我國低碳景區(qū)構(gòu)建方式研究

【摘要】:隨著氣候問題和環(huán)境問題的日益嚴重,發(fā)展低碳旅游已成為旅游業(yè)應(yīng)對氣候變化、履行社會責任的共識。景區(qū)作為旅游業(yè)的載體,構(gòu)建低碳景區(qū)對于發(fā)展低碳具有不可比擬的意義。近年來,我國各地各種類型的低碳景區(qū)不斷興起,但評選主體不統(tǒng)一、構(gòu)建方式欠全面等問題日益突出;谶@樣的背景,對如何系統(tǒng)地構(gòu)建低碳景區(qū)進行深入研究,本文提出了低碳景區(qū)系統(tǒng)構(gòu)建的模型。 本研究共分為七部分,第一部分,論述本研究的背景和意義,辨析低碳旅游相關(guān)概念,并對國內(nèi)外低碳旅游相關(guān)研究成果進行整理、述評,提出本文的研究方法、研究思路。 第二部分,對國內(nèi)低碳景區(qū)構(gòu)建現(xiàn)狀進行分析認為,目前的構(gòu)建方式停留在對細節(jié)化的研究和相對零散的狀態(tài),欠缺統(tǒng)一、全面、系統(tǒng)的構(gòu)建方式,基于此提出低碳景區(qū)系統(tǒng)構(gòu)建的模型,即理理念系統(tǒng)、開發(fā)設(shè)計系統(tǒng)、運營管理系統(tǒng)、評價系統(tǒng),四個系統(tǒng)貫穿低碳景區(qū)構(gòu)建的始終,相互影響和促進。 第三部分,低碳景區(qū)構(gòu)建的理念系統(tǒng),從思想和行為兩個層面研究如何提高景區(qū)內(nèi)部的低碳理念,是景區(qū)構(gòu)建的最高系統(tǒng),指揮并影響其他系統(tǒng)。思想層面應(yīng)從樹立低碳理念、制汀低碳規(guī)劃著手,制訂低碳景區(qū)戰(zhàn)略規(guī)劃可以剖析景區(qū)低碳發(fā)展的內(nèi)外部環(huán)境、優(yōu)劣勢,提供未來明確的目標、定位和方向,有利于使景區(qū)每位成員樹立低碳旅游理念,對低碳景區(qū)的發(fā)展起到方向性作用。行為層面即用具體行動落實低碳理念,包括建立景區(qū)員工低碳培訓機制、宣傳低碳景區(qū)形象、爭創(chuàng)低碳景區(qū)科研基地、建立低碳景區(qū)聯(lián)盟機制等。 第四部分,低碳景區(qū)的開發(fā)設(shè)計系統(tǒng),研究景區(qū)的硬件設(shè)施如何低碳開發(fā)與設(shè)計。具體來說,包括四個子系統(tǒng),即建筑系統(tǒng)、交通系統(tǒng)、垃圾及處理系統(tǒng)、碳匯系統(tǒng)。建筑系統(tǒng)從建筑結(jié)構(gòu)、內(nèi)部電、水設(shè)施進行低碳設(shè)計。交通系統(tǒng)包括交通工具、道路規(guī)劃、站點設(shè)置、生態(tài)停車場的低碳化建設(shè)。垃圾處理系統(tǒng)從垃圾的異地及分類處理、循環(huán)使用、智能化管理等角度分析。碳匯系統(tǒng)將景區(qū)按照碳匯資源豐富和貧瘠的景區(qū)進行分類研究,前者應(yīng)提高碳匯資源的火災和病蟲害管理水平,加強從碳匯資源的培育、管護到采伐的過程管理等。碳匯資源貧瘠的景區(qū)可根據(jù)各類林木的經(jīng)濟價值、生態(tài)價值、景區(qū)經(jīng)濟條件儲備碳匯資源。 第五部分,低碳景區(qū)的運營管理系統(tǒng),研究景區(qū)硬件設(shè)施的低碳制度建設(shè)和軟件設(shè)施對硬件設(shè)施的智能化管理和監(jiān)控,即向管理要效益。具體來說,包括供給和需求兩個層面,供給角度側(cè)重于制訂低碳運營制度和建立智能化運營管理體系,需求角度側(cè)重于對旅游者的低碳教育和引導。 第六部分,低碳景區(qū)的評價系統(tǒng),從低碳景區(qū)的創(chuàng)建過程和創(chuàng)建結(jié)果兩個角度分別構(gòu)建評價體系,運用層次分析、模糊評判法對九寨溝、黃山、千島湖、秦淮河景區(qū)進行實證分析,給低碳景區(qū)評選工作及景區(qū)自測提供數(shù)據(jù)支撐。 第七部分,結(jié)論與討論,對本研究的結(jié)論進行總結(jié)并指出不足與未來研究的方向。
[Abstract]:With the increasing climate and environmental problems, the development of low-carbon tourism has become a common understanding of tourism's response to climate change and the implementation of social responsibility. As the carrier of the tourism, the construction of the low-carbon scenic spot is not comparable to the development of low-carbon. In recent years, various kinds of low-carbon scenic spots in various parts of our country have been rising, but the selection of the main body is not uniform, and the construction method is not comprehensive and so on. Based on this background, a study on how to systematically build a low-carbon scenic spot is put forward, and the model of the low-carbon scenic spot system is proposed in this paper. This study is divided into seven parts, part one, the background and significance of this study, the concept of low-carbon tourism, and the research results of low-carbon tourism at home and abroad. The second part, on the basis of the analysis of the current construction situation of the low-carbon scenic spot in China, thinks that the current construction method stays in the research of detail and the relative scattered state, and lacks the unified, comprehensive and systematic construction method, and based on this, the model of the low-carbon scenic spot system construction is put forward, that is, it is rational.
