【摘要】：隨著經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化的不斷發(fā)展,海關(guān)作為聯(lián)系國內(nèi)國外的重要機構(gòu),作為區(qū)域間聯(lián)系的關(guān)鍵紐帶,面臨著國內(nèi)和國外的雙重挑戰(zhàn)。我國從1998年開始制定了建設(shè)現(xiàn)代海關(guān)制度兩步走發(fā)展戰(zhàn)略,第一步,初步構(gòu)建整個現(xiàn)代海關(guān)制度的基本框架,第二步,進(jìn)一步建成較完善的現(xiàn)代海關(guān)制度,截止到2010年基本上實現(xiàn)了上述發(fā)展目標(biāo)。與此同時,我國海關(guān)在區(qū)域通關(guān)改革的進(jìn)程中,以長三角地區(qū)、珠三角地區(qū)、環(huán)渤海地區(qū)等地區(qū)海關(guān)為試點,結(jié)合地區(qū)特色,出現(xiàn)了許多新型的區(qū)域通關(guān)模式,比如“屬地申報,口岸驗放”模式、“屬地申報,屬地驗放”模式、“公路無紙化通關(guān)”、“跨境快速通關(guān)”模式等等,以“守法便利”為原則,大大提高了通關(guān)效率,為企業(yè)提供了更多便利。然而,區(qū)域通關(guān)整個過程中涉及到海關(guān)、地方政府、口岸聯(lián)檢部門、地方其他行政部門、進(jìn)出口企業(yè)、第三方物流企業(yè)等多個主體,此外行業(yè)協(xié)會、大學(xué)和科研機構(gòu)也發(fā)揮一定的作用,協(xié)調(diào)好海關(guān)與其他主體的關(guān)系是順利實現(xiàn)區(qū)域通關(guān)的關(guān)鍵。本研究以重塑海關(guān)與其他相關(guān)主體的關(guān)系為出發(fā)點,探討構(gòu)建區(qū)域通關(guān)協(xié)同機制,通過構(gòu)建區(qū)域通關(guān)協(xié)同機制,實現(xiàn)區(qū)域通關(guān)更加便捷,協(xié)同更加順暢,同時為國家下一步的區(qū)域通關(guān)改革提供一定的理論依據(jù)。
[Abstract]:With the continuous development of economic globalization and regional economic integration, customs, as an important institution linking domestic and foreign countries, serves as a key link between regions. Since 1998, China has formulated a two-step development strategy for the construction of a modern customs system. The first step is to initially construct the basic framework of the whole modern customs system, and the second step is to establish the basic framework of the whole modern customs system. By 2010, the above development goals had basically been achieved. At the same time, in the course of the reform of regional customs clearance, the Yangtze River Delta region, the Pearl River Delta region, As a pilot project in the Bohai Rim and other regions, and in the light of regional characteristics, many new regional customs clearance models have emerged, such as "territorial declaration, port inspection and release", and "territorial declaration." The "territorial inspection and release" mode, the "highway paperless customs clearance", the "cross-border rapid customs clearance" model, etc., based on the principle of "law-abiding convenience", have greatly improved the efficiency of customs clearance and provided more convenience for enterprises. The whole process of regional customs clearance involves customs, local governments, port joint inspection departments, other local administrative departments, import and export enterprises, third party logistics enterprises, and other main bodies, in addition to trade associations, Universities and scientific research institutions also play a certain role in coordinating the relationship between customs and other subjects is the key to the smooth implementation of regional customs clearance. This paper discusses the construction of regional customs cooperation mechanism, through the construction of regional customs cooperation mechanism, to achieve more convenient and smooth regional customs clearance, and at the same time to provide a certain theoretical basis for the next national regional customs reform.
