【摘要】：國(guó)民經(jīng)濟(jì)其中一個(gè)非常重要的模塊是縣域經(jīng)濟(jì),在多年的發(fā)展之后,縣域經(jīng)濟(jì)已逐漸成為推動(dòng)整個(gè)社會(huì)發(fā)展的有生力量,研究縣域經(jīng)濟(jì)對(duì)我國(guó)國(guó)民經(jīng)濟(jì)發(fā)展、小康社會(huì)建設(shè)和社會(huì)主義新農(nóng)村建設(shè)都有重要意義。本研究以河北省深澤縣這一縣城區(qū)域?yàn)檠芯繉?duì)象。河北省深澤縣位于石家莊市東北部,地處五市四縣交界處,歷史悠久,革命老區(qū),傳統(tǒng)農(nóng)業(yè)發(fā)達(dá),工業(yè)經(jīng)濟(jì)初具規(guī)模,第三產(chǎn)業(yè)日臻完善,享有“中國(guó)氣門(mén)之鄉(xiāng)”、“布藝之鄉(xiāng)”、“冀中吐魯番”的美譽(yù)。本研究總結(jié)了深澤縣經(jīng)濟(jì)發(fā)展的現(xiàn)狀與問(wèn)題——深澤縣土地、人力資源豐富,但經(jīng)濟(jì)發(fā)展沒(méi)有充分發(fā)揮和利用好這些優(yōu)勢(shì),特別是農(nóng)業(yè)沒(méi)有形成產(chǎn)業(yè)化,工業(yè)和第三產(chǎn)業(yè)的發(fā)展也相對(duì)比較薄弱。本文具體分析了深澤縣產(chǎn)業(yè)發(fā)展的影響因素,分析了一二三產(chǎn)業(yè)發(fā)展的制約因素和面臨的機(jī)遇,最后根據(jù)深澤縣經(jīng)濟(jì)發(fā)展優(yōu)劣勢(shì)分析結(jié)果提出了經(jīng)濟(jì)發(fā)展的思路與對(duì)策——解放思想,開(kāi)拓創(chuàng)新;優(yōu)化縣域經(jīng)濟(jì)結(jié)構(gòu),促進(jìn)區(qū)域經(jīng)濟(jì)一體化;加快城鎮(zhèn)化建設(shè),完善城市功能,突出縣城對(duì)周邊的經(jīng)濟(jì)輻射和拉動(dòng)效益;上項(xiàng)目引資金,加強(qiáng)園區(qū)建設(shè),形成洼地效應(yīng);重點(diǎn)培育和扶持市場(chǎng)前景好、技術(shù)起點(diǎn)高、帶動(dòng)能力強(qiáng)的龍頭企業(yè)和行業(yè),推進(jìn)縣域經(jīng)濟(jì)由農(nóng)業(yè)主導(dǎo)型向工業(yè)集約型轉(zhuǎn)變;繼續(xù)深化改革,激發(fā)縣域經(jīng)濟(jì)發(fā)展的內(nèi)在動(dòng)力和活力。本研究通過(guò)對(duì)深澤縣的實(shí)地調(diào)查走訪,查閱大量文獻(xiàn)和參考資料完成,為縣域經(jīng)濟(jì)的發(fā)展提供了一定的理論參考,同時(shí)也為縣域經(jīng)濟(jì)發(fā)展理論研究提供了第一手資料,對(duì)于其他縣域,尤其是北方平原縣的發(fā)展具有一定的參考價(jià)值。
[Abstract]:One of the most important modules of the national economy is the county economy. After years of development, the county economy has gradually become a living force to promote the development of the whole society. Both the construction of a well-off society and the construction of a new socialist countryside are of great significance. This study takes the county area of Shenze County, Hebei Province, as the research object. Shenze County in Hebei Province is located in the northeast of Shijiazhuang City, located at the junction of five cities and four counties, and has a long history. In the old revolutionary areas, the traditional agriculture is developed, the industrial economy is beginning to take shape, and the tertiary industry is improving day by day. Enjoy the reputation of "the hometown of Chinese valve", "the hometown of cloth art" and "Turpan of Jizhong". This study summarizes the present situation and problems of economic development in Shenze County-Shenze County is rich in land and human resources. However, the economic development has not made full use of these advantages, especially agriculture has not formed industrialization, and the development of industry and tertiary industry is relatively weak. Based on the analysis of the advantages and disadvantages of economic development in Shenze County, the author puts forward the ideas and countermeasures of economic development, which are emancipating the mind, opening up and innovating, optimizing the economic structure of the county. Promoting regional economic integration; speeding up the construction of urbanization, perfecting the urban function, highlighting the county seat's economic radiation and pulling benefits to the surrounding areas; attracting funds from the project, strengthening the construction of the park, forming a depression effect; and focusing on cultivating and supporting the market with good prospects, With a high starting point of technology, leading enterprises and industries with strong capabilities to promote the transformation of the county-level economy from an agriculture-led to an industrial-intensive one, and to continue to deepen reform, This study provides a certain theoretical reference for the development of county economy through field investigation and visit to Shenze County, consulting a large number of documents and reference materials, and providing a certain theoretical reference for the development of county economy. At the same time, it also provides firsthand information for the theoretical research of county economic development, and has certain reference value for the development of other counties, especially the northern Pingyuan county.
