)政治權(quán)威和社會(huì)發(fā)展能力,進(jìn)行市場(chǎng)化的制度創(chuàng)新和溝通協(xié)調(diào),推動(dòng)區(qū)域經(jīng)濟(jì)朝一體化的方向發(fā)展。 第五章將理論研究應(yīng)用于區(qū)域旅游一體化中的地方府際間利益協(xié)調(diào)問題。區(qū)域旅游合作作為地方府際合作的重要領(lǐng)域具有較強(qiáng)的代表性,其合作的動(dòng)因、合作的困境以及影響合作實(shí)效性的根本原因等,同樣在地方府際間的其他領(lǐng)域合作中有體現(xiàn);分析區(qū)域旅游一體化實(shí)現(xiàn)的邏輯,梳理當(dāng)前我國(guó)區(qū)域旅游合作的進(jìn)展及困境,并基于利益協(xié)調(diào)的視角提出區(qū)域旅游一體化中的地方政府策略。
[Abstract]:At present , the economic region gradually formed in our country according to the direction of the flow of economic elements shows great development potential , and the degree of integration of many regions in China is deepening . The essence of regional integration is to realize the process of regional integration .
It is a clear conclusion that the essence of the relationship between the government and the government is the relationship between power allocation and profit distribution . The relationship of power exists in the relations between the central government and the local government or the government level with administrative affiliation .
However , in the context of marketization , the relationship between the local government and the local government is the essence of the relationship between the local government and the local government . Whether the new local interests will be the real motive for the local government to participate in the inter - government cooperation , and the voluntary coordination of the inter - government interests constitute the foundation and the key of the inter - government cooperation .
The study focuses on the development of local government ' s interests and the realization of regional integration , so as to promote the harmonious development of local government and the realization of regional integration , so as to promote the harmonious development of local governments and the realization of regional integration .
The first chapter objectively analyses the role of local government in regional integration process . In the process of regional integration , local government plays an important role as main participant and facilitator ;
Although China ' s regional integration process is beginning to emerge , some regions have been transferred from shallow integration to deep integration , but there is no doubt that the degree of integration of regional integration in the whole country is not deep . This fact often shows that local governments have adverse competition in regional cooperation , and thus have negative effects on fair competition .
The second chapter explains the local government ' s interest system in the background of regional cooperation . The local government is in the dual interest system of the interests of the internal administrative region and the external cooperative region , and there is a mutual relationship between the dual interest system .
To interpret the three - dimensional characteristics of local government ' s interest system , that is , the pluralism of local government interests in the real dimension , the win - win of local government cooperation in the target dimension , and the fairness of the realization of the benefit coordination in the value dimension ;
With the adjustment of the national regional strategy , the relations between the local government and the local government have experienced the evolution of cooperation from one another to another , and the negative effect of resource allocation due to competition must be overcome through cooperation between the local governments ;
The evolution of the relations between local governments in our country is sufficient to prove that the relationship between interests is the essence of the inter - government relations in the regional integration process .
In chapter 3 , the principle of system dynamics is applied to construct the benefit coordination system of local government cooperation . The benefit coordination of local government cooperation is composed of coordination target subsystem , coordination object subsystem , coordination process subsystem and coordination organization management subsystem .
Interest compensation is the path and premise of realizing the benefit sharing , which is the core and key link of local inter - government cooperation operation ;
Interest restriction is the precondition and basic guarantee for the realization of interest coordination .
The fourth chapter demonstrates the local government strategy in regional integration process . The coordination of interests should be carried out in a certain political ecological environment , different government governance modes and different government cooperation ability directly influence the effectiveness of coordination and the result of cooperation .
At the same time , the local government ' s administrative ability also affects the correctness and the effect of the choice of governance model . In our country such a government - leading developing country , especially needs to change the governance idea through the government , improve the governance structure , strengthen the political authority and the social development ability , carry out the market - oriented system innovation and communication coordination , and promote the regional economy to develop in the direction of integration .
The fifth chapter applies the theory research to the inter - ministerial interests coordination problem in regional tourism integration . The regional tourism cooperation serves as an important area of the local government cooperation , which has strong representation , the motivation of cooperation , the predicament of cooperation and the root cause of the effectiveness of cooperation , and also reflects the cooperation in other fields of the local government .
This paper analyzes the logic of regional tourism integration , combs the progress and predicament of regional tourism cooperation in our country , and puts forward the local government strategy in regional tourism integration based on the perspective of interest coordination .
