【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速增長(zhǎng),人均可支配收入的快速提高,自進(jìn)入21世紀(jì)以來(lái),我國(guó)的旅游行業(yè)進(jìn)入了發(fā)展的快車(chē)道。由于旅游行業(yè)對(duì)拉動(dòng)城鄉(xiāng)居民消費(fèi),帶動(dòng)相關(guān)行業(yè)以及人口就業(yè)增長(zhǎng)具有比較明顯的促進(jìn)作用,因此旅游行業(yè)的發(fā)展日益受到國(guó)家的重視。國(guó)務(wù)院于2009年和2010年先后發(fā)布了《關(guān)于加快發(fā)展旅游業(yè)的意見(jiàn)》、《關(guān)于推進(jìn)海南國(guó)際旅游島建設(shè)發(fā)展的若干意見(jiàn)》,并在《關(guān)于進(jìn)一步促進(jìn)廣西經(jīng)濟(jì)社會(huì)發(fā)展的若干意見(jiàn)》中提出要建設(shè)桂林國(guó)家旅游綜合改革試驗(yàn)區(qū)。桂林作為全國(guó)旅游行業(yè)開(kāi)放最早的地區(qū)之一,將迎來(lái)二次發(fā)展的歷史機(jī)遇。要把握好這次發(fā)展契機(jī),解決長(zhǎng)期困擾桂林旅游發(fā)展的資金短缺問(wèn)題是我們不得不面對(duì)的。 本文運(yùn)用科學(xué)的分析方法,研究了桂林旅游行業(yè)的發(fā)展與城市融資能力的相關(guān)性,并選取目前國(guó)內(nèi)外廣泛運(yùn)用的幾種融資模式：BOT、TOT、PPP、PFI、ABS等進(jìn)行了介紹。本文結(jié)合筆者在桂林旅游行業(yè)從業(yè)的實(shí)踐經(jīng)驗(yàn),對(duì)桂林旅游行業(yè)的發(fā)展水平和特點(diǎn)進(jìn)行了分析,根據(jù)行業(yè)特點(diǎn)和實(shí)際情況,運(yùn)用科學(xué)評(píng)分法選擇出適合桂林旅游發(fā)展采用的融資模式,并就推動(dòng)旅游行業(yè)發(fā)展所采取的融資策略提出合理的建議。筆者希望本文的研究能夠?yàn)楣鹆致糜伟l(fā)展的決策者提供參考或借鑒,進(jìn)而推動(dòng)桂林行業(yè)的發(fā)展和進(jìn)步。
[Abstract]:With the rapid growth of China's economy and the rapid increase of per capita disposable income, the tourism industry in China has entered the fast track of development since entering the 21st century. The tourism industry plays an important role in stimulating the consumption of urban and rural residents, promoting the growth of related industries and population employment, so the development of tourism industry has been paid more and more attention by the country. In 2009 and 2010 respectively, the State Council issued "opinions on speeding up the Development of Tourism", "some opinions on promoting the Construction and Development of Hainan International Tourism Island", and "some suggestions on further promoting the Economic and Social Development of Guangxi" Opinions "proposed to build the Guilin National Tourism Comprehensive Reform pilot area." Guilin, as one of the earliest areas of tourism industry opening, will welcome the historical opportunity of secondary development. We must grasp the opportunity of this development and solve the problem of shortage of funds which haunts the tourism development in Guilin for a long time. In this paper, the correlation between the development of Guilin tourism industry and the financing ability of the city is studied by means of scientific analysis method. Combined with the author's practical experience in Guilin tourism industry, this paper analyzes the development level and characteristics of Guilin tourism industry, according to the characteristics of the industry and the actual situation. The scientific scoring method is used to select the suitable financing mode for Guilin tourism development, and some reasonable suggestions are put forward to promote the development of tourism industry. The author hopes that the research in this paper can provide reference for the decision makers of Guilin tourism development, and then promote the development and progress of Guilin industry.
