【摘要】：在經(jīng)濟(jì)全球化不斷深入同時(shí)，地區(qū)原有的競爭格局也被打破，技術(shù)創(chuàng)新作為推動(dòng)區(qū)域發(fā)展助推器也受到前所未有的關(guān)注。一個(gè)地區(qū)的技術(shù)創(chuàng)新能力的高低無疑代表這個(gè)地區(qū)未來發(fā)展?jié)撃苡卸啻�，因此為了更好的因地制宜，合理利用區(qū)域經(jīng)濟(jì)、社會(huì)和資源環(huán)境，理清影響區(qū)域技術(shù)能力的主要因素和發(fā)展趨勢(shì)，我們需要對(duì)區(qū)域的經(jīng)濟(jì)和資源環(huán)境進(jìn)行合理規(guī)劃整合，研究區(qū)域創(chuàng)新系統(tǒng)的結(jié)構(gòu)和運(yùn)行機(jī)制，構(gòu)建區(qū)域特色創(chuàng)新體系，更好發(fā)揮技術(shù)創(chuàng)新對(duì)區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的作用。 西南區(qū)域具有豐富的水能、旅游文化、礦產(chǎn)資源，其特殊的地理生態(tài)環(huán)境和技術(shù)也為區(qū)域經(jīng)濟(jì)發(fā)展提供動(dòng)力支持，為了研究西南區(qū)域技術(shù)創(chuàng)新水平現(xiàn)狀和區(qū)域技術(shù)創(chuàng)新內(nèi)在的協(xié)調(diào)機(jī)制，在技術(shù)方法上本文首先分別用熵值法對(duì)區(qū)域的技術(shù)創(chuàng)新進(jìn)行評(píng)價(jià)，接著又采用正交投影法對(duì)區(qū)域技術(shù)創(chuàng)新各權(quán)重進(jìn)行一步分析，得出西南區(qū)域技術(shù)創(chuàng)新系統(tǒng)各指標(biāo)權(quán)重。最后，，在權(quán)重確定的基礎(chǔ)上對(duì)區(qū)域的技術(shù)創(chuàng)新能力和協(xié)調(diào)度進(jìn)行評(píng)價(jià)。在研究思路上，本文選取西南四省、市（重慶、四川、貴州、云南）作為研究空間地理環(huán)境，區(qū)域創(chuàng)新系統(tǒng)涉及到經(jīng)濟(jì)、社會(huì)、教育科研、技術(shù)產(chǎn)出等多方面，是區(qū)域各種資源要素綜合作用的結(jié)果，本文從經(jīng)濟(jì)支撐、社會(huì)環(huán)境、教育科研投入、技術(shù)產(chǎn)出四個(gè)方面設(shè)立區(qū)域的技術(shù)創(chuàng)新體系，并在四個(gè)子系統(tǒng)下分別設(shè)立5個(gè)子標(biāo)，以區(qū)域技術(shù)創(chuàng)新能力評(píng)價(jià)為著力點(diǎn)，并對(duì)區(qū)域技術(shù)創(chuàng)新系統(tǒng)內(nèi)協(xié)調(diào)性深入研究，通過2005-2012年西南四省市的區(qū)域創(chuàng)新及協(xié)調(diào)度的實(shí)證研究，在對(duì)西南四省、市的技術(shù)創(chuàng)新水平和協(xié)調(diào)度進(jìn)行綜合評(píng)價(jià)的基礎(chǔ)上，提出提升西南四省、市技術(shù)創(chuàng)新能力的政策建議，以期為西南區(qū)域的經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展提供理論和數(shù)據(jù)依據(jù)。
[Abstract]:At the same time, with the deepening of economic globalization, the original regional competition pattern has also been broken. Technological innovation as a booster to promote regional development has also received unprecedented attention. The level of a region's technological innovation capability undoubtedly represents the future development potential of this region, so in order to better adapt to local conditions. In order to make rational use of regional economy, society and resource environment, and to clarify the main factors and development trends that affect regional technical capability, we need to carry out rational planning and integration of regional economy and resource environment. This paper studies the structure and operation mechanism of regional innovation system, constructs regional characteristic innovation system, and exerts the function of technology innovation to the development of regional economy and society. Southwest region is rich in water energy, tourism culture, mineral resources, its special geographical ecological environment and technology also provide power support for regional economic development. In order to study the present situation of the technological innovation level and the internal coordination mechanism of the regional technological innovation in Southwest China, this paper firstly uses entropy method to evaluate the regional technological innovation. Then the orthogonal projection method is used to analyze the weights of regional technological innovation in one step, and the weight of each index of southwest regional technological innovation system is obtained. Finally. On the basis of weight determination, the paper evaluates the regional technological innovation ability and coordination degree. On the research ideas, this paper selects four southwest provinces and cities (Chongqing, Sichuan, Guizhou, Yunnan) as the spatial geographical environment. Regional innovation system involves many aspects, such as economy, society, educational scientific research, technological output and so on. It is the result of the comprehensive action of various regional resource elements. This paper focuses on economic support, social environment and educational scientific research input. The four aspects of technological output set up a regional technological innovation system, and set up five sub-marks under the four sub-systems, with the evaluation of regional technological innovation ability as the focus. And the coordination of regional technology innovation system in-depth study, through 2005-2012 in the four provinces and cities of regional innovation and coordination of the empirical study, in the southwest of the four provinces. On the basis of comprehensive evaluation of the level of technological innovation and coordination degree of the city, the paper puts forward some policy recommendations to improve the technological innovation ability of the four provinces and cities in southwest China. In order to provide theoretical and data basis for the coordinated economic and social development of southwest region.
