【摘要】：國際航運(yùn)中心,是指集出色的港口硬件環(huán)境、完備的物流體系、便捷的交通網(wǎng)絡(luò)和良好的腹地海運(yùn)延伸等硬實(shí)力和先進(jìn)的航運(yùn)服務(wù)、發(fā)達(dá)的航運(yùn)金融、創(chuàng)新的航運(yùn)信息技術(shù)等軟實(shí)力于一體的有國際影響力和一定市場占有率的海港城市。伴隨著不斷加強(qiáng)的世界經(jīng)濟(jì)一體化程度,國際貿(mào)易多樣化發(fā)展趨勢快速形成,國際航運(yùn)中心的功能定位愈加寬泛,不僅充分帶動了周圍區(qū)域經(jīng)濟(jì)的協(xié)同發(fā)展,而且使相關(guān)產(chǎn)業(yè)布局更加合理規(guī)范,資源配置更加優(yōu)化高效。在經(jīng)濟(jì)“新常態(tài)”下,建設(shè)天津北方國際航運(yùn)中心是貫徹落實(shí)京津冀協(xié)同發(fā)展、“一帶一路”建設(shè)、中國(天津)自由貿(mào)易試驗(yàn)區(qū)、加快濱海新區(qū)開發(fā)開放、建設(shè)國家自主創(chuàng)新示范區(qū)等多重政策的關(guān)鍵一步。首先,本文在概括梳理國際航運(yùn)中心的基本概念、特點(diǎn)、變遷與發(fā)展脈絡(luò)的基礎(chǔ)上,總結(jié)出國際航運(yùn)中心的發(fā)展趨勢。其次,詳細(xì)介紹了天津建設(shè)北方國際航運(yùn)中心過程中在硬環(huán)境和軟環(huán)境兩個方面的發(fā)展?fàn)顩r。然后,通過梳理倫敦、新加坡、鹿特丹等世界公認(rèn)國際航運(yùn)中心發(fā)展歷史并在硬環(huán)境和軟環(huán)境兩個方面進(jìn)行對比分析,對天津北方國際航運(yùn)中心的區(qū)位條件、合理定位、優(yōu)勢和劣勢等深入研究。同時對天津國際經(jīng)濟(jì)、航運(yùn)、貿(mào)易與金融發(fā)展的聯(lián)動優(yōu)勢進(jìn)行實(shí)證分析,并對中國(天津)自由貿(mào)易試驗(yàn)區(qū)和北方國際航運(yùn)中心的相互促進(jìn)機(jī)制進(jìn)行研究。最后,從航運(yùn)基礎(chǔ)設(shè)施、航運(yùn)服務(wù)功能、航運(yùn)產(chǎn)業(yè)集聚、航運(yùn)信息化等多方面提出現(xiàn)階段天津建設(shè)北方國際航運(yùn)中心的對策。
[Abstract]:The international shipping center refers to the excellent port hardware environment, complete logistics system, convenient transportation network, good hinterland shipping extension and advanced shipping service, developed shipping finance, etc. A seaport city with international influence and a certain market share as a whole with soft power such as innovative shipping information technology. With the increasing degree of integration of the world economy, the trend of diversified development of international trade has taken shape rapidly. The function orientation of the international shipping center is more and more extensive, which not only promotes the coordinated development of the surrounding regional economy, but also makes the distribution of related industries more reasonable and standardized, and the allocation of resources more optimized and efficient. The construction of Tianjin Northern International Shipping Center is to carry out the coordinated development between Beijing, Tianjin and Hebei, to build "Belt and Road" and to speed up the development and opening of new coastal areas in China (Tianjin). First, on the basis of summarizing the basic concept, characteristics, changes and development of international shipping center, this paper summarizes the development trend of international shipping center. This paper introduces in detail the development of Tianjin in both hard and soft environment during the construction of the Northern International Shipping Center. Then, by combing London and Singapore, Rotterdam and other world recognized international shipping centers have a history of development and a comparative analysis of the hard environment and soft environment, the location conditions of Tianjin northern international shipping center, reasonable positioning, At the same time, it makes an empirical analysis of the linkage advantages of Tianjin's international economy, shipping, trade and financial development. Finally, from the aspects of shipping infrastructure, shipping service function, shipping industry agglomeration, the paper studies the mutual promotion mechanism between China (Tianjin) free trade experimental area and northern international shipping center. This paper puts forward the countermeasures of Tianjin's construction of northern international shipping center at present.
