科技政策聚集對(duì)科技企業(yè)創(chuàng)新創(chuàng)業(yè)影響研究

【摘要】:科學(xué)技術(shù)是綜合國力競(jìng)爭(zhēng)的決定性因素,自主創(chuàng)新是支撐一個(gè)國家崛起的筋骨。在經(jīng)濟(jì)全球化的大背景下,一個(gè)國家甚至一個(gè)區(qū)域經(jīng)濟(jì)的發(fā)展更多的依靠科技創(chuàng)新創(chuàng)業(yè)的能力,創(chuàng)新精神和創(chuàng)新能力是一個(gè)國家和民族不斷進(jìn)步的靈魂,是國家興旺發(fā)達(dá)的動(dòng)力源泉,也是時(shí)代精神的核心所在。近年來北京市以增強(qiáng)自主創(chuàng)新能力為核心,以促進(jìn)科技與經(jīng)濟(jì)社會(huì)發(fā)展緊密結(jié)合為重點(diǎn),以企業(yè)為主體、市場(chǎng)為導(dǎo)向、政產(chǎn)學(xué)研用相結(jié)合的技術(shù)創(chuàng)新體系建設(shè)為突破口,不斷深化科技體制改革,積極創(chuàng)新工作路徑,深化先行先試政策,不斷推進(jìn)創(chuàng)新創(chuàng)業(yè)活動(dòng)的發(fā)展,為了支持創(chuàng)新創(chuàng)業(yè),北京市已經(jīng)出臺(tái)了一系列科技政策。但是這么多的政策聚集在一起,對(duì)科技企業(yè)的創(chuàng)新創(chuàng)業(yè)產(chǎn)生了什么影響?本文經(jīng)過文獻(xiàn)整理、實(shí)證研究與問卷分析對(duì)這一疑問進(jìn)行了討論,開創(chuàng)性地建立了科技政策支持創(chuàng)新創(chuàng)業(yè)的聚集及效應(yīng)的理論體系,并將其較好地與實(shí)踐結(jié)合。最終本文并得出了以下結(jié)論: 1.科技政策對(duì)處在不同生命周期企業(yè)的支持存在偏差,對(duì)初創(chuàng)期企業(yè)支持篇少,,對(duì)成熟期企業(yè)支持偏多。 2.科技政策的供給與需求存在一定的不吻合,且對(duì)于企業(yè)創(chuàng)新創(chuàng)業(yè)重要度也有所偏差。 3.對(duì)于部分政策,企業(yè)獲得的某個(gè)政策支持對(duì)創(chuàng)新創(chuàng)業(yè)的影響會(huì)受其他所獲得的科技政策支持的影響。
[Abstract]:Science and technology is the decisive factor in the competition of comprehensive national strength, independent innovation is the backbone to support the rise of a country. Under the background of economic globalization, the economic development of a country or even a region depends more on the ability of scientific and technological innovation to start an undertaking. The spirit of innovation and the ability to innovate are the soul of a country and a nation's continuous progress, the motive source of national prosperity and the core of the spirit of the times. In recent years, Beijing has focused on enhancing the ability of independent innovation. Focusing on promoting the close integration of science and technology with economic and social development, taking the enterprise as the main body, the market as the guide, and the construction of the technological innovation system combining government, production, education and research as the breakthrough point, we should continuously deepen the reform of the science and technology system and actively innovate the working path. To deepen the pilot policy and continuously promote the development of innovative entrepreneurial activities, in order to support innovation and entrepreneurship, Beijing has issued a series of scientific and technological policies. But so many policies have gathered together. What is the impact on the innovation and entrepreneurship of science and technology enterprises? This paper discusses this question through literature review, empirical research and questionnaire analysis, and establishes a theoretical system of scientific and technological policies to support the aggregation and effect of innovation and entrepreneurship. Finally, this paper draws the following conclusions:. 1. The support of science and technology policy to enterprises in different life cycles is biased. 2. The supply of science and technology policy does not coincide with demand to some extent, and it also deviates from the importance of innovation and entrepreneurship. 3. For some policies, the impact of one policy support on innovation and entrepreneurship will be influenced by other technology policy support.
