建構與融合:區(qū)域一體化進程中的地方府際間利益協(xié)調研究

【摘要】:目前,在我國依據經濟要素流動的方向而逐步形成的經濟性區(qū)域顯示出巨大的發(fā)展?jié)摿,國內許多區(qū)域的一體化程度正在日益加深。作為區(qū)域發(fā)展的重要主導者和參與者,地方府際之間的合作關系與狀態(tài)某種程度上決定著區(qū)域一體化實現的進程。區(qū)域一體化的本質是實現對資源和生產要素的無障礙跨界流動,這與地方政府間因自利性而引發(fā)府際間利益沖突并運用行政權力對資源配置的市場化造成的阻滯,構成了現階段我國區(qū)域一體化實現進程中的主要矛盾。 檢視現有的關于府際關系的研究,一個明確的結論就是:府際關系的實質是權力配置和利益分配關系。其中權力關系更多地存在于縱向府際關系中,主要體現在中央與地方政府或者存在行政隸屬關系的政府層級之間;而在市場化的背景下,橫向府際關系或者說不存在行政隸屬關系的地方府際間關系的實質和首要表現就是利益關系。能否獲得新的地方利益將成為地方政府是否參與府際間合作的真正動因,而地方府際間利益的自愿性協(xié)調構成了地方府際間合作的基礎和關鍵。 本研究就是將“利益”作為獨立的要素從復雜的府際關系體系中抽離出來,將地方府際關系研究聚焦于區(qū)域一體化實現的過程中,分析地方政府的利益關系系統(tǒng)構成、地方府際間利益協(xié)調的模式、機制以及與利益協(xié)調相適應的政府策略等。以期實現合作參與各方利益的動態(tài)平衡,從而促進地方府際間合作的良性發(fā)展和區(qū)域深度一體化的實現,使不同地區(qū)共享區(qū)域經濟協(xié)調發(fā)展帶來的福祉;谝陨系难芯克悸罚疚某龑д摬糠止卜譃槲逭,分別從現狀剖析——關系解讀——機制建構——策略融合——實證應用等幾個方面,圍繞地方府際間的利益問題完成論述。 第一章客觀剖析了地方政府在區(qū)域一體化進程中的作用表現。在區(qū)域一體化實現的過程中,地方政府作為主要參與者和推動者發(fā)揮著重要的作用;盡管當前中國區(qū)域一體化進程初露端倪,有些區(qū)域已經由淺層一體化向深度一體化過渡,但毋庸置疑,從全國整體評價區(qū)域一體化程度不深是不爭的事實。這一事實常常表現為地方政府在區(qū)域合作中出現不良競爭行為,并由此對公平競爭造成負面效應,究其原因,政府經濟人與政治人的屬性判定困擾仍然是繞不開的主要話題。 第二章系統(tǒng)解讀了區(qū)域合作背景下地方政府的利益體系。地方政府處于內部行政區(qū)利益與外部合作區(qū)利益的雙重利益系統(tǒng)中,且雙重利益系統(tǒng)間存在著互動關系;解讀地方政府利益體系呈現的三維特征,即現實維度上地方政府利益構成的多元性、目標維度上地方政府合作追求的共贏性、以及價值維度上利益協(xié)調實現秉承的公正性;隨著國家區(qū)域戰(zhàn)略的調整,地方府際間關系先后經歷了從彼此分割到相互競爭再到協(xié)調合作的演變,因競爭導致的資源配置負效應必須通過區(qū)域地方府際間的合作才能克服;縱觀我國地方府際間關系的演變足以證明:利益關系是區(qū)域一體化進程中的地方府際間關系的實質。 第三章運用系統(tǒng)動力學的基本原理,建構地方府際合作的利益協(xié)調系統(tǒng)。地方政府合作的利益協(xié)調是一項復雜的系統(tǒng)工程。利益協(xié)調系統(tǒng)由協(xié)調目標子系統(tǒng)、協(xié)調對象子系統(tǒng)、協(xié)調過程子系統(tǒng)和協(xié)調的組織管理子系統(tǒng)構成。地方府際利益的協(xié)調必然受到來自上級、下級以及其他同級政府等利益主體的影響,需要一定的推動力才能得以實現。根據其所受的影響因素不同,大致可以概括出以下幾種利益協(xié)調模式:由外而內的被動協(xié)調模式、由內而外的主動協(xié)調模式以及內外聯(lián)動的網絡協(xié)調模式。成功的府際合作關系應該建構在一個具有自我強化功能的良性循環(huán)過程中,通過強有力的內生機制達成利益的協(xié)調?梢詫Φ胤礁H間的利益協(xié)調過程進行如下描述:利益共享是地方府際間合作的起點和動力目標;利益補償是實現利益共享的路徑和前提,是地方府際間合作運行的核心和關鍵環(huán)節(jié);利益約束是利益協(xié)調實現的前提和基本保障。 第四章論證區(qū)域一體化進程中的地方政府策略。利益協(xié)調要在一定的政治生態(tài)環(huán)境中進行,不同的政府治理模式、不同的政府合作能力都直接影響協(xié)調的實效性和合作的結果;趨^(qū)域一體化協(xié)調發(fā)展的地方政府行政價值觀和使命感,,決定了地方政府治理理念和治理模式需要不斷創(chuàng)新,也為政府核心能力的培養(yǎng)明確了方向,進而引領政府的行為決策;同理,地方政府的行政能力也影響治理模式選擇的正確性和實施的效果。在我國這樣一個政府主導型的發(fā)展中國家,尤其需要通過政府轉變治理理念,完善治理結構,增強政治權威和社會發(fā)展能力,進行市場化的制度創(chuàng)新和溝通協(xié)調,推動區(qū)域經濟朝一體化的方向發(fā)展。 第五章將理論研究應用于區(qū)域旅游一體化中的地方府際間利益協(xié)調問題。區(qū)域旅游合作作為地方府際合作的重要領域具有較強的代表性,其合作的動因、合作的困境以及影響合作實效性的根本原因等,同樣在地方府際間的其他領域合作中有體現;分析區(qū)域旅游一體化實現的邏輯,梳理當前我國區(qū)域旅游合作的進展及困境,并基于利益協(xié)調的視角提出區(qū)域旅游一體化中的地方政府策略。
[Abstract]:At present , the economic region gradually formed in our country according to the direction of the flow of economic elements shows great development potential , and the degree of integration of many regions in China is deepening . The essence of regional integration is to realize the process of regional integration .
It is a clear conclusion that the essence of the relationship between the government and the government is the relationship between power allocation and profit distribution . The relationship of power exists in the relations between the central government and the local government or the government level with administrative affiliation .
However , in the context of marketization , the relationship between the local government and the local government is the essence of the relationship between the local government and the local government . Whether the new local interests will be the real motive for the local government to participate in the inter - government cooperation , and the voluntary coordination of the inter - government interests constitute the foundation and the key of the inter - government cooperation .
The study focuses on the development of local government ' s interests and the realization of regional integration , so as to promote the harmonious development of local government and the realization of regional integration , so as to promote the harmonious development of local governments and the realization of regional integration .
