【摘要】：新疆是一個經(jīng)濟相對欠發(fā)達地區(qū)，發(fā)展棉紡產(chǎn)業(yè)對于區(qū)域經(jīng)濟社會發(fā)展所帶來的先導(dǎo)意義十分重要。阿拉爾市是新疆生產(chǎn)建設(shè)兵團在南疆地區(qū)布局建設(shè)的一個新興城市，追溯到上世紀五十年代，依托豐富優(yōu)質(zhì)的棉花資源，該區(qū)域便誕生了一批棉紡企業(yè)。隨著2002年阿拉爾市正式獲批成立，棉紡產(chǎn)業(yè)的發(fā)展也逐步走上了快車道，棉紡產(chǎn)業(yè)呈現(xiàn)出集聚發(fā)展的良好態(tài)勢。阿拉爾市地方政府是推動棉紡產(chǎn)業(yè)集群化發(fā)展的主導(dǎo)力量，借助國家西部大開發(fā)戰(zhàn)略的實施和中央啟動的新一輪對口援疆工作帶來的機遇，2011年，阿拉爾市政府正式提出要在阿拉爾盡快形成一個100萬錠規(guī)模、50億元產(chǎn)值的棉紡產(chǎn)業(yè)集群。但是，無論是阿拉爾市棉紡產(chǎn)業(yè)集群本身，還是推動其發(fā)展的政府行為，都暴露出不少問題。為解決影響阿拉爾市棉紡產(chǎn)業(yè)集群發(fā)展存在的問題，推動阿拉爾市棉紡產(chǎn)業(yè)集群進一步發(fā)展，本文的研究主要從以下幾個方面展開： 首先是對論文研究的背景進行了闡述，分析了對于產(chǎn)業(yè)集群以及相關(guān)政府行為的國內(nèi)外研究動態(tài)，并闡述了研究意義和研究目標，列舉了研究方法、技術(shù)路線、創(chuàng)新與不足；其次是分析了產(chǎn)業(yè)集群和政府行為的相關(guān)理論；三是分析了阿拉爾發(fā)展棉紡產(chǎn)業(yè)集群的諸多優(yōu)勢條件，，提出阿拉爾市棉紡產(chǎn)業(yè)集群的三個發(fā)展階段，剖析了產(chǎn)業(yè)集群及政府行為存在的問題，并對政府行為存在問題的原因進行分析；四是對阿拉爾市棉紡產(chǎn)業(yè)集群發(fā)展中的政府行為進行了定位；五是提出了優(yōu)化阿拉爾市棉紡產(chǎn)業(yè)集群發(fā)展中政府行為的建議。
[Abstract]:Xinjiang is a relatively underdeveloped region. The development of cotton spinning industry is very important for regional economic and social development. Alar is a new city of Xinjiang production and Construction Corps in southern Xinjiang, dating back to -50s. Relying on rich and high-quality cotton resources, the region was born a number of cotton spinning enterprises. With the official establishment of Alar City in 2002, the development of cotton spinning industry has gradually entered the fast track. The local government of Alar City is the leading force to promote the cluster development of cotton spinning industry. With the help of the implementation of the national western development strategy and the opportunity brought by the new round of counterpart aid to Xinjiang initiated by the central authorities, on 2011, the Alar City Government formally proposed to form a scale of 1 million ingots in Alar as soon as possible. 5 billion yuan output value of cotton spinning industry cluster. However, whether it is Alar City cotton spinning industry cluster itself, or promote its development of the government behavior. In order to solve the problems that affect the development of the cotton textile industry cluster in Alar City and promote the further development of the cotton textile industry cluster in Alar City, the research in this paper is mainly carried out from the following aspects: First of all, the background of the paper is described, and the domestic and foreign research trends for industrial clusters and related government behavior are analyzed, and the significance and objectives of the research are expounded, and the research methods are listed. Technical route, innovation and deficiency; Secondly, it analyzes the related theories of industrial cluster and government behavior. The third is to analyze the advantages of Arar to develop cotton spinning industry cluster, put forward the three stages of the development of Alar cotton textile industry cluster, and analyze the problems of industrial cluster and government behavior. And the causes of the problems in government behavior are analyzed. Fourth, the government behavior in the development of the cotton spinning industry cluster in Alar City has been orientated. Fifth, the paper puts forward the suggestion of optimizing the government behavior in the development of the cotton textile industry cluster in Alar.
