【摘要】：在經(jīng)濟(jì)轉(zhuǎn)型發(fā)展的關(guān)鍵時(shí)期,區(qū)域經(jīng)濟(jì)發(fā)展問題再次成為熱點(diǎn)。傳統(tǒng)的區(qū)域經(jīng)濟(jì)研究主要從區(qū)位、資源條件等層面出發(fā),注重地區(qū)資源稟賦的開發(fā)和拓展,研究形式上沒有突破區(qū)域本身的二維體系。本文在原有區(qū)域經(jīng)濟(jì)研究基礎(chǔ)上,創(chuàng)新性地引入新馬克思主義的空間生產(chǎn)理論,將城市空間生產(chǎn)拓展到區(qū)域空間生產(chǎn),為研究區(qū)域經(jīng)濟(jì)發(fā)展和治理提供了嶄新的理論研究框架�？臻g生產(chǎn)與區(qū)域經(jīng)濟(jì)發(fā)展存在著緊密聯(lián)系�？臻g生產(chǎn)按照時(shí)間的推進(jìn)可分為空間中的生產(chǎn)和空間本身的生產(chǎn)�？臻g中的生產(chǎn)即空間中的物質(zhì)生產(chǎn),它是區(qū)域經(jīng)濟(jì)發(fā)展的前提,越是經(jīng)濟(jì)發(fā)展的前期階段,越是依賴這種空間中物質(zhì)資料的生產(chǎn)作為基礎(chǔ)保障;空間本身的生產(chǎn)即生產(chǎn)空間本身,是空間范圍的再創(chuàng)造和再擴(kuò)大,這種擴(kuò)大既包括物質(zhì)空間的擴(kuò)張,也包含社會(huì)關(guān)系的拓展,是物質(zhì)性和社會(huì)性的結(jié)合。資本和政府是影響空間生產(chǎn)的兩大關(guān)鍵要素,一方面,資本是區(qū)域空間生產(chǎn)的決定性力量。區(qū)域空間的形成是資本進(jìn)入和作用的結(jié)果,區(qū)域空間生產(chǎn)過程在資本循環(huán)中不斷展開。另一方面,政府是區(qū)域空間生產(chǎn)的重要力量。隨著資本在區(qū)域空間的聚集,過剩的資本將面臨利潤率下降的趨勢,要求政府的介入來建立和完善區(qū)域公共服務(wù)體系,從而來進(jìn)一步擴(kuò)大資本生產(chǎn)的空間。區(qū)域空間生產(chǎn)的擴(kuò)大加速了資本要素的流動(dòng),進(jìn)一步要求政府的調(diào)控和引導(dǎo)。在資本和政府的這種雙向作用下,區(qū)域空間生產(chǎn)全面展開,區(qū)域經(jīng)濟(jì)得到協(xié)調(diào)發(fā)展。除此之外,本文引入資本和政府的聯(lián)合要素,這種聯(lián)合因素反映的是要素之間的協(xié)調(diào)和配合,是空間生產(chǎn)不可缺失的紐帶,它在區(qū)域空間生產(chǎn)的發(fā)展上同樣具有雙向作用。本文以江蘇為例,建立空間計(jì)量模型對資本、政府以及資本與政府的聯(lián)合因素進(jìn)行實(shí)證探討,結(jié)果表明:資本、政府對江蘇區(qū)域經(jīng)濟(jì)的發(fā)展存在強(qiáng)烈的正相關(guān)關(guān)系,在一定程度上推動(dòng)了江蘇區(qū)域經(jīng)濟(jì)的迅速發(fā)展;資本與政府的聯(lián)合因素與江蘇區(qū)域經(jīng)濟(jì)增長呈現(xiàn)微弱的負(fù)相關(guān)關(guān)系,表明江蘇省在資本與政府關(guān)系的協(xié)調(diào)處理上仍有不足,出現(xiàn)逆向阻礙經(jīng)濟(jì)增長的趨勢。在此基礎(chǔ)上,提出江蘇區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的建議。合理分配資本投入方向;完善資本分配模式;完善區(qū)域公共服務(wù)體系;優(yōu)化區(qū)域要素流動(dòng)的政策環(huán)境;促進(jìn)市場機(jī)制與政府調(diào)控的有機(jī)統(tǒng)一;進(jìn)一步推進(jìn)區(qū)域經(jīng)濟(jì)一體化。
[Abstract]:In the critical period of economic transformation and development, the problem of regional economic development has once again become a hot spot. The traditional regional economic research focuses on the development and expansion of regional resource endowment from the aspects of location and resource conditions. On the basis of the original regional economic research, this paper innovatively introduces the new Marxist theory of space production, and extends the urban space production to regional space production. It provides a new theoretical framework for the study of regional economic development and governance. There is a close relationship between space production and regional economic development. Space production can be divided into space production and space itself according to the advance of time. Production. Production in space is the production of matter in space, It is the premise of regional economic development. The earlier stage of economic development, the more dependent on the production of material materials in this space as the basic guarantee; the production of space itself, namely the production space itself, is the re-creation and re-expansion of the space scope. This expansion includes not only the expansion of material space, but also the expansion of social relations. It is a combination of materiality and sociality. Capital and government are the two key factors that affect the production of space. On the one hand, Capital is the decisive force of regional space production. The formation of regional space is the result of capital entry and function. Government is an important force in regional space production. With the accumulation of capital in regional space, surplus capital will face the trend of declining profit margin, which requires the government to intervene to establish and perfect the regional public service system. Thus further expanding the space for capital production. The expansion of regional space production accelerates the flow of capital elements and further requires government regulation and guidance. Under this two-way role of capital and government, regional space production is fully developed. In addition, this paper introduces the joint elements of capital and government, which reflects the coordination and cooperation among the elements, and is an indispensable link in space production. This paper takes Jiangsu as an example to establish a spatial measurement model to empirically discuss the capital, government and the combined factors of capital and government. The government has a strong positive correlation with the development of Jiangsu regional economy, which to some extent promotes the rapid development of Jiangsu regional economy, and the combination of capital and government has a weak negative correlation with the growth of Jiangsu regional economy. It shows that there are still some deficiencies in the coordination of the relationship between capital and government in Jiangsu Province, and there is a trend of converse hindering economic growth. On the basis of this, the suggestions of coordinated development of Jiangsu regional economy are put forward and the direction of capital investment is rationally allocated. Perfect capital distribution mode; perfect regional public service system; optimize the policy environment of regional factor flow; promote the organic unification of market mechanism and government regulation and control; further promote regional economic integration.
