【摘要】：蠶絲的大規(guī)模生產(chǎn)，是一項(xiàng)符合可持續(xù)發(fā)展和環(huán)境保護(hù)基本國策的富民產(chǎn)業(yè)，可以帶來巨大的經(jīng)濟(jì)和社會(huì)效益。從中國古代以來，蠶絲業(yè)在商業(yè)市場一直占有一席之地，推動(dòng)著中國社會(huì)經(jīng)濟(jì)的發(fā)展，它一直也是我國老百姓從事的眾多副產(chǎn)業(yè)之一，某種意義上講也是國計(jì)民生不可或缺的一部分。我國的桑蠶業(yè)主要分布在江蘇省的60個(gè)縣（市、區(qū)），有一半以上的鄉(xiāng)鎮(zhèn)以蠶絲業(yè)為生。 江蘇海安是全國著名的絲綢之鄉(xiāng)，俗話說“到海安，必看蠶�！边@里擁有我國最大的優(yōu)質(zhì)蠶繭生產(chǎn)基地。蠶桑產(chǎn)業(yè)已經(jīng)成為了海安縣對外宣傳的一張名片，也是海安縣農(nóng)民收入的重要來源，是海安縣全面建設(shè)小康的生態(tài)保障與地方經(jīng)濟(jì)發(fā)展的重要支柱。在過去的24年，海安的蠶繭產(chǎn)量在江蘇省一直都位居第一名，繭絲綢產(chǎn)業(yè)創(chuàng)造了巨大的GDP，是40萬桑蠶大軍發(fā)財(cái)致富的保證。隨著我國城鎮(zhèn)化步伐的加快，外加經(jīng)濟(jì)的高速發(fā)展,海安縣蠶業(yè)的發(fā)展受到各方因素的阻礙。蠶絲業(yè)產(chǎn)業(yè)屬于一種交叉產(chǎn)業(yè)，與第一產(chǎn)業(yè)、第二產(chǎn)業(yè)都有密不可分的關(guān)系，所以影響海安縣蠶絲業(yè)發(fā)展的障礙因子也很多。蠶絲業(yè)的發(fā)展是一個(gè)復(fù)雜的過程，需要各個(gè)環(huán)節(jié)的相互協(xié)調(diào)。 在相關(guān)理論和實(shí)踐探究的基礎(chǔ)上本文利用文獻(xiàn)與理論研究法，理論結(jié)合實(shí)際的研究方法以及實(shí)證分析法等方法，結(jié)合可持續(xù)發(fā)展理論，農(nóng)村經(jīng)濟(jì)發(fā)展理論，區(qū)域經(jīng)濟(jì)發(fā)展理論對海安縣的蠶業(yè)發(fā)展現(xiàn)狀與問題進(jìn)行了分析，研究發(fā)現(xiàn)海安蠶業(yè)發(fā)展具備較好的自然條件和歷史文化底蘊(yùn)，良好的經(jīng)濟(jì)基礎(chǔ)和廣闊的市場前景給海安蠶業(yè)可持續(xù)健康發(fā)展提供了條件。然而，分析得知海安蠶業(yè)可持續(xù)發(fā)展正面臨著桑園面積逐步減少問題；自然災(zāi)害頻繁發(fā)生，氣候環(huán)境異常多變，工業(yè)“三廢”污染環(huán)境，農(nóng)藥中毒時(shí)有發(fā)生等環(huán)境問題；法制不完善，管理體制的不合理，行業(yè)長期缺少投入等管理體制問題。人才危機(jī)，生產(chǎn)服務(wù)體系泛力，蠶業(yè)科學(xué)技術(shù)落后等問題；以及成本與產(chǎn)出比例失衡關(guān)系著海安縣的蠶業(yè)發(fā)展，市場競爭的加劇，絲綢工業(yè)和貿(mào)易競爭力較弱等諸多問題影響著海安縣蠶業(yè)的發(fā)展。針對這些問題，結(jié)合海安縣實(shí)際，本文提出了加大優(yōu)勢主產(chǎn)區(qū)比重，穩(wěn)定桑田面積；推進(jìn)桑地流轉(zhuǎn)，建設(shè)連片規(guī)模桑園；推廣大棚養(yǎng)蠶，發(fā)展室外設(shè)施蠶業(yè)；推動(dòng)技術(shù)革新，提高蠶桑生產(chǎn)效率；培育專業(yè)養(yǎng)蠶大戶，促進(jìn)蠶桑可持續(xù)發(fā)展等穩(wěn)定海安桑田面積，實(shí)施規(guī)模化養(yǎng)蠶的建議。提出了建立與氣象部門聯(lián)動(dòng)的氣象預(yù)警機(jī)制；科學(xué)預(yù)防“三廢”污染環(huán)境；加強(qiáng)蠶桑病蟲害綜合防治,控制災(zāi)害損失等加強(qiáng)安全防控，降低養(yǎng)蠶風(fēng)險(xiǎn)的建議。加強(qiáng)法制化建設(shè)；加大政策扶持，增加基礎(chǔ)性投入；建立并完善海安縣蠶業(yè)政策體系等構(gòu)建與現(xiàn)代蠶業(yè)相適應(yīng)的政策管理體系的建議。增加技術(shù)創(chuàng)新和科技支持；加大科研資金和人員投入；加快品種、技術(shù)與知識更新等增加科研力度和科技含量的建議。以及改造桑蠶產(chǎn)業(yè)模式；建立科學(xué)蠶業(yè)生產(chǎn)鏈；調(diào)整蠶繭政策，保證蠶繭質(zhì)量；平衡蠶繭業(yè)的多方利益，建立有序市場；改革原有的蠶絲繭流通體制，實(shí)行市場化的流通；制定產(chǎn)業(yè)化系統(tǒng)工程的營銷策略，合理定價(jià)的營銷策略，科學(xué)的營銷渠道策略，，有效的促銷策略，建立海安縣蠶業(yè)信息共享平臺(tái)等一系列建議。
[Abstract]:The mass production of silk, it is in accordance with the enriching industry sustainable development and environmental protection of the basic national policy, can bring huge economic and social benefits. China from ancient times, the silk industry occupies a space for one person in the business market, promote China social economic development, it has been one of the many Chinese people engaged in the industry side it is also beneficial to the people's livelihood in a sense, an indispensable part of our country. The 60 County sericulture are mainly distributed in Jiangsu province (city, district), more than half of the villages and towns in the silk industry for a living.
Jiangsu Haian is a famous Silk Town, as the saying goes "to Haian, see the silkworm." here has the country's largest production base of high-quality cocoons. Sericulture industry has become a name card of Haian County propaganda, but also an important source of income of farmers in Haian County, Haian county is an important pillar of the comprehensive construction of a well-off ecological security and development of the local economy. In the past 24 years, the yield of silkworm cocoon in Haian in Jiangsu province has been ranked first, the cocoon and silk industry to create a huge GDP, 400 thousand silkworm army guarantee. Get rich as our country speed up the pace of urbanization, with the rapid development of economy, the development of sericulture in Haian County by the parties factors. Silk industry is a cross industry, and the first industry, the second industry has a close relationship, so the obstacle factors affecting the development of Haian County, the silk industry a lot. The development of silk industry is a complex process, which requires the coordination of each link.
