京津冀“軸—輻”物流網(wǎng)絡(luò)構(gòu)建研究

【摘要】:在經(jīng)濟(jì)全球化、貿(mào)易自由化和京津冀一體化的大背景下,物流一體化成為區(qū)域物流和區(qū)域經(jīng)濟(jì)發(fā)展的重要內(nèi)容,而高效便捷的物流網(wǎng)絡(luò)是區(qū)域物流一體化的重要推動力。京津冀地區(qū)作為首都經(jīng)濟(jì)圈、環(huán)渤海經(jīng)濟(jì)圈的核心區(qū)域,擁有發(fā)展物流的區(qū)位優(yōu)勢,交通物流基礎(chǔ)設(shè)施建設(shè)日趨完善,但仍存在流通效率低、空間布局不合理、網(wǎng)絡(luò)發(fā)育程度低等問題,影響了區(qū)域物流一體化進(jìn)程。在此情況下,構(gòu)建科學(xué)合理的物流網(wǎng)絡(luò)成為解決區(qū)域物流發(fā)展問題的重要手段。“軸—輻”結(jié)構(gòu)被認(rèn)為是區(qū)域物流發(fā)展中一種有效的物流網(wǎng)絡(luò)模式,這種網(wǎng)絡(luò)模式由物流軸心和輻點(腹地城市)組成,因在物流資源配置方面具有明顯的規(guī)模效應(yīng)、集聚效益,能達(dá)到提高物流效率、降低物流成本的效果而受到廣泛關(guān)注。本研究依托河北省科技計劃項目(軟科學(xué))“京津冀多層級中心-外圍城市空間影響范圍研究”(15457630D),基于不均衡增長理論、增長極理論、點軸開發(fā)理論、協(xié)同論等理論,運用熵權(quán)TOPSIS法和煙羽模型,在京津冀物流發(fā)展現(xiàn)狀及問題分析的基礎(chǔ)上,通過建立符合區(qū)域特點的評價指標(biāo)體系、測算物流中心性指數(shù)并確定物流軸心及輻點城市、劃分軸心城市輻射范圍、分析物流通道及物流圈網(wǎng)絡(luò),構(gòu)建了京津冀地區(qū)點、線、面結(jié)合的“軸—輻”物流網(wǎng)絡(luò)。通過研究分析得到如下結(jié)論:(1)從物流中心性指數(shù)N_(ij)值測算結(jié)果看,京津冀地區(qū)物流發(fā)展水平大致可劃分為3個層次。其中,北京、天津N_(ij)值分別為0.7391、0.6300,遠(yuǎn)大于河北省各市,定為一級軸心城市;唐山、石家莊N_(ij)值分別為0.3865、0.3430,定為二級軸心城市;河北省其他城市為輻點城市。(2)從軸心城市輻射影響度C_(ij)值測算結(jié)果看,各輻點城市與四個軸心城市對應(yīng)的C_(ij)值的大小受地緣鄰近程度影響很大。其中,保定、張家口、承德、廊坊與軸心北京對應(yīng)的C_(ij)值最大,滄州與軸心天津?qū)?yīng)的C_(ij)值最大,秦皇島與軸心唐山對應(yīng)的C_(ij)值最大,邯鄲、邢臺、衡水則與軸心石家莊對應(yīng)的C_(ij)值最大?梢园l(fā)現(xiàn),輻射影響度C_(ij)值較大的均為地緣上較為接近的城市。(3)從通道構(gòu)建結(jié)果看,基于確定的軸輻節(jié)點城市及劃分的軸心城市輻射范圍可構(gòu)建“井”字型的整體流通通道及環(huán)“二核二心”的菱形風(fēng)箏狀干線通道及星型支線通道!熬弊中屯ǖ赖摹皟蓹M”為京津主軸和冀中南物流通道,“兩縱”為沿海港口物流通道和中部物流通道!岸恕奔幢本、天津,“二心”為唐山、石家莊。干線通道為4個軸心城市之間的物流通道,支線通道為軸心城市和輻點城市之間的物流通道。(4)從物流圈網(wǎng)絡(luò)構(gòu)建結(jié)果看,結(jié)合軸輻節(jié)點城市、通道分析及輻點城市的首位影響城市劃分出北京物流圈、天津物流圈、唐山物流圈及石家莊物流圈4大物流圈,這種劃分結(jié)果可實現(xiàn)圈內(nèi)城市間物流的優(yōu)勢互補及聯(lián)系效應(yīng)最大化。
[Abstract]:Under the background of economic globalization, trade liberalization and Beijing-Tianjin-Hebei integration, logistics integration has become an important part of regional logistics and regional economic development. The efficient and convenient logistics network is the important driving force of the regional logistics integration. As the capital economic circle and the core region of the Bohai economic circle, the Beijing-Tianjin-Hebei region has the regional advantage of developing logistics, and the construction of transportation logistics infrastructure is becoming more and more perfect. However, there are still some problems, such as low circulation efficiency, unreasonable spatial layout and low degree of network development, which affect the process of regional logistics integration. The construction of scientific and reasonable logistics network has become an important means to solve the problem of regional logistics development. The "axis-spoke" structure is considered to be an effective logistics network model in the development of regional logistics. This network model is composed of logistics axis and hub (hinterland city), because it has obvious scale effect and agglomeration benefit in the allocation of logistics resources, so it can improve logistics efficiency. The effect of reducing logistics cost has received extensive attention. This study relies on the Hebei Province Science and Technology Project (soft Science), "Research on the Space impact range of Beijing-Tianjin-Hebei Multi-level Centre-Peripheral cities" (15457630D), based on the theory of unbalanced growth and the theory of growth pole. Based on the theory of point-axis development and the theory of coordination, using the entropy weight TOPSIS method and the smoke plume model, based on the analysis of the present situation and problems of the logistics development in Beijing-Tianjin-Hebei, the evaluation index system is established, which accords with the regional characteristics. The index of logistics centrality is calculated, the city of logistics axis and spoke point is determined, the radiation range of axis city is divided, the logistics channel and logistics circle network are analyzed, and the points and lines in Beijing-Tianjin-Hebei area are constructed. The "axis-spoke" logistics network combined with each other. Through research and analysis, we can get the following conclusion: 1) from the calculation results of logistics centrality index, we can see that the level of logistics development in Beijing-Tianjin-Hebei region can be roughly divided into three levels. The larger values of the radiation effects are those of the geologically close cities. (3) from the results of the construction of the passageways, Based on the defined radiative range of the radial node city and the divided axis city, the overall circulation passage of "well" type and the "two core and two center" rhombic kites trunk passage and star branch channel can be constructed. The "well" zigzag channel can be constructed. The "two horizontal" lines are the Beijing-Tianjin Spindle and the Central and Southern Hebei logistics corridor, and the "two vertical columns" are the coastal port logistics channel and the central logistics corridor. The "second core" is Beijing. Tianjin, the "second center" is Tangshan, Shijiazhuang. The main route is the logistics channel between the four axis cities, and the branch line is the logistics channel between the axis city and the spoke point city. Channel analysis and the first influence of the city are divided into four major logistics circles: Beijing logistics circle, Tianjin logistics circle, Tangshan logistics circle and Shijiazhuang logistics circle. The result of division can maximize the advantage and connection effect of inter-city logistics in the inner circle.
