【摘要】:二十一世紀(jì)人類(lèi)社會(huì)已然踏進(jìn)知識(shí)經(jīng)濟(jì)時(shí)代,促進(jìn)經(jīng)濟(jì)健康快速發(fā)展是各國(guó)的首要任務(wù),國(guó)際間競(jìng)爭(zhēng)日益激烈,競(jìng)爭(zhēng)的實(shí)質(zhì)就是科技型人才的競(jìng)爭(zhēng)。一個(gè)國(guó)家經(jīng)濟(jì)的可持續(xù)發(fā)展需要通過(guò)不斷的技術(shù)創(chuàng)新來(lái)推動(dòng),科技型人才作為技術(shù)創(chuàng)新的主體,,是企業(yè)和地區(qū)塑造創(chuàng)新與創(chuàng)造能力的關(guān)鍵所在,科技型人才的聚集所產(chǎn)生的聚集效應(yīng),對(duì)于科技人才在創(chuàng)新活動(dòng)中能否完全施展其才智起著顯著的促進(jìn)作用。另一方面,國(guó)家對(duì)高技術(shù)產(chǎn)業(yè)的成長(zhǎng)壯大也十分重視,并把它作為促進(jìn)國(guó)民經(jīng)濟(jì)發(fā)展的戰(zhàn)略先導(dǎo)性產(chǎn)業(yè)。高技術(shù)產(chǎn)業(yè)重視科學(xué)與技術(shù)的創(chuàng)新,是社會(huì)發(fā)展前進(jìn)不可或缺的推進(jìn)器,對(duì)勞動(dòng)力生產(chǎn)率的提高和產(chǎn)業(yè)構(gòu)成的改造升級(jí)都有明顯的推進(jìn)作用。國(guó)與國(guó)之間的競(jìng)爭(zhēng)力的提升離不開(kāi)高技術(shù)產(chǎn)業(yè)的發(fā)展,而高技術(shù)產(chǎn)D業(yè)的發(fā)展離不開(kāi)科技型人才的支持?萍夹腿瞬抛鳛榭萍紕(chuàng)新的主體,對(duì)于承載科技創(chuàng)新主要任務(wù)的高技術(shù)產(chǎn)業(yè)研發(fā)效率是否有明顯的促進(jìn)作用,在很大程度上影響著我國(guó)高技術(shù)產(chǎn)業(yè)的健康快速發(fā)展。 本文首先通過(guò)對(duì)人才聚集效應(yīng)進(jìn)行文獻(xiàn)梳理,明確了其內(nèi)涵與特征,并結(jié)合高技術(shù)產(chǎn)業(yè)研發(fā)效率的研究綜述,明確了它的內(nèi)涵及分析路徑;然后文章使用人口遷移理論與聚集經(jīng)濟(jì)理論對(duì)科技型人才聚集效應(yīng)的內(nèi)涵與特點(diǎn)開(kāi)展了剖析界定,通過(guò)層次分析法構(gòu)造了科技型人才聚集效應(yīng)的指標(biāo)體系,并選取科技型人才聚集的知識(shí)溢出效應(yīng)、集體學(xué)習(xí)效應(yīng)、創(chuàng)新效應(yīng)和規(guī)模效應(yīng)分析了其對(duì)高技術(shù)產(chǎn)業(yè)研發(fā)效率的影響機(jī)制。最后,本文通過(guò)隨機(jī)前沿分析方法對(duì)科技型人才聚集效應(yīng)對(duì)高技術(shù)產(chǎn)業(yè)研發(fā)效率的影響進(jìn)行實(shí)證分析,測(cè)算出全國(guó)28省市在2002-2012年間的高技術(shù)產(chǎn)業(yè)研發(fā)效率,目的是論證科技型人才聚集如何推動(dòng)增進(jìn)科學(xué)技術(shù)的創(chuàng)新提高與區(qū)域經(jīng)濟(jì)的發(fā)展,以及在推動(dòng)高技術(shù)產(chǎn)業(yè)研發(fā)效率的增長(zhǎng)方面是否有明顯的作用,并以此為依據(jù)提出相應(yīng)的對(duì)策和建議,來(lái)促進(jìn)高科技型人才聚集效應(yīng)、推動(dòng)研發(fā)效率增長(zhǎng)。 本文力圖通過(guò)此研究,說(shuō)明區(qū)域科技型人才聚集效應(yīng)對(duì)于區(qū)域高技術(shù)產(chǎn)業(yè)發(fā)展的推動(dòng)作用,為政府優(yōu)化區(qū)域科技型人力資源配置,提升高技術(shù)產(chǎn)業(yè)研發(fā)效率提供決策依據(jù)。
[Abstract]:In twenty-first Century, the human society has entered the era of knowledge economy, promote the healthy and rapid economic development is the primary task of all countries, the international competition is becoming increasingly fierce, the competition is the essence of science and technology talents competition. A sustainable development of national economy needs to push through technical innovation, science and technology talents as the main body of technological innovation is the key. The enterprise and the shape of the region innovation and creation ability, the aggregation effect of technological talent aggregation caused, for technical personnel in innovation activities can fully display their talents play a significant role in promoting. On the other hand, the national growth of high-tech industry growth also attaches great importance to, and take it as a strategy to promote the pilot of industry of the national economy. High tech industry attaches great importance to innovation of science and technology, social development is an integral part of the forward propeller, the labor force of students A rise in the yield of upgrading and industry have obvious promoting effect. Between country and country competitiveness cannot do without the development of the high technology industry, and develop high technology production of D industry cannot do without the support of science and technology talents. The science and technology talents as the main body of technological innovation, whether there is a obvious promotion effect of technological innovation on the bearing the main task of the high technology industry development efficiency has a great influence on China's high technology industry healthy and rapid development.
This paper first reviews through the aggregation of talent, defines its connotation and characteristics, and combined with the research efficiency of research and development of high technology industry, clear connotation and path analysis of its connotation and characteristics; then the population migration theory and cluster economy theory on the effect of technological talent aggregation type people carried out to analyze the definition. Through the AHP index system of scientific talent accumulation method, and selects the knowledge spillover effect of technological talent aggregation, collective learning effect, innovation effect and scale effect analysis of the mechanism of its effects on high technology industry research and development efficiency. Finally, this paper through the stochastic frontier analysis method of influence of technological talent aggregation effect the efficiency of research and development of high technology industry for empirical analysis, estimates of 28 provinces and cities in 2002-2012 years, the high technology industry development efficiency is on Certificate of technological talent aggregation how to promote the development of science and technology and innovation to improve the promotion of regional economy, and to promote the efficiency of research and development of high tech industry growth has obvious effect, and on this basis put forward the corresponding countermeasures and suggestions to promote high-tech talents agglomeration effect, promote the development efficiency of growth.
This paper tries to illustrate the promoting effect of regional science and technology talent aggregation on the development of regional high-tech industry, and provide a decision-making basis for the government to optimize the allocation of regional science and technology human resources and improve the R & D efficiency of high-tech industries.
