區(qū)域高等教育資源的網(wǎng)格化整合機(jī)制研究

【摘要】:高校教育資源作為社會(huì)總資源的一部分,高校教育資源的配置不僅要受到市場(chǎng)經(jīng)濟(jì)條件資源配置一般規(guī)律的影響,還受社會(huì)資源運(yùn)行規(guī)律的制約。政府、學(xué)校、社會(huì)是教育資源配置的三大主體。他們以不同的手段和角度影響著教育資源配置。整合區(qū)域教育資源是一個(gè)以實(shí)現(xiàn)教育公平為目標(biāo)的區(qū)域教育資源配置的動(dòng)態(tài)過程。在公平配置區(qū)域教育資源的同時(shí),保證區(qū)域教育資源的充沛供給、有效使用等基本目標(biāo)。當(dāng)前中國高等教育發(fā)展面臨著諸多“不平衡”問題。由于歷史、地理等原因的影響中國區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展本身就存在著諸多不平衡,這直接導(dǎo)致以經(jīng)濟(jì)實(shí)力為基礎(chǔ)的教育發(fā)展水平的不平衡,尤其是城鄉(xiāng)之間教育的不平衡,這不僅有違國家發(fā)展提出的社會(huì)公平原則,也加劇了中國東、中、西部經(jīng)濟(jì)社會(huì)發(fā)展和城鄉(xiāng)發(fā)展,乃至區(qū)域內(nèi)部城鄉(xiāng)間的不平衡,這些不平衡的現(xiàn)象加劇制約了我國社會(huì)整體現(xiàn)代化水平。從信息技術(shù)在我國的發(fā)展態(tài)勢(shì)來看,我國目前雖然已經(jīng)有了把信息技術(shù)與高校教育結(jié)合的技術(shù)和理念,各大高校也普遍擁有量各自比較完善的校園網(wǎng)絡(luò),但是諸如信息化高校建設(shè)規(guī)劃并沒有得到實(shí)施,各大高校還處于各自為政的狀態(tài)。原本想借助信息技術(shù)改變教育資源配置不均衡的現(xiàn)象仍然存在。信息孤島、信息運(yùn)轉(zhuǎn)不暢仍然是通病。近年,部屬高校又開始吧網(wǎng)格技術(shù)這種更加先進(jìn)的信息技術(shù)引入到管理高校教育信息資源的實(shí)踐中。一方面,某些高校開始意識(shí)到獨(dú)立為政對(duì)于高校發(fā)展的不利之處,開始尋求同盟整合各自優(yōu)秀的教育資源,并在合作的過程中逐漸轉(zhuǎn)變整合高校教育資源的傳統(tǒng)模式和理念;另一方面,當(dāng)前的網(wǎng)格管理高校教育資源仍然還處于整合層次低、平臺(tái)建設(shè)不完善等初步整合狀態(tài)。高校教育資源的整合并不等于豐富數(shù)據(jù)庫的資源,數(shù)據(jù)庫資源的豐富也不代表高校信息資源的豐富,更不意味著高校具備豐富的知識(shí),當(dāng)然也就推論不出區(qū)域軟實(shí)力、國家軟實(shí)力的提高。本文主要是結(jié)合現(xiàn)實(shí)數(shù)據(jù),根據(jù)相關(guān)教育學(xué)、區(qū)域經(jīng)濟(jì)學(xué)等理論進(jìn)行的機(jī)制研究。為今后信息化整合高校教育資源、信息化高校教育發(fā)展提出相關(guān)的理論見解和建議。本文第一部分從理論基礎(chǔ)入手。首先,在國內(nèi)外相關(guān)文獻(xiàn)研究的基礎(chǔ)上,綜述了區(qū)域高等教育資源整合以及網(wǎng)格的國內(nèi)外主要研究成果。然后介紹了與本論文研究相關(guān)的理論概念:教育經(jīng)濟(jì)學(xué)、區(qū)域經(jīng)濟(jì)學(xué)和規(guī)模經(jīng)濟(jì)學(xué)、網(wǎng)格的概念以及區(qū)域高等教育資源的概念。通過相關(guān)文獻(xiàn)數(shù)據(jù)的分析概述網(wǎng)格技術(shù)在中國高等教育的運(yùn)用并解釋了網(wǎng)格化區(qū)域高等教育資源的必要性。第二部分主要研究推動(dòng)高等教育資源整合的驅(qū)動(dòng)模式。高等教育資源整合的驅(qū)動(dòng)模式分為了傳統(tǒng)的單一驅(qū)動(dòng)模式和兩極驅(qū)動(dòng)模式。隨著教育現(xiàn)代化的推進(jìn)這種傳統(tǒng)模式已經(jīng)不能更好的推動(dòng)教育資源整合,我國高校資源配置遭遇投入逐年增加與地區(qū)差異擴(kuò)大的矛盾中。因此,網(wǎng)格多極驅(qū)動(dòng)模式應(yīng)運(yùn)而生。這種復(fù)合式的驅(qū)動(dòng)模式使驅(qū)動(dòng)力之間取長補(bǔ)短更適合目前網(wǎng)格化整合區(qū)域高等教育資源機(jī)制。第三部分將首先闡述區(qū)域高等教育資源網(wǎng)格化整合的機(jī)理,并總結(jié)主要的三種網(wǎng)格思想以此設(shè)計(jì)一套三維的網(wǎng)格化整合思想。最后構(gòu)建網(wǎng)格化整合機(jī)制。全文的最后是對(duì)本論文的觀點(diǎn)的總結(jié)和對(duì)網(wǎng)格整合高校教育資源的展望。
[Abstract]:The resources of higher education as a part of the social resources, higher education resource allocation not only affected by the conditions of market economy, general rules of the allocation of resources, but also restricted by the rules of social resources. Regional integration is a regional education resource allocation in order to achieve the goal of education fairness in the allocation of educational resources.
