【摘要】：自世界貿(mào)易組織(WTO)成立以來,區(qū)域經(jīng)濟(jì)合作發(fā)展速度越來越快,區(qū)域經(jīng)濟(jì)一體化趨勢顯著。區(qū)域經(jīng)濟(jì)合作最早發(fā)生于有地理優(yōu)勢的相鄰國家或者地區(qū)之間,如歐盟(EU)、北美自由貿(mào)易區(qū)(NAFTA)、東盟(ASEAN)等,但是隨著合作成員周邊可用資源的逐漸減少以及合作理念的不斷深化,超越單純地理界線,進(jìn)一步詮釋地緣經(jīng)濟(jì)概念,不斷拓展合作范圍和方式,已經(jīng)成為當(dāng)前區(qū)域經(jīng)濟(jì)合作的新特點(diǎn)。 東亞經(jīng)濟(jì)在世界經(jīng)濟(jì)中占有重要分量,東亞區(qū)域經(jīng)濟(jì)的一體化也是世界經(jīng)濟(jì)整合的部分,盡管東亞地區(qū)存在諸多的多樣性和不確定性,再加上美國對整個(gè)東亞地區(qū)的影響,東亞區(qū)域經(jīng)濟(jì)一體化過程中存在一些障礙,但是其發(fā)展趨勢已經(jīng)不可逆轉(zhuǎn)。臺灣作為亞洲最發(fā)達(dá)、最富裕的地區(qū)之一,曾創(chuàng)造出巨大經(jīng)濟(jì)奇跡,也是19世紀(jì)全球經(jīng)濟(jì)一體化大浪潮下的受益者之一。而如今,臺灣在東亞經(jīng)濟(jì)一體化過程中卻面臨“邊緣化”危機(jī),而且臺灣也很難找到一個(gè)合適的介入點(diǎn)來融入這一進(jìn)程。當(dāng)然,造成這一局面的原因有很多,包括經(jīng)濟(jì)因素、政治因素,也包括外界因素和臺灣自身因素。臺灣如何擺脫“邊緣化”困境,以合適的方式融入東亞經(jīng)濟(jì)一體化進(jìn)程,值得研究。 “泛北部灣經(jīng)濟(jì)合作”構(gòu)想自2006年提出以來,發(fā)展迅速。作為中國-東盟自由貿(mào)易區(qū)里重要次區(qū)域經(jīng)濟(jì)合作之一,泛北部灣經(jīng)濟(jì)合作對未來該區(qū)域乃至整個(gè)東亞地區(qū)經(jīng)濟(jì)的整體發(fā)展意義重大,而且,不同于東亞地區(qū)其他次區(qū)域經(jīng)濟(jì)合作,泛北部灣經(jīng)濟(jì)合作獨(dú)有的“開放性”和“重海洋性”等諸多特點(diǎn)也適合臺灣參與。因此,本文提出泛北部灣經(jīng)濟(jì)合作最有利于臺灣參與東亞經(jīng)濟(jì)一體化,也是其未來參與東亞經(jīng)濟(jì)一體化進(jìn)程的最佳路徑。 在CAFTA和ECFA的背景下,文章回顧了該領(lǐng)域相關(guān)的研究文獻(xiàn),然后以區(qū)域經(jīng)濟(jì)體化理論和次區(qū)域經(jīng)濟(jì)合作理論為基礎(chǔ)展開論述：首先,論述東亞經(jīng)濟(jì)一體化趨勢下臺灣經(jīng)濟(jì)受到的影響以及泛北部灣經(jīng)濟(jì)合作對臺灣參與東亞經(jīng)濟(jì)一體化的影響,初步給出臺灣參與泛北部灣經(jīng)濟(jì)合作有宜于其融入東亞經(jīng)濟(jì)一體化進(jìn)程的觀點(diǎn)�；诖�,文章采用貿(mào)易結(jié)合度指數(shù)、比較優(yōu)勢指數(shù)、貿(mào)易互補(bǔ)性指數(shù)的方法,預(yù)測了臺灣參與到泛北部灣經(jīng)濟(jì)合作后可能會帶來的經(jīng)濟(jì)效應(yīng)以及這一過程可能會帶來的其他外溢效應(yīng),并給出結(jié)論：隨著東亞經(jīng)濟(jì)一體化進(jìn)程的加快,臺灣經(jīng)濟(jì)發(fā)展面臨的“邊緣化”困境會越發(fā)嚴(yán)重,與東盟的貿(mào)易額也不容樂觀。ECFA簽訂后,臺灣必須要尋求進(jìn)一步的突破,而泛北部灣經(jīng)濟(jì)合作為臺灣擺脫困境、參與東亞經(jīng)濟(jì)合作帶來了契機(jī),其諸多特性都成為臺灣參與東亞經(jīng)濟(jì)一體化的最佳選擇,也是兩岸共同參與東亞經(jīng)濟(jì)合作的必由之路以及兩岸聯(lián)合解決南海問題的一條介質(zhì)性通道。最后,文章又對臺灣參與泛北部灣經(jīng)濟(jì)合作的具體途徑和方式提供一些對策建議。 本文沒有僅限于東亞經(jīng)濟(jì)一體化和泛北部灣經(jīng)濟(jì)合作的研究,突破性的將臺灣和泛北部灣經(jīng)濟(jì)合作結(jié)合起來研究,為臺灣參與東亞經(jīng)濟(jì)一體化進(jìn)程尋找到合適路徑：參與泛北部灣經(jīng)濟(jì)合作。并提出臺灣參與泛北部灣經(jīng)濟(jì)合作的效應(yīng)做出預(yù)測。研究不僅有利于臺灣擺脫當(dāng)前的經(jīng)濟(jì)困境,也有利于臺灣更快地融入東亞經(jīng)濟(jì)一體化進(jìn)程,更為兩岸長期和平發(fā)展創(chuàng)造有力保障。
[Abstract]:Since the World Trade Organization (WTO) since the establishment of regional economic cooperation development faster and faster, the trend of regional economic integration is significant. The first occurred in the regional economic cooperation between neighboring countries or regions have geographical advantages, such as the European Union (EU), the North American Free Trade Area (NAFTA), ASEAN (ASEAN), but with the cooperative members surrounding available resources gradually reduced and deepening the idea of cooperation, beyond the simple geographical boundaries, further interpretation of the concept of geo economics, expanding the scope of cooperation and the way, has become the new characteristics of regional economic cooperation.