In the basis of the relevant theory and Practice on the literature and theoretical research method, research method of combining theory with practice and empirical analysis method, combined with the theory of sustainable development, the theory of rural economic development, the theory of regional economic development of Haian County sericulture development status and problems were analyzed, the study found that Haian sericulture development good the natural conditions and historical and cultural heritage, good economic foundation and a broad market prospect provided the conditions for the sustainable and healthy development of Haian sericulture. However, analysis of sustainable development of Haian sericulture is facing mulberry area gradually reduced; the frequent occurrence of natural disasters, climate changeful environment, the industrial "three wastes" have occurred, etc. environmental problems of pesticide poisoning; the legal system is not perfect, the management system is not reasonable, the lack of long-term industry investment management system The problem. The talent crisis production service system in pan, sericulture science and technology behind the problem; and the cost and output imbalance between Haian County sericulture development, market competition intensifies, many problems of silk industry and trade competitiveness is weak and so on affect the development of sericulture in Haian county. To solve these problems, combined with the actual Haian County, this paper this paper proposes to increase the proportion of producing region, stable mulberry area; promote the circulation of mulberry, mulberry contiguous scale construction; promote the development of greenhouse sericulture, outdoor facilities of sericulture; to promote technological innovation, improve the sericulture production efficiency; foster professional to promote sustainable development of sericulture sericulture large, stable Haian Sangtian area, the implementation of large-scale sericulture advice. Put forward the establishment of meteorological warning mechanism and meteorological departments linkage; scientific prevention of "three wastes" environmental pollution; strengthen sericulture integrated pest control. To strengthen security disaster prevention and control, reducing the risk of sericulture advice. Strengthen the construction of the legal system; to increase policy support, increase investment; to establish and perfect the system of sericulture in Haian county policy suggestions to construct the policy management system which adapts with the modern industry. To increase the technology innovation and technology support; increase investment in research funding and personnel; accelerate breed, scientific research and technology content of the proposal to increase the technology and knowledge updating. And the transformation of silkworm industry pattern; establish scientific sericulture production chain; adjust the cocoon cocoon quality policy, to ensure the balance of various interests; silkworm cocoon industry, to establish an orderly market; the reform of the circulation system of the original silk cocoon, the implementation of market-oriented circulation; develop industry system engineering marketing strategy, reasonable pricing and scientific marketing strategy, marketing channel strategy, effective promotion strategy, the establishment of sericulture in Haian County A series of suggestions, such as the information sharing platform.
