【摘要】：出于增加財政收入、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整等動機，發(fā)展現(xiàn)代旅游業(yè)是不少地區(qū)提升影響力的重要選擇。旅游業(yè)的蓬勃發(fā)展離不開來自政府各種政策的扶持。政府為市場經(jīng)濟建立提供制度保障、秩序維護，并對旅游企業(yè)進行產(chǎn)業(yè)政策扶持及必要的監(jiān)督，其作用是其他任何經(jīng)濟主體不可替代的。因此旅游業(yè)發(fā)展中的政府作用也成為人們關(guān)注的焦點。政府在旅游產(chǎn)業(yè)發(fā)展中的定位問題，也是學(xué)術(shù)界長盛不衰的研究課題。 易縣旅游產(chǎn)業(yè)起步較晚，但發(fā)展迅猛。近年來隨著眾多專業(yè)企業(yè)入駐各大景區(qū)，，當(dāng)?shù)氐穆糜谓?jīng)濟發(fā)展繁榮，旅游產(chǎn)業(yè)結(jié)構(gòu)及產(chǎn)業(yè)政策不斷優(yōu)化，同時也為增加當(dāng)?shù)鼐用袷杖�、政府稅收和就業(yè)等創(chuàng)造條件。 論文基于產(chǎn)業(yè)經(jīng)濟學(xué)以及旅游學(xué)的相關(guān)概念、以及旅游經(jīng)濟學(xué)中關(guān)于旅游政策等理論，本文在總結(jié)一些現(xiàn)有文獻基礎(chǔ)上，從旅游業(yè)的概念、特點，以及政府政策影響旅游業(yè)的動機、影響因素、目標(biāo)出發(fā)，得出政府旅游政策及旅游產(chǎn)業(yè)發(fā)展間的關(guān)系。以這些相關(guān)理論作鋪墊，總結(jié)了河北易縣近年來實行政府主導(dǎo)旅游業(yè)的發(fā)展過程、一些重要政策及對當(dāng)?shù)芈糜螛I(yè)發(fā)展的影響，并利用數(shù)學(xué)模型對影響效果進行分析和評價。最終得出結(jié)論：相關(guān)政策的出臺及實施對當(dāng)?shù)芈糜萎a(chǎn)業(yè)具有明顯的影響，每當(dāng)較重要的政策出臺后一段時期內(nèi)，全縣的旅游產(chǎn)業(yè)將會有明顯的波動。 根據(jù)分析結(jié)果，論文在最后結(jié)合易縣旅游業(yè)發(fā)展實際情況給出一些合理化建議，如政府應(yīng)在優(yōu)化政策、培育市場、完善相關(guān)服務(wù)等方面更好地發(fā)揮作用。
[Abstract]:In order to increase financial revenue and adjust industrial structure, developing modern tourism is an important choice for many regions to enhance their influence. The vigorous development of tourism can not be separated from the support of various government policies. The government provides the system guarantee, the order maintenance for the establishment of the market economy, and carries on the industry policy support and the necessary supervision to the tourism enterprise, its function is any other economic main body irreplaceable. Therefore, the role of government in the development of tourism has also become the focus of attention. The orientation of the government in the development of tourism industry is also a long-lasting research topic in academic circles. Yi County tourism industry started late, but rapid development. In recent years, with the development and prosperity of local tourism economy, the structure of tourism industry and industrial policies have been optimized, and the conditions for increasing local residents' income, government taxation and employment have been created. Based on the related concepts of industrial economics and tourism science, as well as the tourism policy theory in tourism economics, this paper summarizes some existing literature, from the concept and characteristics of tourism, The relationship between government tourism policy and tourism industry development is obtained. Based on these related theories, this paper summarizes the development process of government-led tourism in Yixian County, Hebei Province in recent years, some important policies and their effects on the development of local tourism industry, and analyzes and evaluates the effect of the impact by using mathematical models. Finally, the conclusion is drawn: the introduction and implementation of relevant policies have a significant impact on the local tourism industry, and the tourism industry of the whole county will fluctuate obviously during the period after the more important policies are issued. According to the analysis results, the paper gives some reasonable suggestions in the light of the actual situation of tourism development in Yi County, such as the government should play a better role in optimizing policy, cultivating market, perfecting related services and so on.
