【摘要】：依據(jù)對全國120個(gè)林業(yè)國家級自然保護(hù)區(qū)的問卷調(diào)查結(jié)果,實(shí)地調(diào)查、訪談了其中5個(gè)生態(tài)旅游經(jīng)營管理典型模式的自然保護(hù)區(qū),深入分析了不同模式的優(yōu)缺點(diǎn),提出了適合自然保護(hù)區(qū)生態(tài)旅游經(jīng)營管理的優(yōu)化模式:以保護(hù)為主、政企分開、共同管理、分類經(jīng)營,以及自然保護(hù)區(qū)管理機(jī)構(gòu)組織經(jīng)營、社區(qū)參與、利益共享等為原則,經(jīng)營生態(tài)旅游;成立生態(tài)旅游監(jiān)督促進(jìn)機(jī)構(gòu),監(jiān)督規(guī)范生態(tài)旅游實(shí)踐,為合理經(jīng)營提供保障。該模式不僅能夠提升自然保護(hù)區(qū)管理機(jī)構(gòu)在生態(tài)旅游中的話語權(quán),還能把握生態(tài)保護(hù)和生態(tài)旅游的平衡發(fā)展,有利于解決生態(tài)旅游各利益相關(guān)者的矛盾問題。自然保護(hù)區(qū)管理機(jī)構(gòu)在保護(hù)與開發(fā)、處理保護(hù)與經(jīng)營生態(tài)旅游等方面具有豐富的經(jīng)驗(yàn),扮演著不可替代的角色。由其負(fù)責(zé)經(jīng)營管理生態(tài)旅游,將更易實(shí)現(xiàn)真正意義上的生態(tài)旅游。
[Abstract]:Based on the results of a questionnaire survey of 120 national forestry nature reserves in China, five typical ecotourism management models of nature reserves were interviewed, and the advantages and disadvantages of different models were analyzed in depth, and a field survey was carried out on the basis of the results of a questionnaire survey of 120 national forestry nature reserves in China. This paper puts forward the optimized mode of eco-tourism management in nature reserve, which is based on protection, separation of government and enterprise, co-management, classified management, organization and management of nature reserve management institutions, community participation, benefit sharing and so on. Managing eco-tourism; The establishment of eco-tourism supervision and promotion agencies, supervision and standardization of eco-tourism practice, to provide protection for rational operation. This model can not only enhance the authority of nature reserve management in eco-tourism, but also grasp the balanced development of eco-protection and eco-tourism, which is helpful to solve the contradiction of various stakeholders in eco-tourism. The management organization of nature reserve plays an irreplaceable role in protecting and developing, dealing with the protection and management of eco-tourism and so on. The management and management of eco-tourism will be easier to achieve in the true sense of eco-tourism.
