中蒙貿(mào)易互補(bǔ)性與競(jìng)爭(zhēng)力研究

【摘要】:蒙古國(guó)是我國(guó)北方的重要鄰國(guó),兩國(guó)自古以來文化、經(jīng)貿(mào)往來從未間斷。在全球化趨勢(shì)不斷深化的21世紀(jì),中蒙政治經(jīng)濟(jì)關(guān)系發(fā)展越來越密切,兩國(guó)經(jīng)貿(mào)關(guān)系的發(fā)展也日益對(duì)國(guó)家的周邊安全與經(jīng)濟(jì)繁榮產(chǎn)生重要作用。隨著"中蒙俄經(jīng)濟(jì)走廊"戰(zhàn)略的推進(jìn)和東北亞區(qū)域經(jīng)濟(jì)一體化發(fā)展的不斷深入,兩國(guó)經(jīng)貿(mào)合作水平不斷提高,社會(huì)關(guān)系也不斷發(fā)展。十年間,中蒙兩國(guó)貿(mào)易額呈不斷上升趨勢(shì),2016年,中蒙貿(mào)易額更是突破82.75億美元。在當(dāng)今的國(guó)際環(huán)境下,兩國(guó)貿(mào)易發(fā)展前景非常廣闊。本文首先從地緣經(jīng)濟(jì)理論、比較利益理論、要素稟賦理論、國(guó)際生產(chǎn)折衷理論、國(guó)家競(jìng)爭(zhēng)優(yōu)勢(shì)理論等方面闡述了國(guó)際貿(mào)易產(chǎn)生的原因及優(yōu)勢(shì)。其次根據(jù)蒙古國(guó)經(jīng)濟(jì)發(fā)展和對(duì)外貿(mào)易狀況、中蒙貿(mào)易結(jié)構(gòu)和規(guī)模等方面分析了中蒙貿(mào)易現(xiàn)狀。再次根據(jù)近十年中蒙商品貿(mào)易數(shù)據(jù),利用貿(mào)易結(jié)合度指數(shù)、貿(mào)易互補(bǔ)性指數(shù)、顯性比較優(yōu)勢(shì)指數(shù)、凈貿(mào)易比等工具實(shí)證分析量化出中蒙貿(mào)易互補(bǔ)性與競(jìng)爭(zhēng)力現(xiàn)狀,從而分析出中蒙貿(mào)易中具有較大互補(bǔ)性的商品門類,進(jìn)一步得出中蒙貿(mào)易發(fā)展過程中存在貿(mào)易結(jié)構(gòu)不對(duì)稱、貿(mào)易規(guī)模偏小等問題。最后,本文從促進(jìn)中蒙貿(mào)易發(fā)展的宏觀、微觀兩個(gè)角度提出相應(yīng)對(duì)策建議:加強(qiáng)兩國(guó)政治互信并改善政策協(xié)調(diào)機(jī)制、共同推進(jìn)兩國(guó)人文領(lǐng)域合作、建立勞動(dòng)力資源自由流動(dòng)制度、進(jìn)一步開放雙方貨幣管制政策;改善雙方貿(mào)易投資結(jié)構(gòu)、加強(qiáng)基礎(chǔ)設(shè)施建設(shè)、提高企業(yè)競(jìng)爭(zhēng)力和出口產(chǎn)品質(zhì)量。在此基礎(chǔ)上得出要大力發(fā)展中蒙雙邊貿(mào)易,雙方應(yīng)鞏固現(xiàn)有具有互補(bǔ)性商品的貿(mào)易,積極鼓勵(lì)雙方企業(yè)"走出去"與"引進(jìn)來",進(jìn)一步發(fā)揮內(nèi)蒙古自治區(qū)在中蒙經(jīng)貿(mào)合作中的紐帶作用的結(jié)論。在國(guó)際政治局勢(shì)復(fù)雜化的情況下,中蒙兩國(guó)應(yīng)利用好本身地緣優(yōu)勢(shì),提高相互信任度,在東北亞區(qū)域經(jīng)濟(jì)一體化不斷發(fā)展的洪流中,加強(qiáng)兩國(guó)政治互信、文化交流和經(jīng)濟(jì)合作,共同打造兩國(guó)利益共同體。
[Abstract]:Mongolia is an important neighbor to the north of our country. Since ancient times, the cultural and economic exchanges between the two countries have never stopped. In 21th century, with the deepening trend of globalization, the political and economic relations between China and Mongolia have developed more and more closely. The development of economic and trade relations between the two countries is also increasingly playing an important role in the security and economic prosperity of the neighboring countries. With the promotion of the "China-Mongolia-Russia Economic Corridor" strategy and the deepening of regional economic integration in Northeast Asia, The level of economic and trade cooperation between the two countries is constantly improving, and social relations are also developing. In the past ten years, the trade volume between China and Mongolia has been on an upward trend, and in 2016, the volume of trade between China and Mongolia exceeded US $eight billion two hundred and seventy-five million. In today's international environment, The prospects of trade development between the two countries are very broad. Firstly, this paper starts with the theory of geo-economy, the theory of comparative interests, the theory of factor endowment, the theory of compromise of international production. The reasons and advantages of international trade are expounded in terms of the theory of national competitive advantage. Secondly, according to Mongolia's economic development and foreign trade situation, The current situation of Sino-Mongolian trade is analyzed in terms of trade structure and scale. Based on the trade data of China and Mongolia in the past ten years, the index of trade integration, the index of trade complementarity and the index of explicit comparative advantage are used. The empirical analysis of the net trade ratio and other instruments quantifies the trade complementarity and competitiveness between China and Mongolia, and then analyzes the categories of commodities which are complementary to each other in the trade between China and Mongolia, and further draws the conclusion that the trade structure is asymmetrical in the course of the development of trade between China and Mongolia. Finally, from the macro and micro perspectives of promoting the development of Sino-Mongolian trade, this paper puts forward corresponding countermeasures and suggestions: strengthening political mutual trust and improving the policy coordination mechanism between the two countries, so as to jointly promote the cooperation in the field of humanities between the two countries. Establishing a system of free movement of labour resources, further opening up the monetary control policies of both sides, improving the structure of trade and investment between the two sides, and strengthening the construction of infrastructure, To improve the competitiveness of enterprises and the quality of export products. On this basis, it was concluded that bilateral trade between China and Mongolia should be vigorously developed, and that both sides should consolidate existing trade in complementary commodities, Actively encouraging enterprises from both sides to "go out" and "bring in" and further exert the Inner Mongolia Autonomous region's role as a link in economic and trade cooperation between China and Mongolia. When the international political situation is complicated, China and Mongolia should make good use of their geographical advantages. Enhance mutual trust, strengthen political mutual trust, cultural exchange and economic cooperation in the current of the continuous development of regional economic integration in Northeast Asia, and jointly build a community of interests between the two countries.
