【摘要】：隨著貿(mào)易量的增加,無水港口在需求的推動下誕生,并且在短時間內(nèi)的得到了快速發(fā)展。無水港口的的誕生與發(fā)展為很多內(nèi)陸城市展開全新的畫卷,其在經(jīng)濟建設(shè)中做出的重大貢獻受到社會各界越來越多的關(guān)注。由于無水港口的功能十分強大,而且地域廣闊,受到的限制小等特征而備受物流企業(yè)的歡迎,現(xiàn)階段無水港口的貨物吞吐量不斷提升,已經(jīng)逐漸成為現(xiàn)代化的物流中心,且?guī)恿酥苓叺赜蚪?jīng)濟共同發(fā)展,以及倉儲等配套環(huán)節(jié)的大力發(fā)展。但是,快速的發(fā)展的同時也暴露出我國在建設(shè)無水港口方面的不足,例如缺乏完善的建設(shè)體系、投資主體單一、公共信息服務(wù)平臺的開放性和統(tǒng)一性不足、預(yù)期規(guī)劃功能無法實現(xiàn)、法律層面和現(xiàn)代物流層面支撐力不夠、專業(yè)技術(shù)人才極度匱乏等問題,還需要對這些問題進行逐一研究分析,并采取有針對性的解決措施。河北省的地理位置較為優(yōu)越,具有環(huán)繞首都以及距離海濱城市較近的特征。近年來,河北省政府在無水港口建設(shè)方面給予了大力扶持,因此帶動經(jīng)濟的快速發(fā)展。但目前為止,針對河北省無水港方面的研究數(shù)量較少,本研究采取多種研究方式對河北省無水港建設(shè)與發(fā)展展開分析探討,以期為河北省無水港建設(shè)發(fā)展提供有效建議及有效參考。本文以河北省無水港發(fā)展為研究對象,首先,簡述無水港的基本概念及其功能和發(fā)展模式,為進一步總結(jié)分析河北省無水港建設(shè)現(xiàn)狀和問題,提供理論支撐;其次,通過列舉西方國家和我國無水港建設(shè)的成功案例,分析無水港建設(shè)成功的主要因素和必要條件;再次,結(jié)合以上理論闡述及案例分析,深入探討并利用PSET分析,總結(jié)出河北省無水港建設(shè)發(fā)展中存在的問題;最終,提出加快河北省無水港發(fā)展的主要對策建議,包括充分利用京津冀協(xié)同發(fā)展新機遇、大力培育內(nèi)陸地區(qū)的出口增長點、加強物流設(shè)施建設(shè)與提高物流水平、加大政府政策支持和資金優(yōu)惠力度和不斷完善人才培養(yǎng)與發(fā)展機制等五個方面。
[Abstract]:With the increase of trade volume, waterless ports were born under the impetus of demand, and developed rapidly in a short time. The birth and development of waterless ports opened a new picture for many inland cities. Its great contribution to economic construction has attracted more and more attention from all walks of life. Because of its powerful function, vast area and small restrictions, it is welcomed by logistics enterprises. At this stage, the cargo throughput of waterless ports has been continuously improved, and has gradually become a modern logistics center, and has led to the common development of the surrounding region economy, as well as the vigorous development of supporting links such as warehousing. However, At the same time, the rapid development of our country also exposed the deficiencies in the construction of waterless ports, such as the lack of a sound construction system, the single investment body, the lack of openness and unity of public information service platforms, and the inability to realize the expected planning functions. The legal level and the modern logistics level are not strong enough, the specialized technical personnel are extremely scarce and so on. We also need to study and analyze these problems one by one, and take targeted measures to solve the problems. The geographical position of Hebei Province is superior. In recent years, the Hebei provincial government has given great support to the construction of waterless ports, which has led to rapid economic development. But so far, In view of the relatively small number of studies on waterless ports in Hebei Province, this study adopts a variety of research methods to analyze and discuss the construction and development of waterless ports in Hebei Province. In order to provide effective suggestions and references for the construction and development of waterless ports in Hebei Province, this paper takes the development of waterless ports in Hebei Province as the research object. Firstly, the basic concepts, functions and development models of waterless ports are briefly described. In order to sum up and analyze the present situation and problems of the construction of waterless ports in Hebei Province and provide theoretical support; secondly, by enumerating the successful cases of the construction of waterless ports in western countries and China, the main factors and necessary conditions for the success of the construction of waterless ports in Hebei Province are analyzed. Thirdly, Combined with the above theoretical elaboration and case analysis, the problems existing in the construction and development of the waterless port in Hebei Province are summarized, and the main countermeasures and suggestions for speeding up the development of the waterless port in Hebei Province are put forward, and the problems existing in the construction and development of the waterless port in Hebei Province are summarized. These include making full use of the new opportunities for coordinated development between Beijing, Tianjin and Hebei, vigorously cultivating export growth points in inland areas, strengthening the construction of logistics facilities and improving the level of logistics. Increase government policy support and fund preferential strength and constantly improve the talent training and development mechanism.
