【摘要】：隨著我國(guó)經(jīng)濟(jì)的跨越式發(fā)展,人民物質(zhì)生活水平大幅提高,旅游需求隨之不斷增長(zhǎng),旅游業(yè)在國(guó)民經(jīng)濟(jì)中所占比重大幅提高,旅游業(yè)在推動(dòng)經(jīng)濟(jì)發(fā)展方面作用顯著。近年來(lái),呼倫貝爾市旅游業(yè)快速發(fā)展,旅游人數(shù)、旅游收入迅猛增長(zhǎng),旅游產(chǎn)業(yè)的新發(fā)展勢(shì)在必行,而政府在職能履行方面發(fā)揮的作用仍不充分,這就要求政府通過(guò)充分履行其職能,為旅游業(yè)發(fā)展?fàn)I造良好的社會(huì)環(huán)境和制度環(huán)境。因此,為了促進(jìn)呼倫貝爾市政府職能合理定位,推動(dòng)旅游業(yè)可持續(xù)發(fā)展,對(duì)呼倫貝爾市旅游產(chǎn)業(yè)發(fā)展中政府職能問(wèn)題進(jìn)行研究就很有必要。 本文共分為五個(gè)部分。第一部分梳理了國(guó)內(nèi)外旅游業(yè)發(fā)展中政府職能相關(guān)研究,以呼倫貝爾市為研究對(duì)象,確立了本文的研究思路和框架。第二部分搜集了近幾年呼倫貝爾市旅游業(yè)相關(guān)數(shù)據(jù),分析了呼倫貝爾市旅游業(yè)發(fā)展現(xiàn)狀,并對(duì)呼倫貝爾市旅游業(yè)發(fā)展中的政府職能進(jìn)行定位。第三部分通過(guò)問(wèn)卷調(diào)查的方法,分析了旅游業(yè)發(fā)展中政府在職能履行中存在的問(wèn)題,即旅游市場(chǎng)秩序混亂、旅游法規(guī)規(guī)劃落實(shí)不到位、旅游基礎(chǔ)設(shè)施建設(shè)滯后以及旅游隊(duì)伍服務(wù)意識(shí)淡薄。第四部分析了導(dǎo)致上述問(wèn)題的四方面原因,即體制機(jī)制不健全、法律法規(guī)不完善、旅游投資不足、行政觀念偏差。第五部分針對(duì)上述原因,從完善旅游產(chǎn)業(yè)市場(chǎng)經(jīng)濟(jì)體制、健全旅游法律法規(guī)、加大政府對(duì)旅游業(yè)發(fā)展支持力度、調(diào)整與轉(zhuǎn)化行政觀念四個(gè)方面提出旅游業(yè)發(fā)展中完善政府職能履行的對(duì)策。全文圍繞呼倫貝爾市旅游業(yè)發(fā)展中政府職能履行的不足與完善展開(kāi),通過(guò)實(shí)證研究,提出相應(yīng)對(duì)策,以期為呼倫貝爾市旅游業(yè)的進(jìn)一步發(fā)展提供可能的借鑒。
[Abstract]:With the rapid development of our economy, the material living standard of the people has been greatly improved, the tourism demand has been increasing, the proportion of tourism in the national economy has been greatly increased, and the tourism industry has played an important role in promoting the economic development. In recent years, with the rapid development of the tourism industry in Hulunbeir, the number of tourists and the tourism income have increased rapidly, and the new development of the tourism industry is imperative. However, the role played by the government in the performance of its functions is still insufficient. This requires the government to fully perform its functions to create a good social and institutional environment for the development of tourism. Therefore, in order to promote the function of Hulunbeir municipal government and promote the sustainable development of tourism, it is necessary to study the government function in the development of tourism industry in Hulunbeir. This paper is divided into five parts. The first part combs the domestic and foreign tourism development in the government function correlation research, takes Hulunbeir as the research object, has established the research thought and the frame of this article. The second part collects the relevant data of Hulunbeir's tourism in recent years, analyzes the present situation of Hulunbeir's tourism development, and orientates the government's function in the development of Hulunbeir's tourism. In the third part, through the method of questionnaire, the paper analyzes the problems existing in the government's function in the tourism development, that is, the disorder of the tourism market order, the lack of the implementation of tourism laws and regulations. Tourism infrastructure construction lags behind and tourism team service consciousness is weak. The fourth part analyzes the four reasons that lead to the above problems, that is, the system mechanism is not perfect, the laws and regulations are not perfect, the tourism investment is insufficient, and the administrative concept is wrong. The fifth part aims at the above reasons, from perfecting the market economy system of the tourism industry, perfecting the tourism laws and regulations, and increasing the government's support for the tourism development. Four aspects of adjustment and transformation of administrative concepts are put forward to improve the performance of government functions in the development of tourism. This paper focuses on the deficiency and perfection of the government function in the development of Hulunbeir's tourism industry, and puts forward the corresponding countermeasures through the empirical research, in order to provide the possible reference for the further development of the tourism industry in Hulunbeir city.
