阜康市土地財(cái)政的成因及治理研究

【摘要】:二十一世紀(jì)以來(lái),土地財(cái)政逐漸受到普遍關(guān)注,并成為熱點(diǎn)話(huà)題。隨著土地出讓收益規(guī)模的不斷膨脹,地方政府越發(fā)依賴(lài)土地財(cái)政,由此引發(fā)諸多弊端。隨著城市化進(jìn)程的加快,城市擴(kuò)張對(duì)建設(shè)資金的需求進(jìn)一步加大,“土地財(cái)政”成為地方政府解決資金需求矛盾的主要手段。但如果不能改變現(xiàn)有地方政府過(guò)度依賴(lài)土地財(cái)政的局面,勢(shì)必會(huì)推動(dòng)新一輪的“圈地”熱潮,加劇城市的無(wú)序擴(kuò)張,嚴(yán)重制約我國(guó)城市經(jīng)濟(jì)的可持續(xù)發(fā)展。因此,如何減少地方政府對(duì)土地財(cái)政的依賴(lài)性,并且保障地方政府擁有充足的財(cái)政收入用于城市化建設(shè),是現(xiàn)階段我國(guó)面臨的嚴(yán)峻問(wèn)題。土地財(cái)政問(wèn)題由來(lái)已久,土地財(cái)政是當(dāng)前經(jīng)濟(jì)與政治環(huán)境背景下不可避免的產(chǎn)物。盡管土地財(cái)政在一定程度上緩解了地方政府的財(cái)政困境,卻也同時(shí)引發(fā)了一些社會(huì)負(fù)面效應(yīng),而且這種負(fù)面效應(yīng)正越來(lái)越深刻地影響著社會(huì)與經(jīng)濟(jì)生活的方方面面。本研究以阜康市為研究區(qū)域,在借鑒國(guó)內(nèi)外研究成果的基礎(chǔ)上,以土地產(chǎn)權(quán)理論、委托代理理論等理論為支撐,對(duì)阜康市土地出讓結(jié)構(gòu)、土地財(cái)政現(xiàn)狀及結(jié)構(gòu)進(jìn)行系統(tǒng)分析,發(fā)現(xiàn)阜康市土地財(cái)政程度較高,平均達(dá)到50%以上。同時(shí),針對(duì)當(dāng)前阜康市土地財(cái)政的現(xiàn)狀,從稅收、土地管理制度、區(qū)域產(chǎn)業(yè)發(fā)展等方面分析其成因,最后從制度改革與完善、區(qū)域經(jīng)濟(jì)發(fā)展等方面提出相關(guān)治理措施。
[Abstract]:Since 21th century, land finance has been paid more and more attention to, and become a hot topic. With the continuous expansion of revenue from land transfer, local governments rely more and more on land finance. As the process of urbanization accelerates, The demand for construction funds for urban expansion is further increased, and "land finance" has become the main means for local governments to solve the contradiction of capital demand. But if the existing local governments cannot change the situation of over-reliance on land finance by existing local governments, It is bound to promote a new round of "land enclosure" upsurge, aggravate the urban sprawl, and seriously restrict the sustainable development of our country's urban economy. Therefore, how to reduce the dependence of local governments on land finance, And to ensure that local governments have sufficient financial revenue for the construction of urbanization is a serious problem facing our country at this stage. The land finance problem has a long history. Land finance is an inevitable product under the background of current economic and political environment. Although land finance alleviates the financial difficulties of local governments to some extent, it also leads to some negative social effects. Moreover, this negative effect is more and more deeply affecting all aspects of social and economic life. This study takes Fukang City as the research area, based on the research results at home and abroad, and based on the theory of land property rights. Based on the principal-agent theory and other theories, this paper makes a systematic analysis of the structure of land transfer, the present situation and structure of land finance in Fukang City. It is found that the financial level of land in Fukang City is higher, with an average of more than 50%. In view of the present situation of land finance in Fukang City, this paper analyzes the causes of its formation from the aspects of taxation, land management system, regional industrial development, etc. Finally, it puts forward relevant measures of governance from the aspects of system reform and perfection, regional economic development and so on.
