【摘要】：上世紀(jì)末以來，帶動區(qū)域經(jīng)濟(jì)發(fā)展的重要因素就是產(chǎn)業(yè)集群，并且在新形勢下越發(fā)充滿生機(jī)，產(chǎn)業(yè)集群也成為各級政府關(guān)注的焦點。國內(nèi)學(xué)者結(jié)合地方產(chǎn)業(yè)集群的相關(guān)研究也逐漸豐富起來，但隨著浙江產(chǎn)業(yè)集群發(fā)展發(fā)生了變化，要結(jié)合新形勢對浙江產(chǎn)業(yè)集群進(jìn)行分析。 本文共分五大部分。第一部分介紹本文的研究背景和研究思路；第二部分對有關(guān)產(chǎn)業(yè)集群理論的發(fā)展演變、特點及有關(guān)概念，為本文提供理論支撐，還對政府推動產(chǎn)業(yè)集群發(fā)展的作用進(jìn)行了綜述；第三部分對浙江產(chǎn)業(yè)集群現(xiàn)狀進(jìn)行分析，通過浙江集群中一個具體集群為視角，探討在浙江產(chǎn)業(yè)集群中存在低端鎖定、同質(zhì)競爭、產(chǎn)業(yè)鏈不完備、外部競爭激烈等問題，分析了這些問題存在的原因；第四部分介紹國外政府產(chǎn)業(yè)集群的做法和先進(jìn)經(jīng)驗，并針對歐盟、美國、日本在產(chǎn)業(yè)集群發(fā)展過程中需求條件、要素條件、支持性因素等多角度進(jìn)行了總結(jié)；第五部分，，結(jié)合上文的對比分析以及對浙江產(chǎn)業(yè)集群現(xiàn)狀和問題分析，有針對性地提出浙江政府在產(chǎn)業(yè)集群發(fā)展上的幾點建議。本文采取案例研究方法、比較分析法、文獻(xiàn)研究方法等多種方法，試圖以政府在產(chǎn)業(yè)集群中發(fā)揮的作用為研究對象，探索政府如何通過針對問題采取相應(yīng)對策來推動產(chǎn)業(yè)集群的發(fā)展。
[Abstract]:Since the end of last century, an important factor in regional economic development is industrial cluster, and more full of vitality in the new situation, the industrial cluster has become the focus of attention of governments at all levels. Domestic scholars with the relevant research of local industrial clusters have gradually enriched, but with the change of industrial cluster development in Zhejiang, according to the new situation analysis of Zhejiang industrial cluster.
This paper is divided into five parts. The first part introduces the research background and research ideas; the second part is related to the evolution of industrial cluster theory, characteristics and relevant concepts, to provide theoretical support for this paper, but also on the government to promote the development of industrial cluster effect are summarized; the third part analyses the current situation of Zhejiang industrial cluster, through a a specific cluster cluster in Zhejiang from the perspective of existing low-end, homogeneous competition in industrial cluster in Zhejiang, the industry chain is not complete, the problem of external competition, analyzes the reasons of these problems; the fourth part introduces the foreign government practice of industrial clusters and the advanced experience, and according to the EU, U.S., Japan in the development process the industrial cluster in demand conditions, factor conditions, supporting factors such as multi angle are summarized; the fifth part, based on the above analysis and comparison of Zhejiang Analysis on the status quo and problems of industrial clusters in the river, some suggestions of the Zhejiang government in the industrial cluster development. This paper adopts the method of case study, comparative analysis, literature research method and other methods, the government tried to play in the industrial cluster's role as the research object, to explore how the government to take the corresponding countermeasures to promote the development of industrial clusters.
