【摘要】：在目前我國區(qū)域經(jīng)濟(jì)發(fā)展向北轉(zhuǎn)移的大背景下,京津冀地區(qū)不僅是我國經(jīng)濟(jì)實(shí)力較強(qiáng)的一個地區(qū),同時更是北方經(jīng)濟(jì)發(fā)展實(shí)力和潛力較大的地區(qū),可以說它是成為了我國經(jīng)濟(jì)發(fā)展最具潛力的第三個地區(qū),即排在長角三角洲、珠江三角洲之后。特別在2015年,國家多次提出和強(qiáng)調(diào)要促進(jìn)與加強(qiáng)京津冀地區(qū)的經(jīng)濟(jì)協(xié)作。在國家發(fā)布一系列的政策、方向和規(guī)劃之后,很大程度上促進(jìn)了津冀港口群的規(guī)劃、建設(shè)及發(fā)展。然而,在津冀四個港口的發(fā)展過程中,歷史的原因、缺乏統(tǒng)一的規(guī)劃和宏觀調(diào)控的不及時,造成的結(jié)果是各港口設(shè)施重復(fù)性的建設(shè)、低水平的惡性競爭及資源的浪費(fèi)等現(xiàn)象,這些對津冀港口協(xié)同發(fā)展起阻礙作用。在此嚴(yán)峻形勢和發(fā)展背景下,我國實(shí)現(xiàn)京津冀協(xié)同發(fā)展和促進(jìn)國家經(jīng)濟(jì)的穩(wěn)定發(fā)展,對津冀港口發(fā)展進(jìn)行研究就有十分必要性。本文從津冀港口的發(fā)展現(xiàn)狀出發(fā),利用SWOT分析法對津冀各港口的優(yōu)勢、劣勢、機(jī)遇及挑戰(zhàn)進(jìn)行了詳細(xì)地分析,更好的了解到津冀四港口的發(fā)展?fàn)顩r,可以在以后的發(fā)展過程中更好的利用自身優(yōu)勢、緊鄰港口優(yōu)勢、國家政策優(yōu)勢等,彌補(bǔ)自身的短板和不足;提出因子分析法的理論框架和步驟,在影響港口的眾多評價(jià)指標(biāo)中選出影響港口綜合競爭力的公共因子,再根據(jù)津冀四港口的數(shù)據(jù)可得性選取13個指標(biāo),對2015年津冀港口相應(yīng)指標(biāo)數(shù)據(jù)進(jìn)行分析和評價(jià),為津冀四港口錯位發(fā)展提供了有利依據(jù);美國紐約—新澤西港口群、日本東京灣港口群、歐洲港口群的發(fā)展經(jīng)歷了好幾個階段,它們協(xié)同發(fā)展的方向、管理體制、運(yùn)營方法等都較先進(jìn),總結(jié)和吸取它們優(yōu)化和協(xié)同發(fā)展的成功經(jīng)驗(yàn),從而為津冀四大港口優(yōu)化整合提供的建議。本文的研究對津冀港口的發(fā)展實(shí)踐具有一定的參考價(jià)值,有利于津冀港口又好又快的發(fā)展;有利于處理好港口發(fā)展中的競爭與合作關(guān)系;有利于促進(jìn)京津冀區(qū)域經(jīng)濟(jì)的發(fā)展。
[Abstract]:Under the background of the regional economic development transferring to the north, the Beijing-Tianjin-Hebei region is not only a region with strong economic strength in China, but also a region with greater economic development strength and potential in the north. It can be said that it has become the third region with the greatest potential for economic development in China, that is, after the Changjiao Delta and the Pearl River Delta, especially in 2015. The government has repeatedly put forward and emphasized the need to promote and strengthen economic cooperation in the Beijing-Tianjin-Hebei region. After the country has issued a series of policies, directions and plans, it has greatly promoted the planning of Tianjin and Hebei port groups. However, in the development process of the four ports of Tianjin and Hebei, the historical reasons, the lack of unified planning and the lack of timely macro-control, the result is the repetitive construction of port facilities. The low level of vicious competition and waste of resources and other phenomena, which hinder the coordinated development of Tianjin and Hebei ports, in this grim situation and development background. It is necessary to study the development of Tianjin-Hebei port in order to realize the coordinated development of Beijing, Tianjin and Hebei and to promote the stable development of national economy. This paper starts from the present situation of the development of Tianjin-Hebei port. The advantages, disadvantages, opportunities and challenges of each port in Tianjin and Hebei are analyzed in detail by using SWOT analysis method, and the development situation of the four ports in Tianjin and Hebei is better understood. In the future, we can make better use of our own advantages, adjacent to the advantages of port, national policy advantages and so on, to make up for their own shortcomings and shortcomings; This paper puts forward the theoretical framework and steps of factor analysis, selects the public factors that affect the comprehensive competitiveness of ports among the many evaluation indexes that affect the ports, and then selects 13 indicators according to the data availability of the four ports of Tianjin and Hebei. In 2015, the corresponding index data of Tianjin and Hebei ports were analyzed and evaluated, which provided a favorable basis for the dislocation development of the fourth port of Tianjin and Hebei. The development of the New York-New Jersey Port Group, the Tokyo Bay Port Group in Japan and the European Port Group has gone through several stages. Their cooperative development direction, management system, operation methods and so on are relatively advanced. Summing up and absorbing their successful experience of optimization and cooperative development, thus providing suggestions for the optimization and integration of the four major ports of Tianjin and Hebei. The research in this paper has certain reference value for the development practice of Tianjin and Hebei ports. It is beneficial to the good and fast development of Tianjin and Hebei ports; It is beneficial to deal with the competition and cooperation in port development; It is conducive to promoting the development of the regional economy of Beijing, Tianjin and Hebei.
