【摘要】：產(chǎn)業(yè)集群的理念是近年來(lái)區(qū)域經(jīng)濟(jì)領(lǐng)域關(guān)注的熱門，相關(guān)研究日益豐富。產(chǎn)業(yè)集群作為一種新興的產(chǎn)業(yè)組織形式，在全球范圍內(nèi)的實(shí)踐成果證明了它對(duì)降低企業(yè)生產(chǎn)成本、加快技術(shù)研發(fā)與創(chuàng)新、提高產(chǎn)業(yè)整體競(jìng)爭(zhēng)優(yōu)勢(shì)起到了非常重要的作用。而以農(nóng)產(chǎn)品加工為主導(dǎo)產(chǎn)業(yè)的示范基地或產(chǎn)業(yè)園區(qū)，，是當(dāng)前我國(guó)大力推廣農(nóng)業(yè)現(xiàn)代化背景下必然的發(fā)展途徑，在社會(huì)經(jīng)濟(jì)發(fā)展中起到了不可替代的作用。這是由于農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群大多地處城郊或鄉(xiāng)鎮(zhèn)地區(qū)，在吸納農(nóng)村剩余勞動(dòng)力、實(shí)現(xiàn)農(nóng)民就業(yè)轉(zhuǎn)移和增加農(nóng)民收入方面起到了不可替代的作用。而由集聚而形成的集群規(guī)模效應(yīng)，進(jìn)一步鞏固了農(nóng)產(chǎn)品加工業(yè)集群在社會(huì)經(jīng)濟(jì)發(fā)展中的地位。 結(jié)合吉林省的發(fā)展實(shí)際，基于豐富的農(nóng)產(chǎn)品資源以及傳統(tǒng)的加工業(yè)發(fā)展歷史，農(nóng)產(chǎn)品加工產(chǎn)業(yè)一直是吉林省經(jīng)濟(jì)發(fā)展的主要推動(dòng)力量，農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群則是新時(shí)期實(shí)現(xiàn)可持續(xù)發(fā)展的重要途徑之一。目前，農(nóng)產(chǎn)品加工業(yè)已和汽車工業(yè)、石化工業(yè)并立，成為吉林省三大支柱產(chǎn)業(yè)。在這樣的發(fā)展背景之下，推進(jìn)農(nóng)產(chǎn)品加工業(yè)向產(chǎn)業(yè)化、集群化的方向發(fā)展，是提高吉林省農(nóng)產(chǎn)品加工產(chǎn)業(yè)經(jīng)濟(jì)效益、提高整體競(jìng)爭(zhēng)實(shí)力的必然選擇。然而，在農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群發(fā)展方面，吉林省也存在著空間發(fā)展不均衡、政府扶持體系或扶持政策有待完善、產(chǎn)業(yè)集群的集聚效應(yīng)不明顯等問(wèn)題。只有切實(shí)解決這些問(wèn)題，才能為吉林省整體經(jīng)濟(jì)的發(fā)展提供不竭動(dòng)力。 本文的研究?jī)?nèi)容共分為四個(gè)部分。 引言部分主要從世界經(jīng)濟(jì)發(fā)展趨勢(shì)、國(guó)內(nèi)最新產(chǎn)業(yè)發(fā)展動(dòng)向以及吉林省自身實(shí)際等三個(gè)方面簡(jiǎn)明闡述本文的研究背景、研究目的及意義。 第一部分為相關(guān)理論與研究綜述，主要內(nèi)容為：對(duì)農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群相關(guān)的概念作出界定，詳細(xì)梳理產(chǎn)業(yè)集群方面的經(jīng)濟(jì)理論，并系統(tǒng)總結(jié)國(guó)內(nèi)外在農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群這一領(lǐng)域的文獻(xiàn)與研究綜述。 第二部分具體介紹吉林省農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群發(fā)展的歷程與現(xiàn)狀，分階段呈現(xiàn)歷史發(fā)展進(jìn)程，并詳細(xì)說(shuō)明了現(xiàn)在發(fā)展的概況、發(fā)展模式及空間分布。 第三部分總結(jié)吉林省農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群目前存在的主要問(wèn)題：產(chǎn)業(yè)集群發(fā)展模式單一、空間分布不均衡、技術(shù)水平需要提高、品牌競(jìng)爭(zhēng)力較低、科研創(chuàng)新力度不夠等，并分析問(wèn)題成因。 第四部分針對(duì)當(dāng)前存在的主要問(wèn)題提出相應(yīng)的對(duì)策和建議，力圖從多個(gè)角度推動(dòng)吉林省農(nóng)產(chǎn)品加工產(chǎn)業(yè)集群的可持續(xù)發(fā)展。
[Abstract]:The concept of industrial clusters is very popular in the field of regional economy in recent years, related research is increasingly rich. As a new form of industrial organization, industrial cluster, in the global scope of practice proved it to reduce production costs and accelerate the development and innovation of technology, improve the competitive advantage of the whole industry has played a very important role and the processing of agricultural products as the leading industry demonstration base and Industrial Park, is the current our country to promote agricultural modernization under the background of the inevitable path of development, in the social and economic development has played an irreplaceable role. This is due to the agricultural product processing industry cluster at the suburb or township area mostly, in absorbing rural the surplus labor force, to achieve transfer of employment of farmers and increase the income of farmers has played an irreplaceable role. The cluster size effect by agglomeration formed, further consolidate. The status of the agricultural product processing industry cluster in the social and economic development.
Combined with the actual development of Jilin Province, rich agricultural resources and traditional industry development based on the history of agricultural products processing industry has been the main driving force of economic development in Jilin Province, agricultural product processing industry cluster is one of the important ways to realize the sustainable development in the new period. At present, the agricultural products processing industry has petrochemical and automobile industry. The industrial side by side, become the three pillar industries in Jilin province. Under the background of the development of the agricultural products processing industry to promote industrial clusters, the direction of development, improve the Jilin Province agricultural products processing industrial economic benefits, improve the overall competitiveness of the inevitable choice. However, in the development of agricultural products processing industry cluster in Jilin province. There is also space for development is not balanced, the government support system or support policies need to be improved, the problem of cluster agglomeration effects is not obvious. Only solve these The problem can provide an inexhaustible motive for the development of the whole economy of Jilin province.
The research content of this article is divided into four parts.
The introduction part briefly expounds the background, purpose and significance of the research from three aspects, including the trend of world economy, the latest industry development trend in China and the reality of Jilin province.
The first part is the summary of relevant theory and research, the main content is: the relevant concept of the agricultural product processing industry cluster definition, detailed analysis of industrial clusters of economic theory, and systematically summarize the literature review and research in this field outside the agricultural product processing industry cluster in China.
The second part introduces the history and current situation of the development of agricultural products processing industry cluster in Jilin Province, and presents the historical development process in stages. It also describes the general situation, the development mode and the spatial distribution of the development in detail.
The third part summarizes the main problems of Jilin agricultural products processing industry cluster: the development mode of industrial cluster is single, the spatial distribution is not balanced, the technology level needs to be improved, the brand competitiveness is low, and the research and innovation is not enough, and the cause of the problem is analyzed.
The fourth part puts forward the corresponding countermeasures and suggestions for the current main problems, trying to promote the sustainable development of Jilin agricultural products processing industrial cluster from multiple perspectives.
