新加坡自由港模式對(duì)中國(上海)自由貿(mào)易試驗(yàn)區(qū)的啟示

【摘要】:進(jìn)入21世紀(jì)以來,一方面世界范圍內(nèi)的區(qū)域經(jīng)濟(jì)一體化組織發(fā)展迅速,全球貿(mào)易市場的競爭日趨激烈,而由于經(jīng)濟(jì)復(fù)蘇緩慢,國際貿(mào)易整體低迷。另一方面,我國的社會(huì)經(jīng)濟(jì)發(fā)展形勢(shì)要求我們必須繼續(xù)推進(jìn)改革開放,盡快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。面對(duì)如此嚴(yán)峻的國際國內(nèi)形勢(shì),我國于2013年9月29日掛牌成立了中國(上海)自由貿(mào)易試驗(yàn)區(qū),通過減少行政干預(yù),放寬投資限制,進(jìn)一步開放金融體系和人民幣國際化來助推航運(yùn)、物流和貿(mào)易的發(fā)展,探索一條全面深化改革的新路徑,同時(shí)積累經(jīng)驗(yàn)服務(wù)全國。 在世界上大量自由貿(mào)易區(qū)的成功案例中,新加坡自由港的發(fā)展模式對(duì)我國建設(shè)中國(上海)自由貿(mào)易試驗(yàn)區(qū)具有很好的參考價(jià)值。本文通過對(duì)資料文獻(xiàn)的梳理,發(fā)現(xiàn)新加坡自由港發(fā)展大致上經(jīng)歷了從以轉(zhuǎn)口貿(mào)易為主的完全自由港向綜合多功能型有限自由港轉(zhuǎn)變這兩個(gè)階段。而正是隨著新加坡自由港發(fā)展目標(biāo)、產(chǎn)業(yè)結(jié)構(gòu)、優(yōu)惠政策的不斷演化,新加坡的經(jīng)濟(jì)發(fā)展步入了快車道。其中,優(yōu)越的地理位置、有效的政府引導(dǎo)、強(qiáng)大的政策支撐、有力的人才保障,成為新加坡自由港發(fā)展成功的幾個(gè)主要因素。 將中國(上海)自由貿(mào)易試驗(yàn)區(qū)與新加坡自由港進(jìn)行對(duì)比研究,我們得出,盡管二者的發(fā)展模式、自貿(mào)區(qū)功能不盡相同,但是上海自貿(mào)區(qū)的發(fā)展前景并不遜色于新加坡自由港,我們可以在管理結(jié)構(gòu)、運(yùn)行機(jī)制和實(shí)施政策上加以借鑒,以便更好地建設(shè)上海自貿(mào)區(qū)。因此,本文在第五章提出了新加坡自由港模式對(duì)中國(上海)自由貿(mào)易試驗(yàn)區(qū)的五點(diǎn)啟示,即:一,逐步探索管理模式由政府主導(dǎo)型向企業(yè)主導(dǎo)型轉(zhuǎn)變;二,創(chuàng)新貿(mào)易監(jiān)管模式,加強(qiáng)投資政策的協(xié)調(diào)性;三,開展離岸金融業(yè)務(wù),促進(jìn)服務(wù)業(yè)發(fā)展;四,發(fā)展高端服務(wù)型國際航運(yùn)中心;五,制定嚴(yán)格的法律法規(guī),建立良好的監(jiān)管體系。
[Abstract]:Since 21th century, on the one hand, the regional economic integration organizations in the world have developed rapidly, and the competition in the global trade market has become increasingly fierce. On the other hand, due to the slow economic recovery, the overall international trade has been depressed. The social and economic development situation in our country requires us to continue to promote reform and opening up and to change the mode of economic development as soon as possible. In the face of such a grim international and domestic situation, In September 29th 2013, China set up the China (Shanghai) Free Trade Test Zone to promote the development of shipping, logistics and trade by reducing administrative intervention, relaxing investment restrictions, and further opening up the financial system and the internationalization of RMB. Explore a comprehensive deepening of the new path of reform, at the same time accumulate experience to serve the country. In the successful cases of a large number of free trade zones in the world, the development model of Singapore free port has good reference value for China to construct China (Shanghai) free trade experimental area. It is found that the development of Singapore's free port has generally gone through the two stages of transition from a fully free port dominated by entrepot trade to a comprehensive multi-function limited free port, and it is precisely with the development goal of Singapore's free port that the industrial structure has changed. With the continuous evolution of preferential policies, Singapore's economic development has entered a fast track. Among them, superior geographical location, effective government guidance, strong policy support, and strong talent security. Become Singapore free port development success several main factors. By comparing the free trade test area of China (Shanghai) with the free port of Singapore, we draw a conclusion that although the development mode of the two is different, the function of the free trade zone is different. However, the development prospects of the Shanghai Free Trade Zone are not inferior to those of the Singapore Freeport. We can draw lessons from the management structure, operational mechanism and implementation policies in order to better build the Shanghai Free Trade Zone. In chapter 5th, this paper puts forward five enlightenment of Singapore free port model to China (Shanghai) free trade experimental area, that is, to gradually explore the change of management mode from government leading to enterprise leading; second, to innovate trade supervision mode. Strengthen the coordination of investment policies; third, develop offshore financial business to promote the development of service industries; fourth, develop high-end service-oriented international shipping center; fifthly, formulate strict laws and regulations and establish a good regulatory system.
