【摘要】：扭轉(zhuǎn)貧富差距拉大是我國現(xiàn)階段經(jīng)濟發(fā)展中的一項重要任務,貧富差距懸殊的資源型區(qū)域尤其值得關注。文章基于礦業(yè)收益分配使用的偏差性分析了資源型區(qū)域多維貧富差距的形成,礦業(yè)收益的波動在"荷蘭病"效應下帶來了行業(yè)貧富差距,礦業(yè)收益分配的耗散在貪婪效應下導致了"利益群體—普通民眾"貧富差距,礦業(yè)收益誤用中財富配置的空間效應導致了城鄉(xiāng)收入差距的拉大,"資源詛咒"效應導致了資源型區(qū)域與非資源型區(qū)域的貧富差距。山西的煤炭開發(fā)歷程也顯示了資源型區(qū)域多維度貧富差距的存在。貧富差距的原因主要在于礦業(yè)開發(fā)主導的資源型經(jīng)濟缺乏包容性、普惠性,基于此,從包容性增長的視角提出了治理資源型區(qū)域貧富差距的思路:通過調(diào)節(jié)礦業(yè)繁榮縮小行業(yè)貧富差距,礦業(yè)收益共享治理"利益群體—普通民眾"貧富差距,優(yōu)化礦業(yè)收益使用的空間布局實現(xiàn)城鄉(xiāng)協(xié)調(diào)發(fā)展,破解"資源詛咒"提升資源型區(qū)域經(jīng)濟發(fā)展水平。
[Abstract]:Reversing the widening gap between the rich and the poor is an important task in China's economic development at the present stage. Based on the deviation of the distribution and use of mining income, the paper analyzes the formation of multidimensional wealth gap in resource-based regions. The fluctuation of mining income has brought the gap between the rich and the poor in the industry under the effect of "Dutch disease", and the dissipation of the distribution of mining income has led to the gap between the rich and the poor of the "benefit group-ordinary people" under the greedy effect. The spatial effect of wealth allocation in the misuse of mining income leads to the widening of income gap between urban and rural areas. Resource curse. The process of coal exploitation in Shanxi also shows the existence of multi-dimensional gap between rich and poor in resource-based regions. The main reason for the gap lies in the mining industry development of the main reasons for the gap between rich and poor in resource-based regions and non-resource-based regions. The resource-based economy lacks inclusiveness. Inclusive, based on this, from the perspective of inclusive growth, this paper puts forward the idea of managing the gap between the rich and the poor in resource-based regions: to narrow the gap between the rich and the poor in the industry by adjusting the prosperity of the mining industry. Mining revenue sharing can improve the gap between the rich and the poor, optimize the spatial distribution of mining income and realize the coordinated development of urban and rural areas, and break the curse of resources to improve the level of regional economic development.
