【摘要】：隨著世界經(jīng)濟一體化進程的深化，我國的經(jīng)濟發(fā)展正經(jīng)歷著一場重大的變革，以高技術和高科技為核心的戰(zhàn)略性新興產(chǎn)業(yè)已逐漸成為我國的支柱性產(chǎn)業(yè)。通過對國外成功的戰(zhàn)略性新興產(chǎn)業(yè)的生命周期進行細致研究，可以發(fā)現(xiàn)集聚是戰(zhàn)略性新興產(chǎn)業(yè)的最優(yōu)歸宿。構建一條集技術研發(fā)平臺、專利推廣平臺以及企業(yè)生產(chǎn)支持平臺為基礎的規(guī)模化鏈條是戰(zhàn)略性新興產(chǎn)業(yè)在實現(xiàn)集聚必經(jīng)之路，在政府支持力度逐漸削弱的今天，科技金融體系作為新興的支撐手段對三大平臺的搭建、運行具有重要的存在價值。 首先，戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的孵化期的主要任務是構建核心技術研發(fā)平臺，在此階段需要大量的資金投入，并且伴隨著巨大的風險；而在科技金融平臺加入后，無論是在資金的融通還是投入資金的保障方面都可以合理、快速、有效地得到解決。其次，專利推廣平臺的建立是一個企業(yè)乃至一個集群區(qū)成功的關鍵。知名度則是推廣平臺的命脈，所以在當金融機構與金融產(chǎn)品已深入人們的生活各方面的今天，科技金融體系憑借其自身的影響力可以有效助力專利技術的推廣。最后，企業(yè)生產(chǎn)支持平臺是戰(zhàn)略性新興產(chǎn)業(yè)實現(xiàn)成功集聚的決定性因素。生產(chǎn)環(huán)節(jié)是根本，要將專利技術成功轉(zhuǎn)化為有社會價值和需求的產(chǎn)品是企業(yè)購買專利之后的重中之重，但是在生產(chǎn)之前，會涉及到廠房租賃、人員雇傭以及流動資金等因素的干擾，所以說在這個環(huán)節(jié)，科技金融機構需要以其強大的資金量作為保障，盡量避免因資金不足而產(chǎn)生的社會整體價值的損失；而且在產(chǎn)品被生產(chǎn)出來以后，社會對該產(chǎn)品的認可度也是不確定性因素，所以科技金融機構提供的科技貸款補助等金融工具都會為企業(yè)提供有力的支持�？萍冀鹑谄脚_提供給企業(yè)的不僅是資金的支持還有管理方面的成功經(jīng)驗，同時科技金融體系也會為企業(yè)的科技投資提供保險、補助等專項支持。綜上所述，科技金融在戰(zhàn)略性新興產(chǎn)業(yè)實現(xiàn)集聚的過程中可以一直提供有針對性地支持與幫助。 目前為止多數(shù)學者研究領域主要涉及科技金融與區(qū)域經(jīng)濟，，在戰(zhàn)略性新興產(chǎn)業(yè)集聚方面的研究可以說處在一個起步階段，論文通過對戰(zhàn)略性新興產(chǎn)業(yè)集聚特征的深入研究，在分析貴州省科技金融發(fā)展現(xiàn)狀的基礎上，提出了與貴州省特征相符的戰(zhàn)略性新興產(chǎn)業(yè)集聚的機制安排，這體現(xiàn)了本文研究的學術價值；同時通過本文的研究，得到肯定性的研究結(jié)果為貴州省戰(zhàn)略性新興產(chǎn)業(yè)集聚的持續(xù)發(fā)展提供了理論依據(jù)，加快實現(xiàn)我省后發(fā)趕超的目標，這是本文研究的現(xiàn)實意義。
[Abstract]:With the deepening of the process of world economic integration, China's economic development is undergoing a major change. The strategic emerging industry with high technology and high technology as the core has gradually become the pillar industry of our country. Through the careful research on the life cycle of the successful strategic emerging industry abroad. It can be found that agglomeration is the best destination for strategic emerging industries. The large-scale chain based on patent promotion platform and enterprise production support platform is the only way for strategic emerging industries to realize agglomeration and weaken gradually in government support. As a new supporting means, S & T financial system has important existence value for the construction and operation of three major platforms. First of all, the main task of the incubation period of strategic emerging industries is to build a platform for research and development of core technologies, which requires a large amount of capital investment and is accompanied by huge risks. And after the entry of the sci-tech financial platform, whether in the financing or investment of the guarantee can be reasonable, fast, effective solution. Secondly. The establishment of patent promotion platform is the key to the success of an enterprise or even a cluster area. Popularity is the lifeblood of the promotion platform, so when the financial institutions and financial products have gone deep into all aspects of people's lives today. Science and technology financial system with its own influence can effectively contribute to the promotion of patent technology. Finally, the enterprise production support platform is the decisive factor for the successful agglomeration of strategic emerging industries, and the production link is the fundamental. To successfully transform patented technology into products with social value and demand is the most important thing for enterprises to purchase patents, but before production, it will involve the leasing of factory buildings. Personnel employment and liquidity and other factors interference, so in this link, science and technology financial institutions need to take its strong financial amount as a guarantee, try to avoid the loss of the overall social value caused by insufficient funds; And after the product is produced, the social recognition of the product is also a factor of uncertainty. Therefore, the financial instruments such as science and technology loan subsidies provided by scientific and technological financial institutions will provide strong support for enterprises. The scientific and technological financial platform provides enterprises not only with financial support but also with successful management experience. At the same time, the S & T financial system will also provide insurance, subsidies and other special support for enterprises' investment in science and technology. Science and technology finance can provide targeted support and help in the process of realizing agglomeration of strategic emerging industries. Up to now, most of the scholars' research fields are mainly related to science and technology finance and regional economy, and the research on strategic emerging industrial agglomeration can be said to be at an initial stage. Through the in-depth study of the characteristics of strategic emerging industry agglomeration, based on the analysis of the current situation of science and technology finance development in Guizhou Province, the paper puts forward the mechanism arrangement of strategic emerging industry agglomeration in line with the characteristics of Guizhou Province. This reflects the academic value of this study; At the same time, through the study of this paper, the positive results of the study provide a theoretical basis for the sustainable development of strategic emerging industrial agglomeration in Guizhou Province, and accelerate the realization of the goal of catching up with and catching up with the late development of Guizhou Province. This is the practical significance of this study.
