【摘要】:隨著區(qū)域經(jīng)濟(jì)的快速發(fā)展,對(duì)包括電力能源等基礎(chǔ)配套設(shè)施的建設(shè)日趨緊迫。電力是國(guó)家經(jīng)濟(jì)發(fā)展的支撐和基礎(chǔ),在經(jīng)濟(jì)社會(huì)發(fā)展中起著重要的保障作用,是推動(dòng)區(qū)域和地區(qū)經(jīng)濟(jì)發(fā)展的先導(dǎo)力量。近年來,隨著天津?yàn)I海新區(qū)的進(jìn)一步改革深化,許多項(xiàng)目陸續(xù)落戶到各大功能區(qū),隨著項(xiàng)目的陸續(xù)開工上馬,對(duì)區(qū)域變配電設(shè)施建設(shè)進(jìn)度提出了更高更快的要求。 作者親身參與臨港工業(yè)港區(qū)2#35KV變電站的開發(fā)建設(shè),在此基礎(chǔ)上結(jié)合項(xiàng)目管理知識(shí)體系中的進(jìn)度管理理論來研究如何將其運(yùn)用到電力相關(guān)工程進(jìn)度控制的計(jì)劃與實(shí)踐等環(huán)節(jié)中。要充分發(fā)揮進(jìn)度控制理論在解決工程整體時(shí)間控制問題的作用。在運(yùn)用工程整體進(jìn)度控制理論的同時(shí),還應(yīng)綜合項(xiàng)目管理的理論,考慮工程進(jìn)度、質(zhì)量和投資的整體優(yōu)化,進(jìn)一步提高進(jìn)度管理的信息化,以便在今后工程的進(jìn)度控制中提供借鑒。 本文首先分析了進(jìn)行變電站進(jìn)度管理的目的和意義以及國(guó)際國(guó)內(nèi)項(xiàng)目進(jìn)度管理應(yīng)用現(xiàn)狀。在此基礎(chǔ)上,本人進(jìn)行臨港工業(yè)港區(qū)2#35KV變電站進(jìn)度計(jì)劃編制,以工作分解結(jié)構(gòu)為基礎(chǔ),按照定義活動(dòng)、對(duì)活動(dòng)進(jìn)行排序、資源評(píng)估、時(shí)間估計(jì)以編制工程項(xiàng)目計(jì)劃,用來有效地對(duì)臨港工業(yè)區(qū)2#35KV變電站工程進(jìn)度管理過程進(jìn)行分析。在臨港工業(yè)港區(qū)2#35KV變電站工程進(jìn)度控制體系中,敘述了進(jìn)度計(jì)劃的內(nèi)容、編制與實(shí)施、檢查、調(diào)整;分析了需要控制的各種因素,以及應(yīng)用文件控制、合同控制和工程協(xié)調(diào)控制等方法來落實(shí)項(xiàng)目計(jì)劃。在項(xiàng)目進(jìn)度控制中,利用雙代號(hào)網(wǎng)絡(luò)圖,,找出該項(xiàng)目關(guān)鍵路徑,并加以控制。在工程實(shí)施過程中,對(duì)多方面影響因素分析,優(yōu)化網(wǎng)絡(luò)計(jì)劃。最后,針對(duì)臨港工業(yè)港區(qū)2#35KV變電站工程進(jìn)度管理中存在的不足和問題,提出了合理有效的優(yōu)化舉措,以保證項(xiàng)目按計(jì)劃進(jìn)行。
[Abstract]:With the rapid development of regional economy, the construction of basic facilities, including power energy, is becoming more and more urgent. Electricity is the support and foundation of national economic development and plays an important role in the economic and social development. In recent years, with the further reform and deepening of Tianjin Binhai New area, many projects have been settled into the major functional areas, and started with the start of the project. Higher and faster requirements for the construction of regional substation and distribution facilities are put forward. The author personally participated in the development and construction of #235KV substation in the port industrial port area. On this basis, combining with the schedule management theory in the knowledge system of project management, how to apply it to the planning and practice of electric power related engineering progress control is studied. The theory of schedule control should be brought into full play in solving the problems of engineering. The function of the whole time control problem. At the same time using the whole progress control theory of the project. It is also necessary to integrate the theory of project management, consider the overall optimization of project schedule, quality and investment, and further improve the informatization of schedule management, so as to provide a reference for future project schedule control. This paper first analyzes the purpose and significance of substation schedule management and the status quo of domestic and international project schedule management. I carried on the industrial port area 2#35KV substation progress plan, based on the work breakdown structure, according to the defined activities, the order of activities, resource evaluation. Time estimate to prepare project plan. It is used to effectively analyze the progress management process of the 2#35KV substation project in Lingang Industrial Zone. In the progress control system of the 2#35KV substation in the port industrial port area, the contents of the progress plan are described. Make and implement, check and adjust; This paper analyzes various factors that need to be controlled, and applies the methods of file control, contract control and engineering coordination control to implement the project plan. In the project schedule control, the double code network diagram is used. Find out the key path of the project and control it. In the process of project implementation, analyze the various factors affecting the project, optimize the network plan. Finally. In view of the shortcomings and problems existing in the project schedule management of the 2#35KV substation in the port industrial port area, reasonable and effective optimization measures are put forward to ensure that the project is carried out according to the plan.
