【摘要】：邊境貿(mào)易是毗鄰國家之間基于各自的需求所產(chǎn)生的一種貿(mào)易形式,是國家之間對外經(jīng)濟貿(mào)易的重要組成部分。中國云南與緬甸緊密相連,并且雙方有著悠久的邊貿(mào)往來的歷史,而且在20世紀80年代開始進行市場經(jīng)濟和對外開放,有著巨大的市場。近年來,隨著雙方貿(mào)易往來不斷緊密,與云南省交流最多的其他國家即為緬甸,然而我國和緬甸之間經(jīng)濟上的交流也在不斷的加強,緬甸與中國同屬中國—東盟自由貿(mào)易區(qū)成員國,也都是大湄公河區(qū)域經(jīng)濟合作(GMS)成員國。騰沖對內(nèi)連接滇西、滇西南,對外連接南亞、東南亞,作為實施“開放國門,走出去戰(zhàn)略”的最前沿,距離緬甸較近,在發(fā)展邊境貿(mào)易上有著巨大的地緣優(yōu)勢。 騰沖和緬甸的經(jīng)濟貿(mào)易往來歷史悠久,本文第三章詳細分析了騰沖縣的地理環(huán)境和經(jīng)濟狀況,回顧了建國前以及建國后騰沖縣邊境貿(mào)易發(fā)展歷史,分析了騰沖縣邊境貿(mào)易的發(fā)展現(xiàn)狀、主要特點和結(jié)算方式,也梳理了騰沖邊境貿(mào)易的相關政策。 本文第四章詳細分析了騰沖縣邊境貿(mào)易發(fā)展的優(yōu)勢與不足。騰沖縣邊境貿(mào)易發(fā)展的優(yōu)勢主要有：區(qū)位條件好、資源優(yōu)勢突出；國家新一輪西部大開發(fā)與提升沿邊開放戰(zhàn)略的深入實施；中國與周邊國家友好關系不斷鞏固和發(fā)展；緬甸資源豐富,市場潛力巨大等。騰沖縣邊境貿(mào)易的發(fā)展也存在不足,制約騰沖縣邊境貿(mào)易發(fā)展的主要有內(nèi)部和外部因素。 本文第五章主要探討了發(fā)展騰沖和緬甸邊境貿(mào)易的對策和建議。本文認為要加強政府對邊境貿(mào)易發(fā)展的引導作用,加強政府對邊境貿(mào)易發(fā)展的財政、金融支持：還要消除制約騰沖縣邊境貿(mào)易發(fā)展的不利因素,加快完善基礎設施建設,提高管理水平,加速優(yōu)化貿(mào)易結(jié)構(gòu),提高貿(mào)易商品層次和競爭力；加大人才引進力度,完善人才培養(yǎng)機制；還要重視次區(qū)域貿(mào)易與投資,重開邊境商貿(mào)旅游,以推動騰沖縣邊境貿(mào)易多層次、多元化發(fā)展。 隨著中國—東盟自由貿(mào)易區(qū)的建設和云南省“橋頭堡”建設等重大戰(zhàn)略的陸續(xù)實施,騰沖縣成為我國面向西南開放的重要門戶,通往緬甸的前沿陣地,面臨難得的發(fā)展機遇,若依托自身的區(qū)位優(yōu)勢、文化底蘊、城鎮(zhèn)與經(jīng)濟社會發(fā)展基礎,積極發(fā)展邊境貿(mào)易把騰沖打造成中國走向南亞第一縣,不僅能促進與南亞、東南亞國家的經(jīng)貿(mào)合作及友好往來,還可全面增強騰沖經(jīng)濟跨越式發(fā)展的總體實力。
[Abstract]:Border trade is a form of trade between neighboring countries based on their own needs. It is an important part of foreign economic trade between countries. China's Yunnan and Myanmar are closely linked. And the two sides have a long history of border trade, and in 1980s began to market economy and opening to the outside world, there is a huge market. Other countries that have the most exchanges with Yunnan Province are Myanmar. However, the economic exchanges between China and Myanmar are also continuously strengthened. Myanmar and China are members of the China-ASEAN Free Trade area. Tengchong is also a member of the Greater Mekong Regional Economic Cooperation (GMS). Tengchong connects West Yunnan, Southwest Yunnan, South Asia and Southeast Asia to the outside as the forefront of implementing the strategy of "opening the door to the outside world." Close to Myanmar, there is a huge geographical advantage in developing border trade. There is a long history of economic and trade exchanges between Tengchong and Myanmar. The third chapter analyzes the geographical environment and economic situation of Tengchong County in detail, and reviews the history of border trade development in Tengchong County before and after the founding of the people's Republic of China. This paper analyzes the present situation, main characteristics and settlement methods of border trade in Tengchong County, and combs the relevant policies of border trade in Tengchong County. Chapter 4th of this paper analyzes the advantages and disadvantages of border trade development in Tengchong County in detail. The advantages of border trade development in Tengchong County are as follows: good location conditions and outstanding resource advantages; The further implementation of the new round of western development and the promotion of the strategy of opening up along the border; The friendly relations between China and its neighboring countries have been constantly consolidated and developed. The development of border trade in Tengchong County is also deficient. The internal and external factors restrict the development of border trade in Tengchong County. This article 5th mainly discusses the development of Tengchong and Myanmar border trade countermeasures and suggestions. This paper believes that the government should strengthen the guidance role of the development of border trade and strengthen the government to the development of border trade finance. Financial support: it is necessary to eliminate the unfavorable factors restricting the development of border trade in Tengchong County, accelerate the improvement of infrastructure construction, improve the level of management, accelerate the optimization of trade structure, and improve the level and competitiveness of trade commodities; Strengthen the introduction of talents, improve the talent training mechanism; We should also attach importance to sub-regional trade and investment and re-open border trade tourism to promote the multi-level and diversified development of border trade in Tengchong County. With the construction of China-ASEAN Free Trade area and the construction of "bridgehead" in Yunnan Province, Tengchong County has become an important gateway to the southwest of China, leading to the frontier position of Myanmar. In the face of rare opportunities for development, if we rely on our own regional advantages, cultural heritage, urban and economic and social development basis, actively develop border trade to make Tengchong China into the first county in South Asia. It can not only promote economic and trade cooperation and friendly exchanges with South and Southeast Asian countries, but also enhance the overall strength of Tengchong's leapfrog economic development.
