湖南省郴州市蘇仙區(qū)礦區(qū)重金屬污染綜合治理措施研究

【摘要】:湘江流域位于湖南省的東部和南部,流域內(nèi)涉重金屬產(chǎn)業(yè)歷史悠久,長期以來,由于產(chǎn)業(yè)結(jié)構(gòu)不合理,發(fā)展模式粗放以及監(jiān)督管理不到位等原因,造成了嚴(yán)重的重金屬污染。郴州是湘江流域重金屬污染的主要源頭,是我國著名的有色金屬之鄉(xiāng),采選礦歷史悠久,大小有色金屬采選冶企業(yè)幾乎遍布郴州全境。 郴州蘇仙區(qū)西河流域礦產(chǎn)資源十分豐富,瑪瑙山礦區(qū)是西河流域重金屬污染主要的源頭,論文以蘇仙區(qū)瑪瑙山礦區(qū)為例研究礦區(qū)重金屬污染的治理措施,瑪瑙山礦區(qū)范圍內(nèi)由于長期亂采亂挖,導(dǎo)致大量植被被破壞,水土流失嚴(yán)重,大多數(shù)的尾砂堆場和廢石場建設(shè)不規(guī)范,下游西河被污染,河道淤塞,污染周邊環(huán)境。研究蘇仙區(qū)瑪瑙山礦區(qū)的重金屬污染綜合治理措施對蘇仙區(qū)西河流域乃至湘江流域的重金屬污染治理具有重要意義。 本研究根據(jù)現(xiàn)場查勘和收資的成果,首先研究蘇仙區(qū)瑪瑙山礦區(qū)的區(qū)域與項(xiàng)目區(qū)概況,其次了解郴州市環(huán)保局以及蘇仙區(qū)環(huán)保局等相關(guān)部門對礦區(qū)重金屬治理的現(xiàn)狀及要求,并通過對礦區(qū)地表水水質(zhì)、地下水質(zhì)、土壤和河道底泥進(jìn)行監(jiān)測,詳細(xì)掌握礦區(qū)現(xiàn)在存在的重金屬污染情況,從而分析因重金屬污染而導(dǎo)致的環(huán)境問題,進(jìn)而提出可行的治理措施。 通過研究對瑪瑙山礦區(qū)重金屬污染采取的主要治理措施有:整治瑪瑙山礦區(qū)內(nèi)17座無主尾砂堆場,共妥善處置尾砂204萬t;對6.55萬m3廢石;對礦區(qū)西河上游3.0km河道尾砂進(jìn)行填埋處置;完善礦區(qū)坡面排水系統(tǒng)和礦區(qū)集中排水溝;對礦區(qū)開采破壞區(qū)進(jìn)行生態(tài)修復(fù)。工程全部實(shí)施后,每年可減少Pb、Cd、As3種重金屬減排總量約50kg。 瑪瑙山礦區(qū)重金屬污染綜合治理項(xiàng)目的實(shí)施可以明顯改善瑪瑙山礦區(qū)及周邊的生態(tài)環(huán)境,保障人民群眾身體健康,體現(xiàn)了安全、資源、環(huán)境相統(tǒng)一的指導(dǎo)思想,具有十分顯著的環(huán)境效益和社會效益。主要的環(huán)境效益:減少重金屬污染,改善湘江流域水質(zhì);減少水土流失,保護(hù)和恢復(fù)礦區(qū)生態(tài)環(huán)境;保護(hù)和恢復(fù)礦區(qū)及周邊景觀環(huán)境;保護(hù)和恢復(fù)礦區(qū)及周邊景觀環(huán)境。社會效益:減輕滑坡、泥石流、地面塌陷等地質(zhì)災(zāi)害對農(nóng)田、村莊的破壞,有效地保護(hù)地方生產(chǎn)、生活設(shè)施,,對促進(jìn)社會安定團(tuán)結(jié)、建設(shè)和諧社會起到積極的作用,提升區(qū)域投資環(huán)境、促進(jìn)區(qū)域經(jīng)濟(jì)社會可持續(xù)發(fā)展,提高礦區(qū)及周邊居民的環(huán)境保護(hù)與參與意識、有利于礦區(qū)環(huán)境保護(hù)工作良性發(fā)展。
[Abstract]:The Xiangjiang River Basin is located in the east and south of Hunan Province. The basin has a long history of heavy metal industry. For a long time, due to unreasonable industrial structure, extensive development model and inadequate supervision and management, etc. Chenzhou is the main source of heavy metal pollution in the Xiangjiang River Basin and a famous township of non-ferrous metals in China. It has a long history of mining and dressing, and the large and small non-ferrous metal mining and metallurgical enterprises are almost all over the whole territory of Chenzhou. The Xihe Basin of Chenzhou Suxian District is rich in mineral resources, and the Manao Mountain mining area is the main source of heavy metal pollution in the Xihe River Basin. This paper takes the Agao Mountain Mining area of Suxian District as an example to study the treatment measures of heavy metal pollution in the mining area. In Manao Mountain mining area, because of long-term random mining and random excavation, a large number of vegetation has been destroyed, soil and water loss is serious, most of the tailings dump yard and waste rock yard construction is not standardized, the downstream Xihe River is polluted, and the river channel is silted up. To study the comprehensive treatment measures of heavy metal pollution in the mining area of Manao Mountain in Suxian District is of great significance to the treatment of heavy metal pollution in Xihe River Basin and even Xiangjiang River Basin in Suxian District. Based on the results of field survey and investment collection, this study first studies the general situation of the area and project area of agaoshan mining area in Suxian District, and then understands the current situation and requirements of heavy metal treatment in the mining area by Chenzhou Environmental Protection Bureau and Suxian District Environmental Protection Bureau, and other relevant departments, such as Chenzhou City Environmental Protection Bureau and Suxian District Environmental Protection Bureau, etc. Through monitoring the surface water quality, underground water quality, soil and river sediment in the mining area, the pollution of heavy metals in the mining area is grasped in detail, and the environmental problems caused by heavy metal pollution are analyzed. And then put forward feasible management measures. The main measures to control heavy metal pollution in Manao Mountain mining area are as follows: renovating 17 dump sites without main tailings in Manao Mountain mine area, properly disposing tailings for 2.04 million t, and treating 65,500 m ~ 3 waste rock; Landfill disposal of tailings of 3.0 km river course in the upper reaches of Xihe River, improvement of drainage system on slope and concentrated drainage ditch in mining area, ecological restoration of mining damage area in mining area. After the implementation of all the projects, the total reduction of heavy metal content of PbcdcdcdcAs3 can be reduced by about 50 kg per year. The implementation of the Manao Mountain mining area heavy metal pollution comprehensive control project can obviously improve the ecological environment of the Manao Mountain mining area and its surrounding areas, safeguard the health of the people, and embody the guiding ideology of the unity of safety, resources and environment. The main environmental benefits include reducing heavy metal pollution, improving water quality of Xiangjiang River basin, reducing soil and water loss, protecting and restoring ecological environment of mining area, protecting and restoring landscape environment in mining area and surrounding area. Protection and restoration of the mining area and its surrounding landscape environment. Social benefits: mitigation of damage to farmland and villages caused by geological disasters such as landslides, debris flows and ground collapses, effective protection of local production and living facilities, and promotion of social stability and unity, The construction of a harmonious society plays a positive role in promoting the regional investment environment, promoting the sustainable development of regional economy and society, and enhancing the environmental protection and participation consciousness of the mining area and its surrounding residents, which is conducive to the benign development of the environmental protection work in the mining area.
