【摘要】：隨著社會(huì)經(jīng)濟(jì)的發(fā)展,作為第三產(chǎn)業(yè)的旅游業(yè)愈發(fā)壯大,許多地方乘船觀光旅游紛紛出現(xiàn),形成了各色各樣的以船舶為游覽工具的旅游航區(qū),這些旅游航區(qū)在滿足游客或者市場(chǎng)需求,增加地方經(jīng)濟(jì)方面,作出了很大貢獻(xiàn),但是,在安全監(jiān)管方面,也存在一些隱患和問題。旅游航區(qū)水上安全監(jiān)管屬于海事管理的重要組成部分,許多水上交通安全管理理論也適用于旅游航區(qū)的管理。 本文選取了舉世聞名的漓江旅游航區(qū)作為研究對(duì)象,漓江旅游航區(qū)屬于內(nèi)河旅游航區(qū),它既具有內(nèi)河一般航區(qū)的相關(guān)特征,也具備旅游航區(qū)的特點(diǎn)：受季節(jié)性影響、涉及職能部門眾多、社會(huì)影響力大、與地方經(jīng)濟(jì)密切等。本文通過閱讀大量的文獻(xiàn)資料和實(shí)地調(diào)查研究,綜合運(yùn)用水上交通安全管理理論和新公共理論的一些知識(shí)和先進(jìn)理念,首先詳細(xì)分析了漓江航區(qū)船舶、船員、通航環(huán)境、水上監(jiān)管機(jī)構(gòu)的基本現(xiàn)狀；接著挖掘提煉出漓江航區(qū)現(xiàn)存的部門職能交叉、排筏監(jiān)管、自然條件、防止船舶污染大氣和水質(zhì)、水上搜救等5個(gè)問題,并透過現(xiàn)象看本質(zhì),深刻闡述了產(chǎn)生這些問題的深層次原因,這些原因中包括自然環(huán)境方面的原因,而更多的是人為原因,受經(jīng)濟(jì)利益的誘惑和驅(qū)使；最后,針對(duì)漓江航區(qū)這5個(gè)熱點(diǎn)難點(diǎn)問題,提出了漓江航區(qū)行政體制改革、如何滿足“市場(chǎng)”或者“顧客”需求、如何更好地為公眾提供海事公共物品或服務(wù)等許多很有實(shí)際意義的建議。為漓江航區(qū)的水上交通安全監(jiān)管決策提供了一個(gè)很好的參考,也為其他旅游航區(qū)防范和避免出現(xiàn)類似問題提供了寶貴經(jīng)驗(yàn)。
[Abstract]:With the development of social economy, the tourism industry, as the tertiary industry, has become more and more strong, and many places have appeared by boat sightseeing tourism, forming a variety of tourist navigation areas with ships as tourist tools. These tourist navigation areas have made great contributions to meet the needs of tourists or the market and increase the local economy, but there are also some hidden dangers and problems in safety supervision. The supervision and control of water safety in tourist navigation area is an important part of maritime management, and many theories of water traffic safety management are also applicable to the management of tourist navigation area. In this paper, the world-famous Lijiang River tourist navigation area is selected as the research object. The Lijiang River tourist navigation area belongs to the inland river tourist navigation area, which not only has the related characteristics of the inland river general navigation area, but also has the characteristics of the tourist navigation area: affected by seasonality. Involved in a large number of functional departments, social influence, close to the local economy and so on. Through reading a large number of literature and field investigation and research, this paper makes comprehensive use of some knowledge and advanced concepts of water traffic safety management theory and new public theory. Firstly, the ship, crew and navigation environment of Lijiang River navigation area are analyzed in detail. The basic situation of water regulatory bodies; Then it excavates and abstracts five problems, such as the cross functions of the existing departments in the Lijiang River navigation area, raft discharge supervision, natural conditions, preventing ships from polluting the atmosphere and water quality, water search and rescue, etc., and looking at the essence through the phenomenon. This paper deeply expounds the deep-seated causes of these problems, including the reasons of the natural environment, and more are man-made reasons, which are tempted and driven by economic interests. Finally, in view of the five hot and difficult problems in the Lijiang River navigation area, this paper puts forward the reform of the administrative system of the Lijiang River navigation area, and how to meet the needs of the "market" or "customers". How to better provide the public with maritime public goods or services and other very practical suggestions. It provides a good reference for the supervision and decision of water traffic safety in Lijiang River navigation area, and also provides valuable experience for other tourist navigation areas to prevent and avoid similar problems.
