基于旅游地產(chǎn)的新型農(nóng)村社區(qū)建設(shè)研究

【摘要】:自改革開放以來,我國社會、經(jīng)濟各方面均呈現(xiàn)出了快速發(fā)展的形態(tài),而這樣的發(fā)展出現(xiàn)了不均衡的態(tài)勢。廣大的農(nóng)村地區(qū)在社會經(jīng)濟建設(shè)等方面發(fā)展相對滯后的現(xiàn)象日趨嚴重,雖然近年來國家大力扶植三農(nóng)建設(shè),農(nóng)民溫飽問題業(yè)已解決,但隨著時代的進步和農(nóng)民意識的覺醒,基礎(chǔ)設(shè)施和公共服務(wù)的匱乏等問題日益突出。生產(chǎn)條件、生活環(huán)境、發(fā)展保障等方面的改善都是農(nóng)民在新時代背景下提出的更高要求。近十年間我國大力推行的新型城鎮(zhèn)化以及新型農(nóng)村社區(qū)建設(shè)就是順應(yīng)了這一要求,既有利于我國社會的轉(zhuǎn)型發(fā)展,消除城鄉(xiāng)二元結(jié)構(gòu)造成的城鄉(xiāng)壁壘,又滿足了廣大農(nóng)民群眾日益增長的物質(zhì)文化需求,使農(nóng)村生活盡快與城市接軌,在生產(chǎn)方式和生活條件上得到巨大改善,實現(xiàn)就地城鎮(zhèn)化。我國現(xiàn)階段的新型農(nóng)村社區(qū)建設(shè)可謂如火如荼,取得的成就有目共睹,為農(nóng)村發(fā)展提供了強大助力。然而,毫不諱言的講問題與成就同在,新型農(nóng)村社區(qū)在建設(shè)中存在著并不容忽視的問題,若要使得新型農(nóng)村社區(qū)建設(shè)得以長期健康發(fā)展則必須著力重點解決這些問題。本文的基礎(chǔ)是建立在對全國尤其是河南省的新型農(nóng)村社區(qū)建設(shè)工作進行自主調(diào)查研究之上的,提出了基于旅游地產(chǎn)的新型農(nóng)村社區(qū)這一模式創(chuàng)新,充分利用農(nóng)村自然和人文資源,以旅游地產(chǎn)為支撐產(chǎn)業(yè)推動新型農(nóng)村社區(qū)的建設(shè)。除去第一部分為緒論外,作者將全文分為了以下的四個部分:第一部分,首先對新型農(nóng)村社區(qū)建設(shè)的意義和特征進行闡述,并剖析了河南省在新型農(nóng)村社區(qū)建設(shè)現(xiàn)狀,并且根據(jù)產(chǎn)業(yè)依賴的不同將新型農(nóng)村社區(qū)建設(shè)劃分成三種模式,進行對比分析,最后結(jié)合現(xiàn)有模式客觀的分析了新型農(nóng)村社區(qū)在建設(shè)中存在的不顧實際盲目照搬、缺乏長期合理規(guī)劃、不顧農(nóng)民長久生計、破壞農(nóng)村自然環(huán)境和文化等問題。第二部分,對基于旅游地產(chǎn)的新型農(nóng)村社區(qū)進行全面解析,農(nóng)村地區(qū)發(fā)展旅游地產(chǎn)的可行性、基于旅游地產(chǎn)的新型農(nóng)村社區(qū)特點、用典型案例--洞林湖社區(qū)闡述該模式的具體做法并對模式進行了評價。第三部分,重點對基于旅游地產(chǎn)的新型農(nóng)村社區(qū)土地問題進行分析,基于旅游地產(chǎn)的新型農(nóng)村社區(qū)建設(shè)面臨的土地難題、進行土地流轉(zhuǎn)的做法和利益分配都做出了詳細的分析并有針對性的提出了破解難題的建議。第四部分,對基于旅游地產(chǎn)的新型農(nóng)村社區(qū)建設(shè)提出了具有實際意義,可操作性強的具體策略,為基于旅游地產(chǎn)的新型農(nóng)村社區(qū)實踐提供了土地、資金、創(chuàng)新和可持續(xù)發(fā)展等方面的政策建議。
[Abstract]:Since the reform and opening-up, the social and economic aspects of our country have shown the form of rapid development, and the development has been uneven. In recent years, the problems of farmers' food and clothing have been solved, but with the progress of the times and the awakening of the consciousness of the peasants, The problems of infrastructure and public service are becoming more and more prominent. The improvement of production conditions, living environment and development guarantee is the higher requirement for farmers to put forward in the new era. In the last ten years, the new type of urbanization and the construction of the new-type rural community in our country are in accordance with this requirement, which is beneficial to the transformation and development of our society, the elimination of the urban and rural barriers caused by the dual structure of the urban and rural areas, and the growing material and cultural needs of the masses of the peasants. To bring the rural life into line with the city as soon as possible, and make great improvement in the production mode and living conditions, so as to realize the local urbanization. At present, the construction of the new rural community in our country is such as the fire and the achievements of the new rural community, which provide a powerful boost to the rural development. However, the problems and achievements of the new-type rural community in the construction of the new-type rural community are not to be ignored. To make the new-type rural community construction to develop long-term health, it is necessary to focus on these problems. The basis of this paper is to establish a new rural community based on tourism real estate on the basis of the independent investigation and research on the construction of the new rural community in the whole country, especially in Henan, and make full use of the rural natural and human resources. The construction of the new rural community is promoted by the tourism real estate as the supporting industry. In the first part, the author divides the first part into the following four parts: the first part, the first part expounds the meaning and characteristics of the new rural community construction, and analyzes the present situation of the new rural community construction in Henan province, and according to the different industrial dependence, the new rural community construction is divided into three modes, the comparative analysis is carried out, and finally, the existing mode is combined to objectively analyze the existing problems of the new rural community in the construction, the actual blind copying, the lack of long-term and reasonable planning, and the long-term livelihood of the farmers, And the problems such as the natural environment and the culture of the rural areas are destroyed. The second part, based on the comprehensive analysis of the new rural community based on the tourism real estate, the feasibility of the development of the tourism real estate in the rural areas, and the typical case--the Donglin Lake community, based on the characteristics of the new rural community of the tourism real estate, expounds the specific methods of the model and evaluates the model. In the third part, the paper analyzes the land problem of the new rural community based on the tourism real estate, and based on the land problem facing the rural community construction of the tourism real estate, The practice of land circulation and the distribution of interests have been analyzed in detail and some suggestions for solving the problem are put forward. The fourth part, based on the construction of the new rural community based on the tourism real estate, puts forward the concrete strategy with the practical significance and the strong operability, and provides the policy advice on the land, the fund, the innovation and the sustainable development for the new rural community practice based on the tourism real estate.
