【摘要】：一個(gè)結(jié)構(gòu)優(yōu)良的都市圈,往往能夠?qū)⒍际腥?nèi)的各種生產(chǎn)要素進(jìn)行最有效的整合,使都市圈內(nèi)的各城市在分工、合作、交流上達(dá)到良性互動(dòng)從而使得效益最大化,成長(zhǎng)為更大區(qū)域內(nèi)經(jīng)濟(jì)發(fā)展的核心增長(zhǎng)極以及戰(zhàn)略支撐點(diǎn),烏魯木齊都市圈區(qū)域無(wú)論是在全國(guó)的“亞歐大陸橋經(jīng)濟(jì)區(qū)域”戰(zhàn)略,“一帶一路”戰(zhàn)略,還是自治區(qū)提出的“天山北坡經(jīng)濟(jì)帶”戰(zhàn)略都是戰(zhàn)略實(shí)施的關(guān)鍵環(huán)節(jié)。本文旨在為烏魯木齊都市圈構(gòu)建有序、合理的區(qū)域經(jīng)濟(jì)發(fā)展格局提供理論性依據(jù)。本文運(yùn)用熵權(quán)法、馬爾可夫鏈、引力模型、分形模型和ROXY指數(shù)等方法,選取2002、2006、2010、2015年四個(gè)時(shí)間截面,綜合分析烏魯木齊都市圈經(jīng)濟(jì)空間結(jié)構(gòu)中等級(jí)結(jié)構(gòu)、空間結(jié)構(gòu)的演變過(guò)程及都市圈內(nèi)三大產(chǎn)業(yè)的空間發(fā)展態(tài)勢(shì)。主要研究結(jié)論如下:1、等級(jí)結(jié)構(gòu)方面:(1)2002-2015年間都市圈均表現(xiàn)出等級(jí)結(jié)構(gòu)明顯、烏魯木齊市作為核心城市極化特征顯著的特點(diǎn)。(2)2002-2015年間高水平與中高水平、中等水平與低水平類(lèi)型區(qū)之間差距呈縮小趨勢(shì),中高水平與中等水平類(lèi)型區(qū)之間差距呈擴(kuò)大趨勢(shì)。(3)2002-2015年間都市圈各縣(市)經(jīng)濟(jì)發(fā)展水平呈現(xiàn)出向中高和中等水平類(lèi)型區(qū)轉(zhuǎn)移的俱樂(lè)部趨同態(tài)勢(shì)。(4)2002-2015年間,等級(jí)類(lèi)型區(qū)向上轉(zhuǎn)移的區(qū)域主要集中在烏魯木齊市周邊及東三縣地區(qū),向下轉(zhuǎn)移的區(qū)域主要集中在吐魯番地區(qū)。2、空間結(jié)構(gòu)方面:(1)2002-2015年間以烏魯木齊市為核心的單核結(jié)構(gòu)在烏魯木齊都市圈長(zhǎng)期保持穩(wěn)定,圍繞其形成顯著的圈層結(jié)構(gòu)。(2)2002-2015年間烏魯木齊以南各縣(市)對(duì)其隸屬度總體上呈下降趨勢(shì),以東各縣(市)經(jīng)濟(jì)隸屬度呈上升趨勢(shì),烏魯木齊市對(duì)以東各縣(市)輻射作用加強(qiáng)。(3)2002-2015年間都市圈內(nèi)各縣(市)經(jīng)濟(jì)聯(lián)系越來(lái)越緊密,呈現(xiàn)出由極核輻射向軸線(xiàn)帶動(dòng)的發(fā)展趨勢(shì),西向、東向與南向軸線(xiàn)逐漸形成,石河子、奇臺(tái)、吐魯番次級(jí)中心相繼形成。西部各縣(市)與核心城市的經(jīng)濟(jì)聯(lián)系強(qiáng)度高且其內(nèi)部經(jīng)濟(jì)聯(lián)系緊密,集聚效應(yīng)好,而東南部各縣(市)無(wú)論是與核心城市的經(jīng)濟(jì)聯(lián)系強(qiáng)度,還是其內(nèi)部經(jīng)濟(jì)聯(lián)系都相對(duì)來(lái)說(shuō)較弱。(4)、2002-2015年烏魯木齊市與各縣(市)經(jīng)濟(jì)聯(lián)系量均表現(xiàn)出顯著的極化特征,但在2010-2015年間這種趨勢(shì)有所收斂;都市圈內(nèi)各縣(市)經(jīng)濟(jì)聯(lián)系總量呈現(xiàn)出同樣的分形特征。3、(1)烏魯木齊都市圈第一產(chǎn)業(yè)空間發(fā)展態(tài)勢(shì)在研究的三個(gè)時(shí)間段內(nèi)呈現(xiàn)出恒定極化-減速極化-加速收斂的發(fā)展態(tài)勢(shì),總體呈收斂的發(fā)展?fàn)顟B(tài);第二產(chǎn)業(yè)呈現(xiàn)出恒定極化-加速收斂-加速收斂的發(fā)展態(tài)勢(shì),總體也呈現(xiàn)收斂的發(fā)展?fàn)顟B(tài);第三產(chǎn)業(yè)呈現(xiàn)出恒定收斂-減速收斂-加速極化的發(fā)展態(tài)勢(shì),總體呈極化的發(fā)展?fàn)顟B(tài)。(2)烏魯木齊都市圈二、三產(chǎn)業(yè)在空間上的發(fā)展變化對(duì)其經(jīng)濟(jì)空間結(jié)構(gòu)影響最大,第二產(chǎn)業(yè)為主要輻射產(chǎn)業(yè),第三產(chǎn)業(yè)為主要的極化產(chǎn)業(yè)。
[Abstract]:A fine structure of the metropolitan area, often can be a variety of factors of production within the metropolitan area is the most effective integration, so that the city of the metropolitan area in the division, cooperation and exchanges to achieve positive interaction so that maximum benefit, growth for the economic development of the greater region is the core of the strong point of growth pole and strategy Urumqi metropolitan area, both in the national strategy of "Eurasian Continental Bridge Economic Zone", "The Belt and Road" strategy, or the autonomous region's "North Tianshan Slope Economic Belt" strategy is the implementation of the strategy. The purpose of this paper is the key link in the construction of Urumqi metropolitan area in order to provide a theoretical basis for regional economic development pattern reasonable. This paper uses the entropy method, Markov chain, gravity model, fractal model and ROXY index method, select 2002200620102015 years four time section, a comprehensive analysis of Urumqi The hierarchical structure of city circle economy spatial structure, development trend of spatial structure evolution in the metropolitan area and the three major industries. The main conclusions are as follows: 1, hierarchical structure: (1) 2002-2015 metropolitan area showed obvious hierarchical structure, characteristics of Urumqi city as the core city polarization significantly. (2 2002-2015) high level and high level, middle level and low level of the gap between regions is narrowing, the gap between high level and middle level regions shows a trend of expansion. (3) 2002-2015 from metropolitan counties (city) economic development level presents a trend of convergence club transfer to the high and medium level types area.
