【摘要】：煙草行業(yè)多年來一直為國家創(chuàng)造著巨額利稅,是國民經(jīng)濟(jì)發(fā)展的重要支柱產(chǎn)業(yè)之一,更是各級地方政府尤其是煙葉產(chǎn)區(qū)地方政府的重要財政來源。2002年,國家開始對煙草行業(yè)的工商企業(yè)實(shí)施分離管理,煙草商業(yè)企業(yè)主要承擔(dān)了煙草專賣行政管理、卷煙成品的物流與市場營銷、煙葉的種植技術(shù)指導(dǎo)、生產(chǎn)管理、收購、儲運(yùn)及銷售等工作。 發(fā)展現(xiàn)代煙草農(nóng)業(yè)是我國煙草行業(yè)發(fā)展的一項(xiàng)重大戰(zhàn)略,而涼山特色煙葉產(chǎn)業(yè)的建設(shè)是當(dāng)前涼山州煙草持續(xù)健康發(fā)展的首要任務(wù)。涼山特色煙葉產(chǎn)業(yè)就是要把農(nóng)耕文化傳承與生態(tài)文明建設(shè)的結(jié)合,是建立在區(qū)域經(jīng)濟(jì)、比較優(yōu)勢、多功能農(nóng)業(yè)、可持續(xù)發(fā)展等理論基礎(chǔ)之上的新型煙葉生產(chǎn)方式,使得涼山煙葉具有特有的地理環(huán)境特征、特有的自然氣候特征、特有的煙葉質(zhì)量特征和特有的原產(chǎn)地標(biāo)志特征。 涼山煙草以質(zhì)量特色為中心,通過構(gòu)建山地原生態(tài)特色煙葉生產(chǎn)組織管理體系、生產(chǎn)技術(shù)服務(wù)體系、基礎(chǔ)設(shè)施建設(shè)體系、標(biāo)準(zhǔn)化倉儲物流體系、人力資源管理與培訓(xùn)建設(shè)體系、“彝-煙”文化體系、生產(chǎn)質(zhì)量管控體系和生產(chǎn)專合服務(wù)體系這八大體系,以“生態(tài)、安全、特色、優(yōu)質(zhì)”為方向,開發(fā)“兩江(金沙江、雅礱江)—兩河(黑水河、安寧河)—兩山(螺髻山、錦屏山)”山地原生態(tài)優(yōu)質(zhì)特色煙葉區(qū)域,形成“三個百萬擔(dān)”生態(tài)煙葉發(fā)展極。打造“兩個一流”,將會東縣打造成全國優(yōu)質(zhì)特色煙葉生產(chǎn)一流大縣,冕寧縣打造成全國現(xiàn)代煙草農(nóng)業(yè)建設(shè)一流縣。 本文包括七部分。 第一部分是緒論。介紹了國內(nèi)煙葉產(chǎn)業(yè)開發(fā)的背景與意義,并提出了本文要討論的涼山煙葉產(chǎn)業(yè)開發(fā)規(guī)劃問題,以及開發(fā)規(guī)劃研究的基本思路、方法和理論基礎(chǔ)。所涉及的主要理論包括：產(chǎn)業(yè)布局、農(nóng)業(yè)產(chǎn)業(yè)化、產(chǎn)業(yè)化組織、規(guī)模經(jīng)營和競爭理論等。 第二部分是介紹了涼山煙葉產(chǎn)業(yè)發(fā)展的基本情況。主要描述了涼山州的自然條件及當(dāng)前的社會經(jīng)濟(jì)狀況,涼山州目前煙葉產(chǎn)業(yè)的生產(chǎn)規(guī)模、產(chǎn)品質(zhì)量情況和產(chǎn)業(yè)經(jīng)濟(jì)效益情況。同時,本段還介紹了涼山原生態(tài)特色煙葉的涵義和具體生產(chǎn)方式的概念。 第三部分介紹了涼山特色煙葉產(chǎn)業(yè)的發(fā)展機(jī)遇和條件。主要說明了當(dāng)前國家煙草行業(yè)對卷煙上水平的具體要求和涼山自身的獨(dú)有條件對涼山特色煙葉產(chǎn)業(yè)建設(shè)帶來的難得機(jī)遇。 第四部分對涼山特色煙葉產(chǎn)業(yè)開發(fā)規(guī)劃進(jìn)行了概述。涼山特色煙葉的開發(fā)規(guī)劃將分三個階段進(jìn)行,將按地理區(qū)位開發(fā)“兩江(金沙江、雅礱江)—兩河(黑水河、安寧河)—兩山(螺髻山、錦屏山)”山地原生態(tài)優(yōu)質(zhì)特色煙葉區(qū)域,并打造一流的特色煙葉生產(chǎn)縣。 第五部分介紹如何構(gòu)建涼山特色煙葉產(chǎn)業(yè)開發(fā)的相關(guān)保障體系。這些體系包括了生產(chǎn)組織、技術(shù)服務(wù)、基礎(chǔ)設(shè)施建設(shè)、物流倉儲、人力資源、文化建設(shè)、質(zhì)量管控和服務(wù)組織等八個方面。這八個體系的構(gòu)建,為涼山特色煙草產(chǎn)業(yè)的規(guī)劃做了良好的基礎(chǔ)保證。 第六部分介紹開發(fā)“兩江(金沙江、雅礱江)—兩河(黑水河、安寧河)—兩山(螺髻山、錦屏山)”山地原生態(tài)優(yōu)質(zhì)特色煙葉區(qū)域的具體措施和方法。通過分析這三個區(qū)域的不同的自然條件和社會經(jīng)濟(jì)狀況,提出在基地單元、配套基礎(chǔ)設(shè)施、技術(shù)創(chuàng)新和信息化管理體系方面的建設(shè)重點(diǎn)。 第七部分對全文進(jìn)行了總結(jié)。 本篇論文是帶有一定操作性的畢業(yè)論文,有積極的實(shí)際價值。涼山特色煙葉產(chǎn)業(yè)的開發(fā)規(guī)劃,是未來幾年涼山煙草的一項(xiàng)重要工作。本文通過對涼山煙葉產(chǎn)業(yè)建設(shè)各項(xiàng)條件的調(diào)查與分析,結(jié)合產(chǎn)業(yè)理論和競爭理論,提出了分區(qū)域、分階段開發(fā)的觀點(diǎn),對涼山特色煙葉產(chǎn)業(yè)的開發(fā)規(guī)劃工作具有一定的現(xiàn)實(shí)意義。
[Abstract]:The tobacco industry for the country over the years has been creating huge profits, the development of the national economy is one of the important pillar industry, is a local government at all levels especially important financial source of.2002 tobacco producing areas of local government, the country began to implement the separation of management of tobacco industry enterprises, tobacco commercial enterprises mainly responsible for the tobacco monopoly administration, logistics with the marketing of tobacco products, tobacco planting technical guidance, production management, acquisition, storage and sales work.
The development of modern tobacco agriculture is a major strategic development of China's tobacco industry, and the construction characteristics of Liangshan tobacco industry is the primary task of tobacco in Liangshan Prefecture, the sustained and healthy development. The characteristics of Liangshan tobacco industry is to combine the farming culture and the construction of ecological civilization is based on the regional economy, comparative advantage, multifunctional agriculture based on the theory of sustainable development, such as the new tobacco production, making Liangshan tobacco has a unique geographical features, climate unique, unique tobacco quality characteristic and the unique characteristic of origin.