The first chapter objectively analyses the role of local government in regional integration process . In the process of regional integration , local government plays an important role as main participant and facilitator ;
Although China ' s regional integration process is beginning to emerge , some regions have been transferred from shallow integration to deep integration , but there is no doubt that the degree of integration of regional integration in the whole country is not deep . This fact often shows that local governments have adverse competition in regional cooperation , and thus have negative effects on fair competition .
The second chapter explains the local government ' s interest system in the background of regional cooperation . The local government is in the dual interest system of the interests of the internal administrative region and the external cooperative region , and there is a mutual relationship between the dual interest system .
To interpret the three - dimensional characteristics of local government ' s interest system , that is , the pluralism of local government interests in the real dimension , the win - win of local government cooperation in the target dimension , and the fairness of the realization of the benefit coordination in the value dimension ;
With the adjustment of the national regional strategy , the relations between the local government and the local government have experienced the evolution of cooperation from one another to another , and the negative effect of resource allocation due to competition must be overcome through cooperation between the local governments ;
The evolution of the relations between local governments in our country is sufficient to prove that the relationship between interests is the essence of the inter - government relations in the regional integration process .
In chapter 3 , the principle of system dynamics is applied to construct the benefit coordination system of local government cooperation . The benefit coordination of local government cooperation is composed of coordination target subsystem , coordination object subsystem , coordination process subsystem and coordination organization management subsystem .
Interest compensation is the path and premise of realizing the benefit sharing , which is the core and key link of local inter - government cooperation operation ;
Interest restriction is the precondition and basic guarantee for the realization of interest coordination .
The fourth chapter demonstrates the local government strategy in regional integration process . The coordination of interests should be carried out in a certain political ecological environment , different government governance modes and different government cooperation ability directly influence the effectiveness of coordination and the result of cooperation .
At the same time , the local government ' s administrative ability also affects the correctness and the effect of the choice of governance model . In our country such a government - leading developing country , especially needs to change the governance idea through the government , improve the governance structure , strengthen the political authority and the social development ability , carry out the market - oriented system innovation and communication coordination , and promote the regional economy to develop in the direction of integration .
The fifth chapter applies the theory research to the inter - ministerial interests coordination problem in regional tourism integration . The regional tourism cooperation serves as an important area of the local government cooperation , which has strong representation , the motivation of cooperation , the predicament of cooperation and the root cause of the effectiveness of cooperation , and also reflects the cooperation in other fields of the local government .
This paper analyzes the logic of regional tourism integration , combs the progress and predicament of regional tourism cooperation in our country , and puts forward the local government strategy in regional tourism integration based on the perspective of interest coordination .
