中國地方政府經(jīng)濟(jì)行為問題研究

【摘要】:當(dāng)代中國正在由計(jì)劃經(jīng)濟(jì)體制向市場經(jīng)濟(jì)體制轉(zhuǎn)變,政府怎樣既順利地完成這一過度并適應(yīng)新的市場經(jīng)濟(jì)體制的要求,又正確地處理好政府與企業(yè)、社會的關(guān)系,政府對國家經(jīng)濟(jì)和社會發(fā)展以及這種發(fā)展能否持續(xù)下去有至關(guān)重要的作用。然而,在調(diào)控區(qū)域經(jīng)濟(jì)的過程中,充當(dāng)準(zhǔn)市場主體角色的地方政府考慮地方利益,地方政府與中央政府、地方政府與地方政府之間展開經(jīng)濟(jì)資源和利益的爭奪。地方政府以發(fā)展導(dǎo)向的經(jīng)濟(jì)行為,本質(zhì)上是對市場機(jī)制的一種替代,在市場體制還不完善的條件下,這種替代具有必然性。但隨著我國GDP的快速增加,中央和地方之間的差異性日益展現(xiàn),中央考慮的是社會集體的利益,地方政府關(guān)注更多的是當(dāng)?shù)亟?jīng)濟(jì)的局部利益。近年來,在我國經(jīng)濟(jì)發(fā)展中,地方政府在地區(qū)經(jīng)濟(jì)甚至全國經(jīng)濟(jì)的發(fā)展中一貫飾演著重要角色,中央應(yīng)對地方政府進(jìn)行恰當(dāng)?shù)姆謾?quán),并發(fā)展和完善其經(jīng)濟(jì)行為的有效性。本文認(rèn)為對地方政府經(jīng)濟(jì)行為的研究,必須要放在一個大的框架內(nèi),從宏觀、微觀上全面分析地方政府經(jīng)濟(jì)行為。地方政府以發(fā)展為導(dǎo)向的經(jīng)濟(jì)行為在現(xiàn)實(shí)中有很多表現(xiàn),如追求GDP高速增長、政府參與招商引資、興建各類開發(fā)區(qū)等。本文主要是結(jié)合所學(xué)課本知識和真實(shí)案例,通過對我國地方政府經(jīng)濟(jì)行為進(jìn)行較為深入的理論和現(xiàn)實(shí)研究,運(yùn)用案例分析方法與分權(quán)制理論等為我國政府經(jīng)濟(jì)行為提出發(fā)展建議。本文意在指出地方政府經(jīng)濟(jì)行為的存在是源于自身的特性,即地方政府發(fā)展經(jīng)濟(jì)目標(biāo)的多重性,存在著尋求自身利益的動機(jī),同時意識到地方政府經(jīng)濟(jì)行為具有路徑依賴性,一經(jīng)產(chǎn)生就會延續(xù)下去,所以引導(dǎo)其良性發(fā)展是一個長期宏觀的過程,而在此過程中應(yīng)做到正視地方政府的經(jīng)濟(jì)行為,在不違背整體社會利益的前提下尊重地方政府的利益,最終達(dá)到各地方政府經(jīng)濟(jì)行為自愿服從全國一盤局的利益格局。本文提出了規(guī)范地方政府經(jīng)濟(jì)行為的方向、原則,并從完善政府層級之間關(guān)系、完善財(cái)政分權(quán)制度、調(diào)整激勵和約束機(jī)制等方面提出了規(guī)范地方政府經(jīng)濟(jì)行為的措施,引導(dǎo)地方政府經(jīng)濟(jì)行為良性發(fā)展,實(shí)現(xiàn)共同富裕,提高人民的滿意度與幸福指數(shù),從而實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)健康平穩(wěn)的可持續(xù)增長和市場經(jīng)濟(jì)體制日臻完善的良好局面。
[Abstract]:China is changing from the planned economy system to the market economy system. How can the government not only successfully complete this excessive and adapt to the requirements of the new market economy system, but also correctly deal with the government and enterprises. The relationship between society and government plays an important role in national economic and social development and whether this development can be sustained. However, in the process of regulating and controlling regional economy. The local government which acts as the quasi market main body considers the local interests, the local government and the central government, the local government and the local government compete for economic resources and interests. In essence, it is a substitute for market mechanism, which is inevitable under the condition of imperfect market system. However, with the rapid increase of GDP in China, the difference between central and local government is becoming more and more obvious. The central government considers the interests of social collectives, and the local government pays more attention to the local economic interests. In recent years, in the economic development of our country. The local government has always played an important role in the development of the regional economy and even the national economy. The central government should carry out the proper decentralization of the local government. And to develop and improve the effectiveness of its economic behavior. This paper believes that the study of economic behavior of local governments must be placed in a large framework from the macro. Microcosmic comprehensive analysis of local government economic behavior. Local government development-oriented economic behavior in reality there are many manifestations, such as the pursuit of rapid growth of GDP, government participation in attracting investment. This article mainly combines the knowledge of textbooks and real cases, through a more in-depth theoretical and practical research on the economic behavior of local governments in China. This paper points out that the existence of local government's economic behavior originates from its own characteristics. That is, the local government's economic development goals have the motivation to seek their own interests. At the same time, they realize that the local government's economic behavior has path dependence, which will continue as soon as it comes into being. Therefore, guiding its benign development is a long-term macro-process, and in this process, we should face up to the economic behavior of local governments and respect the interests of local governments without violating the interests of the whole society. Finally, to achieve the local government economic behavior voluntary service from a national interest pattern. This paper proposed the direction of standardizing the local government economic behavior, principles, and from the improvement of the relationship between the levels of government. Perfect the system of fiscal decentralization, adjust the incentive and restraint mechanism, and put forward some measures to standardize the economic behavior of local government, guide the benign development of economic behavior of local government, and realize common prosperity. Improve the people's satisfaction and happiness index, so as to achieve a healthy and stable regional economic growth and a sound market economy system.