Liangshan tobacco quality characteristics as the center, through the construction of the original mountain ecological characteristics of tobacco production organization and management system, production technology service system, infrastructure system, standardization of logistics system, human resource management and training system construction, "Yi - smoke" culture system, production quality control system and production expert system in this service eight system, with "ecological safety, quality, characteristics," the direction of development of the "two rivers (Jinsha River, Yalong River) - two rivers (Blackwater River, Anning River) - two mountains (Mount Luoji Mountain, Jinping mountain)" the original ecological quality characteristics of leaf area, the formation of the "three million Dan" ecological tobacco development to build a "top two", will be the east county to create national quality characteristics of tobacco production in first-class County, Mianning county to build into a national first-class modern tobacco agriculture county.
This article includes seven parts.
The first part is the introduction. This paper introduces the background and significance of domestic tobacco industry development, and put forward the development planning of Liangshan tobacco industry problems to be discussed in this article, the basic ideas and development planning research, methods and theoretical basis. Mainly related theories: industrial layout, agricultural industrialization, industrialization, scale and the theory of competition.
The second part is to introduce the basic situation of the development of tobacco industry in Liangshan. The main description of the state of Liangshan, the natural conditions and the current social and economic situation, the state of Liangshan tobacco industry production scale, product quality and economic benefit of industry. At the same time, this section also introduces the concept of Liangshan original ecological features of the meaning and the specific production of tobacco the way.
The third part introduces the development opportunities and conditions of the characteristic tobacco industry in Liangshan. It mainly illustrates the current national tobacco industry's specific requirements for the level of cigarettes and the unique conditions of Liangshan, which bring a rare opportunity to the construction of Liangshan characteristic tobacco industry.
The fourth part summarizes the characteristics of Liangshan tobacco industry development planning. The characteristics of Liangshan tobacco development plan will be divided into three stages, according to the geographical location of the development of "two rivers (Jinsha River, Yalong River) - two rivers (Blackwater River, Anning River) - two mountains (Mount Luoji Mountain, Jinping mountain)" the original ecological quality characteristics leaf area, and build a first-class county characteristics of tobacco production.
The fifth part introduces how to construct the development of tobacco industry of Liangshan characteristics of the relevant security system. These systems include the production organization, technical services, infrastructure construction, logistics, human resources, cultural construction, eight aspects of quality control and service organization. The construction of eight individual lines, made a good foundation for ensuring the characteristics of Liangshan the tobacco industry planning.
The sixth part introduces the development of the "two rivers (Jinsha River, Yalong River) - two rivers (Blackwater River, Anning River) - two mountains (Luoji Mountain, Jinping mountain)" specific measures and methods of mountain ecological quality characteristics of leaf area. Through the analysis of the three different regional natural conditions and social economic conditions, put forward at the base unit, supporting infrastructure, key construction technology innovation and information management system.

This paper is a practical thesis, have practical value of positive. The characteristics of Liangshan tobacco industry development planning, is an important work in the next few years Liangshan tobacco. Through the investigation and analysis of Liangshan tobacco industry construction conditions, combined with the competition theory and industry theory, put forward the region phased development point of view, has a certain practical significance and development planning for Liangshan characteristics of tobacco industry.
