教育錯(cuò)配對(duì)中國(guó)投資企業(yè)老撾員工收入的影響研究

【摘要】:隨著經(jīng)濟(jì)全球化與區(qū)域經(jīng)濟(jì)一體化程度的加深,國(guó)際直接投資(FDI)在各國(guó)經(jīng)濟(jì)交往中的地位和作用日益凸顯。老撾作為我國(guó)面向東南亞國(guó)家的重要友邦,其豐富的資源以及穩(wěn)定的政治社會(huì)環(huán)境吸引著越來(lái)越多的中國(guó)企業(yè)來(lái)此投資。與此同時(shí),中國(guó)企業(yè)對(duì)老撾直接投資也帶動(dòng)了老撾當(dāng)?shù)貏趧?dòng)力的就業(yè),對(duì)解決當(dāng)?shù)貏趧?dòng)力就業(yè)以及提高員工收入起到了至關(guān)重要的作用。但當(dāng)中國(guó)企業(yè)真正落戶到老撾后才發(fā)現(xiàn),“招工難”,“缺乏知識(shí)型、技術(shù)型人才”是企業(yè)面臨的頭等難題,使得中國(guó)企業(yè)在老撾投資面臨著當(dāng)?shù)貑T工就業(yè)不匹配的問(wèn)題,而其中教育錯(cuò)配正是造成這種就業(yè)不匹配的主要原因之一,這也正是中國(guó)投資企業(yè)“用工難”、“招工難”的癥結(jié)所在。員工勞動(dòng)生產(chǎn)率的提高是提升海外投資企業(yè)經(jīng)濟(jì)效益的主要措施,而員工的收入水平和對(duì)工作的滿意程度往往決定了勞動(dòng)者生產(chǎn)效率的高低,因此本文通過(guò)研究教育錯(cuò)配對(duì)中國(guó)投資企業(yè)老撾員工的影響來(lái)進(jìn)一步反映中國(guó)投資企業(yè)的生產(chǎn)效率,為中國(guó)企業(yè)在海外投資提供參考。本文從勞動(dòng)力供求兩方面視角出發(fā),首先了解了老撾當(dāng)?shù)氐慕逃F(xiàn)狀以及中國(guó)投資企業(yè)老撾員工存在的問(wèn)題,其次通過(guò)老撾實(shí)地調(diào)研對(duì)中資企業(yè)老撾員工進(jìn)行問(wèn)卷訪談?wù){(diào)研,進(jìn)一步研究老撾員工教育錯(cuò)配的發(fā)生率及成因。最后采用Verdugo模型和Duncan and Hoffman模型來(lái)分析研究教育錯(cuò)配對(duì)中資企業(yè)老撾員工的收入效應(yīng)的影響。基于上述研究與分析,本文發(fā)現(xiàn)中資企業(yè)老撾員工存在的教育錯(cuò)配問(wèn)題會(huì)造成工資的損失,同時(shí)測(cè)算的老撾教育平均收益率為3.4%,遠(yuǎn)低于發(fā)展中國(guó)家水平。對(duì)于經(jīng)理管理層的員工、在私營(yíng)企業(yè)工作的員工以及所在企業(yè)有在職培訓(xùn)的員工往往具有相對(duì)較高的工資收入,而隸屬第一產(chǎn)業(yè)的員工工資要遠(yuǎn)低于隸屬第二、第三產(chǎn)業(yè)的工人工資。最后,本文針對(duì)調(diào)研與實(shí)證結(jié)果,提出了相應(yīng)的對(duì)策建議。
[Abstract]:With the deepening of economic globalization and regional economic integration, the status and role of international direct investment (FDI) in the economic exchanges of various countries are becoming increasingly prominent. Laos is an important friend of China facing Southeast Asian countries. Its rich resources and stable political and social environment have attracted more and more Chinese enterprises to invest here. At the same time, Chinese enterprises' direct investment in Laos has also led to the employment of the local labor force in Laos. It has played a vital role in solving local labor employment and raising employee income. However, when Chinese enterprises really settled in Laos, they found that "recruitment difficulties" and "lack of knowledge and skilled personnel" were the top problems faced by enterprises. As a result, Chinese enterprises are facing the problem of employment mismatch among local employees in Laos. Among them, the mismatch of education is one of the main reasons for this mismatch. This is precisely the crux of the problem of "hard to employ" and "difficult to recruit" in Chinese investment enterprises. The increase in the labor productivity of employees is the main measure to enhance the economic efficiency of overseas investment enterprises. The employee's income level and the degree of satisfaction with the work often determine the productivity of the laborer. Therefore, this paper further reflects the production efficiency of the Chinese investment enterprise by studying the influence of the wrong education on the Lao employees of the Chinese investment enterprise. This paper, from the perspective of labor supply and demand, first understands the present situation of local education in Laos and the problems of Lao employees in Chinese investment enterprises. Secondly, through the field investigation in Laos, the Lao employees of Chinese enterprises were interviewed and investigated by questionnaire. Finally, Verdugo model and Duncan and Hoffman model are used to analyze the effect of educational error on the income effect of Lao employees in Chinese enterprises. This paper finds that the problem of educational mismatch among Lao employees in Chinese enterprises will result in the loss of wages. Meanwhile, the average educational yield of Laos calculated is 3.4, which is far lower than the level in developing countries. Employees who work in the private sector and those who have on-the-job training in their enterprises tend to have relatively high wages, while those in the primary sector earn far less than those in the secondary, tertiary industries. Finally, Based on the research and empirical results, this paper puts forward the corresponding countermeasures and suggestions.
