【摘要】:高速鐵路的建設(shè)帶動了沿線區(qū)域經(jīng)濟的發(fā)展,成為區(qū)域發(fā)展的新動力,但同時也對環(huán)境也產(chǎn)生了巨大的影響和壓力。雖然高鐵項目的環(huán)境影響評價越來越受到人們的重視,高鐵環(huán)評在研究內(nèi)容和程序上都有了進一步的完善與規(guī)范,但對高鐵區(qū)域進行環(huán)境累積拉動效應(yīng)評價則很少涉及,而高鐵區(qū)域的環(huán)境影響在空間和時間范圍內(nèi)產(chǎn)生的累積拉動效應(yīng),即過去、現(xiàn)在以及未來建設(shè)項目在時空范圍上超出區(qū)域環(huán)境系統(tǒng)閾值時所造成的長期、持續(xù)的影響是不容忽視的。因此,研究高鐵區(qū)域環(huán)境累積拉動效應(yīng)評價方法具有十分重要的現(xiàn)實意義。 在分析整理國內(nèi)外文獻資料的基礎(chǔ)上,提出環(huán)境累積效應(yīng)評價的新內(nèi)涵,并且對累積效應(yīng)評價方法進行分析比較,研究以二氧化碳為代表的碳排放拉動效應(yīng),,為環(huán)境累積拉動效應(yīng)評價模型研究奠定理論基礎(chǔ)。 再次,結(jié)合高鐵區(qū)域環(huán)境系統(tǒng)的特征,建立系統(tǒng)動力學(xué)模型。將區(qū)域系統(tǒng)劃分為經(jīng)濟、環(huán)境與污染三個子系統(tǒng),每個子系統(tǒng)又細化為若干個狀態(tài)指標。建立各系統(tǒng)間各狀態(tài)指標間的反饋關(guān)系。在此基礎(chǔ)上運用矩陣法、層次分析法、環(huán)境承載力分析法等技術(shù)方法建立環(huán)境累積效應(yīng)綜合評價模型,通過區(qū)域環(huán)境閾值進行環(huán)境累積效應(yīng)評價分析。同時結(jié)合機會成本理論建立高鐵區(qū)域碳排放拉動效應(yīng)評價模型,定量計算碳排放總量及機會成本。 最后以長益常城際鐵路長益段為例對高鐵區(qū)域環(huán)境累積拉動效應(yīng)評價方法進行實例研究,在累積拉動效應(yīng)評價的基礎(chǔ)上提出環(huán)境保護的相關(guān)措施,進一步深化環(huán)境累積拉動效應(yīng)評價方法研究。 論文為高鐵區(qū)域環(huán)境累積拉動效應(yīng)評價的相關(guān)理論與方法研究提供了有益的參考,也為高鐵區(qū)域環(huán)境系統(tǒng)的監(jiān)測研究提供了新的方向。
[Abstract]:The construction of high-speed railway has driven the development of regional economy along the line, and has become a new driving force for regional development. But at the same time, it also has a great impact and pressure on the environment. Although more and more attention has been paid to the environmental impact assessment of high-speed rail projects, the research content and procedures of high-speed rail environmental impact assessment have been further improved and standardized. However, the environmental cumulative pull effect evaluation of high-speed rail area is rarely involved, and the environmental impact of high-speed rail area in the space and time range of cumulative pull effect, that is, the past. The long-term and sustained impact of the present and future construction projects beyond the threshold of the regional environmental system in time and space is not to be ignored. It is of great practical significance to study the evaluation method of environmental cumulative pull effect in high-speed region. Based on the analysis of domestic and foreign literature, the new connotation of environmental cumulative effect evaluation is put forward, and the evaluation method of cumulative effect is analyzed and compared, and the carbon emission pull effect represented by carbon dioxide is studied. It lays a theoretical foundation for the evaluation model of environmental cumulative pull effect. Thirdly, based on the characteristics of high-speed rail regional environmental system, the system dynamics model is established, and the regional system is divided into three subsystems: economy, environment and pollution. Each subsystem is further refined into a number of state indicators. The feedback relationship between the state indicators of each system is established. On this basis, matrix method and analytic hierarchy process (AHP) are used. The comprehensive evaluation model of environmental cumulative effect is established by the method of environmental carrying capacity analysis and other technical methods. The environmental cumulative effect is evaluated by the regional environmental threshold, and the evaluation model of the regional carbon pull effect is established based on the opportunity cost theory to quantitatively calculate the total amount of carbon emissions and the opportunity cost. Finally, taking Changyi section of Changyi-Changzhou-Changyi Railway as an example, the paper studies the evaluation method of environmental cumulative pull effect in high-speed rail area, and puts forward the relevant measures of environmental protection on the basis of the evaluation of cumulative pull effect. Further deepening the environmental cumulative pull effect evaluation method. This paper provides a useful reference for the research on the theory and method of environmental cumulative pull effect evaluation in high-speed rail region, and also provides a new direction for the monitoring research of regional environmental system of high-speed rail.
