【摘要】：隨著旅游業(yè)的迅猛發(fā)展，旅游業(yè)在國民經(jīng)濟、社會發(fā)展中的地位和作用日益突出，旅游業(yè)的優(yōu)勢得到越來越廣泛的體現(xiàn)。山東半島藍(lán)色經(jīng)濟區(qū)的打造，是從國家宏觀戰(zhàn)略層面對于山東省新的戰(zhàn)略定位，其為經(jīng)濟區(qū)內(nèi)旅游業(yè)發(fā)展帶來了新的戰(zhàn)略契機和廣大的發(fā)展空間。研究山東半島藍(lán)色經(jīng)濟區(qū)旅游投資環(huán)境對于促進經(jīng)濟區(qū)吸引外來旅游投資，進而促進經(jīng)濟區(qū)旅游業(yè)發(fā)展意義重大。 旅游投資環(huán)境研究是為投資旅游業(yè)決策提供科學(xué)依據(jù)的過程，是投資旅游業(yè)前的重要準(zhǔn)備工作。在參考大量國內(nèi)外相關(guān)領(lǐng)域文獻資料的基礎(chǔ)上，運用定性分析與定量分析結(jié)合的方法，進一步對山東半島藍(lán)色經(jīng)濟區(qū)總體及各市旅游投資環(huán)境進行評價研究，在此基礎(chǔ)上，得出山東半島藍(lán)色經(jīng)濟區(qū)總體及各市旅游投資環(huán)境狀況的優(yōu)勢和劣勢。并探尋改善其旅游投資環(huán)境的對策。 文章分四大部分對山東半島藍(lán)色經(jīng)濟區(qū)旅游投資環(huán)境進行評價： 第一部分（第一、二章）：本部分闡述了研究背景、目的和意義，并指出了全文的寫作思路。闡述了投資環(huán)境及旅游投資環(huán)境的研究現(xiàn)狀，回顧了國內(nèi)外相關(guān)的研究進展，然后論述了旅游投資環(huán)境評價的相關(guān)理論，并對研究方法做了一定的歸納總結(jié)。 第二部分（第三章）：本部分先就山東半島藍(lán)色經(jīng)濟區(qū)旅游投資環(huán)境的一般要素：政治與法律環(huán)境、自然環(huán)境、經(jīng)濟環(huán)境、基礎(chǔ)設(shè)施環(huán)境和社會文化環(huán)境逐一進行分析。然后針對山東半島藍(lán)色經(jīng)濟區(qū)旅游投資環(huán)境專項要素：旅游資源狀況、旅游業(yè)發(fā)展?fàn)顩r、旅游市場狀況進行分析。 第三部分（第四章）：本部分依據(jù)評價原則，選取合適的評價指標(biāo)，構(gòu)建區(qū)內(nèi)旅游投資環(huán)境評價指標(biāo)體系，運用均方差決策法確定各指標(biāo)權(quán)重和計算經(jīng)濟區(qū)內(nèi)各市綜合得分，，得出山東半島藍(lán)色經(jīng)濟區(qū)各市旅游投資環(huán)境狀況的排名，并對各城市進行簡單點評。 第四部分（第五章）：本部分結(jié)合實際，提出優(yōu)化山東半島藍(lán)色經(jīng)濟區(qū)旅游投資環(huán)境的對策與措施。
[Abstract]:With the rapid development of tourism, the position and role of tourism in the development of national economy and society are becoming more and more prominent, and the advantages of tourism are more and more widely reflected. The building of the blue economic zone of Shandong Peninsula is a new strategic orientation for Shandong Province from the national macro-strategic level, which brings new strategic opportunities and vast development space for the development of tourism in the economic zone. It is of great significance to study the tourism investment environment of the blue economic zone of Shandong Peninsula in order to promote the economic zone to attract foreign tourism investment and then promote the development of tourism in the economic zone. Tourism investment environment research is a process to provide scientific basis for investment tourism decision-making, and it is an important preparatory work before investment in tourism. On the basis of referring to a large number of literature in relevant fields at home and abroad, this paper further evaluates and studies the overall blue economic zone of Shandong Peninsula and the tourism investment environment of each city by using the method of qualitative analysis and quantitative analysis. The advantages and disadvantages of the blue economic zone of Shandong Peninsula and the tourism investment environment of each city are obtained. And explore the countermeasures to improve its tourism investment environment. This paper evaluates the tourism investment environment of Shandong Peninsula Blue Economic Zone in four parts: the first part (chapter I, chapter 2): this part expounds the research background, purpose and significance, and points out the writing ideas of the full text. This paper expounds the research status of investment environment and tourism investment environment, reviews the relevant research progress at home and abroad, and then discusses the relevant theories of tourism investment environment evaluation, and makes a certain summary of the research methods. The second part (chapter III): this part first analyzes the general elements of tourism investment environment in blue economic zone of Shandong Peninsula: political and legal environment, natural environment, economic environment, infrastructure environment and social and cultural environment one by one. Then it analyzes the special elements of tourism investment environment in blue economic zone of Shandong Peninsula: tourism resources, tourism development and tourism market. The third part (chapter IV): according to the evaluation principle, this part selects the appropriate evaluation index, constructs the evaluation index system of the tourism investment environment in the area, uses the mean variance decision method to determine the weight of each index and calculates the comprehensive score of each city in the economic zone. The ranking of tourism investment environment in blue economic zone of Shandong Peninsula is obtained, and the cities are briefly commented. The fourth part (Chapter V): combined with the reality, this part puts forward the countermeasures and measures to optimize the tourism investment environment of Shandong Peninsula Blue Economic Zone.