East Asia economy occupies an important component in the world economy, the world economic integration is also part of the East Asian regional economic integration, although there are many diversity and uncertainty in East Asia, plus the United States to the whole East Asia, regional economic integration in East Asia. There are some obstacles in the process of development, but the trend is irreversible in Taiwan. As the most developed Asia, one of the most affluent areas, has created a huge economic miracle, but also one of the nineteenth Century global economic integration under the big wave of beneficiaries. Today, Taiwan in the East Asian economic integration process is facing the crisis of marginalization, and Taiwan is also very difficult to find a suitable point of intervention into the. Of course, there are many reasons for this situation, including economic factors, political factors, including external factors and their own factors. How to set Taiwan Taiwan It is worth studying to take off the dilemma of "Marginalization" and integrate the process of economic integration in East Asia in a suitable way.
The Pan Beibu Gulf Economic Cooperation "concept has rapidly developed since 2006, as Chinese ASEAN Free Trade Zone is one of the important sub regional economic cooperation, the Pan Beibu Gulf Economic Cooperation of major significance, overall development in the future of the economy in the region and even the whole East Asia and East Asia, different from other sub regional economic cooperation, and many other features the Pan Beibu Gulf Economic Cooperation's unique" open "and" ocean "is suitable for Taiwan to participate. Therefore, this paper puts forward the Pan Beibu Gulf economic cooperation is most conducive to Taiwan's participation in the East Asian economic integration, the best path is the future in the process of economic integration in East Asia.
In CAFTA and ECFA in the background, the article reviews the related research literatures in this area, and then to the theory of regional economy and regional economic cooperation is based on the theory of discussion: first, discusses the influence of East Asian economic integration trend of the economy from the Taiwan and the Pan Beibu Gulf Economic Cooperation for Taiwan's participation in the East Asian economic integration. Initially given Taiwan's participation in the Pan Beibu Gulf Economic Cooperation for the integration of East Asian economic integration view. Based on this, the trade integration index, comparative advantage index, trade complementary index method, prediction of Taiwan to participate in the economic effects of Pan Beibu Gulf Economic cooperation may bring and the other spillover the effect may bring, and gives the conclusion: with the accelerated process of economic integration in East Asia, the economic development of Taiwan is facing the dilemma of "Marginalization" Will become more and more serious, the volume of trade with ASEAN is not optimistic after the signing of.ECFA, Taiwan must seek further breakthrough, and the Pan Beibu Gulf Economic Cooperation Dilemma for Taiwan, in the East Asian economic cooperation opportunities, many of its characteristics have become the best choice for Taiwan to participate in the economic integration of East Asia, a media channel is on both sides of the Straits to participate in the economic cooperation in East Asia and the only way which must be passed on both sides of the South China Sea issue to solve. Finally, the article provides some suggestions on the specific way for Taiwan to participate in the Pan Beibu Gulf Economic cooperation and the way.
This paper is not only limited to the economic integration of East Asia and the Pan Beibu Gulf economic cooperation research, breakthrough in Taiwan and the Pan Beibu Gulf economic cooperation together, for Taiwan to participate in the process of economic integration in East Asia to find the right path: to participate in the Pan Beibu Gulf economic cooperation. And put forward the effect of Taiwan's participation in the Pan Beibu Gulf Economic Cooperation forecast research is not only conducive to Taiwan to get rid of the current economic difficulties, but also conducive to Taiwan to quickly integrate into the process of economic integration in East Asia, creating a powerful guarantee for long-term cross-strait peaceful development.
