【摘要】：長(zhǎng)期以來,我國資源型產(chǎn)業(yè)采用粗放型的生產(chǎn)方式,不僅加快了自然資源的消耗速度,而且破壞了當(dāng)?shù)厣鷳B(tài)環(huán)境并使之不斷惡化,嚴(yán)重制約了資源密集型區(qū)域發(fā)展的可持續(xù)性,引起了學(xué)術(shù)界的廣泛關(guān)注。因此本文針對(duì)我國資源密集型區(qū)域產(chǎn)業(yè)可持續(xù)發(fā)展問題展開具體研究,通過建立利益相關(guān)者的博弈模型分析框架,揭示了我國資源型產(chǎn)業(yè)發(fā)展暴露出的具體問題,并結(jié)合資源型產(chǎn)業(yè)的內(nèi)在特征,構(gòu)建資源型產(chǎn)業(yè)可持續(xù)發(fā)展機(jī)制,引導(dǎo)資源型區(qū)域持續(xù)發(fā)展。 論文首先在閱讀大量國內(nèi)外優(yōu)秀文獻(xiàn)的基礎(chǔ)之上,構(gòu)建了資源型企業(yè)與地方政府、當(dāng)?shù)鼐用駜烧咧g在完全信息條件下的博弈模型,詳細(xì)分析了博弈過程中各利益相關(guān)主體擁有的戰(zhàn)略選擇以及相應(yīng)的行為收益,并推導(dǎo)出模型中實(shí)現(xiàn)納什均衡需要具備的條件。通過分析利益相關(guān)者之間的博弈行為,揭示出我國資源型企業(yè)實(shí)施循環(huán)生產(chǎn)所面臨的阻礙因素,為構(gòu)建可持續(xù)發(fā)展機(jī)制提供堅(jiān)實(shí)理論基礎(chǔ)。其次,對(duì)德國、美國、日本等發(fā)達(dá)國家資源型區(qū)域經(jīng)歷的經(jīng)濟(jì)轉(zhuǎn)型過程進(jìn)行綜合性的比較分析,從主導(dǎo)產(chǎn)業(yè)選擇、產(chǎn)業(yè)機(jī)構(gòu)調(diào)整以及地方政府行為等方面總結(jié)可以借鑒的成功經(jīng)驗(yàn),作為我國資源密集型區(qū)域?qū)崿F(xiàn)持續(xù)發(fā)展的重要現(xiàn)實(shí)參考。同時(shí),本文對(duì)資源型產(chǎn)業(yè)的內(nèi)涵進(jìn)行明確界定,并指出我國資源型產(chǎn)業(yè)體現(xiàn)出的三大屬性,即對(duì)自然資源的高度依賴性、對(duì)區(qū)域經(jīng)濟(jì)的強(qiáng)勢(shì)主導(dǎo)性以及對(duì)生態(tài)環(huán)境的內(nèi)在破壞性。在此基礎(chǔ)上,試圖從企業(yè)內(nèi)部條件和產(chǎn)業(yè)外部環(huán)境兩個(gè)層面構(gòu)建資源型產(chǎn)業(yè)可持續(xù)發(fā)展機(jī)制,引導(dǎo)區(qū)域?qū)崿F(xiàn)可持續(xù)發(fā)展。最后,以榆林市煤炭產(chǎn)業(yè)為例進(jìn)行實(shí)證檢驗(yàn),采用VAR方法定量分析了煤炭產(chǎn)業(yè)發(fā)展與榆林經(jīng)濟(jì)增長(zhǎng)之間的相互關(guān)系。 研究結(jié)論得出,資源型區(qū)域產(chǎn)業(yè)要從企業(yè)內(nèi)部條件和產(chǎn)業(yè)外部環(huán)境兩方面共同構(gòu)建可持續(xù)發(fā)展機(jī)制。第一,構(gòu)建循環(huán)生產(chǎn)機(jī)制引導(dǎo)企業(yè)、產(chǎn)業(yè)、區(qū)域盡快實(shí)現(xiàn)循環(huán)生產(chǎn)模式,實(shí)現(xiàn)環(huán)境友好型的發(fā)展；第二,構(gòu)建利益共享機(jī)制平衡各相關(guān)主體之間的利益所得,推動(dòng)區(qū)域經(jīng)濟(jì)均衡發(fā)展；第三,構(gòu)建生態(tài)補(bǔ)償機(jī)制協(xié)調(diào)各方經(jīng)濟(jì)主體行為,努力改善區(qū)域生態(tài)環(huán)境。
[Abstract]:For a long time , China ' s resource - intensive industry adopts the extensive mode of production , not only speeds up the consumption speed of natural resources , but also destroys the local ecological environment and keeps it continuously deteriorating , which severely restricts the sustainability of the development of resource - intensive regional industry , and causes extensive attention of the academic community . Therefore , this paper focuses on the specific problems exposed in the development of resource - intensive regional industry in China , and discusses the inherent characteristics of resource - based industries , and constructs the sustainable development mechanism of resource - based industry and guides the sustainable development of resource - based industries . On the basis of reading a large number of outstanding literatures , the paper constructs a game model between resource - based enterprises and local governments and local residents under the condition of complete information , analyzes the strategic choices and the corresponding behaviors of the resource - based industries in the process of game , and points out the three attributes of the resource - based industry in China . The research conclusion is that the resource - based regional industry should build sustainable development mechanism from both internal and external environment . First , build cycle production mechanism to guide enterprises , industries and regions to realize environment - friendly development as soon as possible ; secondly , build the benefit - sharing mechanism to balance the interests between the relevant subjects and promote the balanced development of regional economy ; and thirdly , set up the ecological compensation mechanism to coordinate the economic main behaviors of the parties , and strive to improve the regional ecological environment .
