【摘要】：世界經(jīng)濟(jì)一體化的快速發(fā)展，為中國(guó)經(jīng)濟(jì)提供了巨大的發(fā)展機(jī)遇，同時(shí)也使中國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展面臨諸多新問(wèn)題、新挑戰(zhàn)。在國(guó)內(nèi)經(jīng)濟(jì)快速發(fā)展的同時(shí)，如何更好地與世界各國(guó)通過(guò)合作而協(xié)調(diào)發(fā)展，成為當(dāng)今中國(guó)經(jīng)濟(jì)建設(shè)的一個(gè)重大課題。 地處中俄邊境的黑龍江省東寧縣，對(duì)俄經(jīng)濟(jì)、文化、政治等方面的交流合作有著悠久的歷史。進(jìn)入二十一世紀(jì)以來(lái)，，中俄戰(zhàn)略協(xié)作伙伴關(guān)系得以逐步確立與穩(wěn)固，而俄羅斯遠(yuǎn)東地區(qū)開(kāi)發(fā)計(jì)劃與中國(guó)振興東北老工業(yè)基地計(jì)劃的實(shí)施，把東寧縣推到了中俄經(jīng)貿(mào)合作發(fā)展的最前沿。本文以東寧縣中俄地方合作基地建設(shè)為研究對(duì)象，在實(shí)地調(diào)研的基礎(chǔ)上，深入分析其建設(shè)現(xiàn)狀和基地建設(shè)的有利條件及面臨的問(wèn)題，并借鑒已有的研究成果，提出了具有操作性的中俄合作基地建設(shè)構(gòu)想和保障措施。 東寧縣中俄地方合作基地地處國(guó)際大通道的樞紐位置，具備扎實(shí)的對(duì)俄開(kāi)放基礎(chǔ)，在國(guó)家、省市政策的支持以及市縣兩級(jí)政府著眼于“中俄地方合作大平臺(tái)、東北亞國(guó)際貿(mào)易大通道、跨境連鎖加工大基地”構(gòu)建框架下，東寧縣中俄地方合作基地建設(shè)取得了良好進(jìn)展。當(dāng)前，東寧縣中俄地方合作基地建設(shè)具有區(qū)位優(yōu)勢(shì)明顯、對(duì)俄開(kāi)放基礎(chǔ)扎實(shí)和與俄方有較高的產(chǎn)業(yè)關(guān)聯(lián)度等有利條件，但也面臨著企業(yè)主體制約、金融信貸制約、通道制約以及觀念制約等方面的問(wèn)題。在未來(lái)的基地建設(shè)中，應(yīng)盡力發(fā)揮有利條件，克服存在的問(wèn)題，從創(chuàng)建中俄地方合作服務(wù)中心、建設(shè)東北亞國(guó)際經(jīng)貿(mào)通道、做大對(duì)俄農(nóng)業(yè)綜合開(kāi)發(fā)等方面著手，積極整合對(duì)俄合作項(xiàng)目，形成優(yōu)勢(shì)互補(bǔ)的產(chǎn)業(yè)格局；建設(shè)現(xiàn)代金融體系，拓寬基地建設(shè)資金流通渠道；建立長(zhǎng)效會(huì)晤機(jī)制，推動(dòng)地方合作全面升級(jí)；密切與俄人文交流，營(yíng)造地方合作良好氛圍，不斷提高基地建設(shè)水平，推動(dòng)?xùn)|寧縣縣域經(jīng)濟(jì)乃至黑龍江省對(duì)俄經(jīng)濟(jì)大發(fā)展。
[Abstract]:The rapid development of world economic integration provides great opportunities for the development of Chinese economy, and at the same time, it also makes China's economic and social development face many new problems and challenges. At the same time, the rapid development of domestic economy is at the same time. How to better coordinate development with other countries through cooperation has become an important topic in China's economic construction. Dongning County of Heilongjiang Province, which is located on the border between China and Russia, has a long history of economic, cultural and political exchanges and cooperation to Russia since 21th century. The strategic cooperative partnership between China and Russia has been gradually established and consolidated, while the development plan of the Russian far East and the implementation of China's plan to revitalize the old industrial base in Northeast China. Dongning County has been pushed to the forefront of the development of Sino-Russian economic and trade cooperation. This paper takes the construction of Sino-Russian local cooperation base in Dongning County as the research object on the basis of field investigation. This paper deeply analyzes the present situation of the construction, the favorable conditions and the problems faced by the construction of the base, and draws lessons from the existing research results, and puts forward an operational conception and guarantee measures for the construction of the Sino-Russian cooperative base. Dongning County Sino-Russian local cooperation base is located in the hub of the international corridor, with a solid foundation of opening to Russia, in the country, provincial and municipal policy support and municipal and county level government focus on "Sino-Russian local cooperation platform." Under the framework of the construction of Northeast Asia international trade channel and cross-border chain processing base, the construction of Sino-Russian local cooperative base in Dongning County has made good progress. The construction of Sino-Russian local cooperative base in Dongning County has obvious regional advantages, solid foundation of opening to Russia and higher industrial correlation with Russia, but it also faces the constraints of the main body of enterprises and the restriction of financial credit. In the future construction of the base, we should try our best to give full play to the favorable conditions and overcome the existing problems, from the establishment of the Sino-Russian local cooperation service center. To construct the international economic and trade channel of Northeast Asia, to expand the comprehensive development of agriculture to Russia, and to actively integrate the cooperation projects with Russia to form an industrial pattern of complementary advantages; To construct modern financial system and widen the circulation channels of capital for base construction; Establish a long-term meeting mechanism to promote the overall upgrading of local cooperation; Close cultural exchanges with Russia, create a good atmosphere of local cooperation, constantly improve the level of base construction, and promote the Dongning County county economy and even Heilongjiang Province to Russia's economic development.
