【摘要】：地區(qū)旅游業(yè)發(fā)展往往伴隨著環(huán)境破壞、傳統(tǒng)生活方式的改變等問題。當?shù)鼐用裢鶡o法享受到旅游業(yè)發(fā)展所帶來的益處，卻為旅游業(yè)發(fā)展的負面影響而買單。這其中的主要問題是由于當?shù)鼐用駴]有參與到旅游業(yè)當中，當旅游業(yè)拋棄了當?shù)厝藭r，所追逐的僅僅是經(jīng)濟效益，而忽略了環(huán)境效益和社會效益等。 在內蒙古自治區(qū)粗獷的旅游發(fā)展模式比比皆是，，旅游所帶來的環(huán)境、社會問題已經(jīng)成為旅游業(yè)發(fā)展的重要制約因素。鄂爾多斯杭錦旗面臨著相同的問題。發(fā)展牧區(qū)社區(qū)旅游可以成為牧區(qū)發(fā)展的一個新的出路也是必由之路，牧民通過結成社區(qū)的方式可以更好的維護牧民自身的利益，同時社區(qū)形式也是更好發(fā)揮內蒙古大尺度景觀優(yōu)勢的手段。鄂爾多斯市杭錦旗所擁有的旅游資源，正符合這種發(fā)展方式。 本文通過對杭錦旗牧區(qū)牧民進行實地采訪，獲得牧民的生活生產(chǎn)以及針對旅游業(yè)的態(tài)度等一手數(shù)據(jù)，對牧民意向進行全面的分析。同時針對政府、旅游企業(yè)和牧民在旅游業(yè)發(fā)展中所扮演的角色進行逐個定位。提出三個旅游業(yè)發(fā)展主體的合作方式，在保證牧民利益的前提下，尋找出發(fā)展牧區(qū)社區(qū)旅游的可行之路。本文以杭錦旗為一個典型地區(qū)進行分析，旨在對整個內蒙古自治區(qū)的牧區(qū)旅游業(yè)發(fā)展找到一個新的出路。 文章共分為六個部分。第一部分是引言；第二部分為杭錦旗牧區(qū)社區(qū)現(xiàn)狀；第三部分為杭錦旗牧區(qū)旅游業(yè)發(fā)展現(xiàn)狀；第四部分為杭錦旗牧民的旅游發(fā)展意向分析；第五部分為杭錦旗牧區(qū)旅游社區(qū)化發(fā)展的幾點思考；第六部分為結語。
[Abstract]:The development of regional tourism is often accompanied by environmental damage and the change of traditional way of life. Local residents often do not enjoy the benefits of tourism development, but pay for the negative impact of tourism development. The main problem is that the local residents do not participate in the tourism industry. When the tourism industry abandoned the local people, the only pursuit is economic benefits, while ignoring the environmental benefits and social benefits. In Inner Mongolia Autonomous region, the rough tourism development model is everywhere, the environment brought by tourism, social problems have become an important restricting factor of tourism development. The Hangjin Banner of Ordos faces the same problem. The development of community tourism in pastoral areas can become a new way out for the development of pastoral areas. Herdsmen can better safeguard their own interests by forming communities. At the same time, the community form is also a better way to give play to the advantages of large-scale landscape in Inner Mongolia. The tourism resources of Hangzhou Jinqi in Ordos are in line with this development mode. Through the field interview of herdsmen in Hangjinqi pastoral area, this paper obtains the first-hand data of herdsmen's life production and attitude towards tourism, and makes a comprehensive analysis of herdsmen's intention. At the same time, the government, tourism enterprises and herdsmen play a role in tourism development one by one. On the premise of guaranteeing the interests of herdsmen, this paper puts forward three cooperative modes of tourism development, and finds out a feasible way to develop community tourism in pastoral areas. This paper takes Hangzhou Jinqi as a typical area to find a new way out for the development of tourism in the pastoral area of Inner Mongolia Autonomous region. The article is divided into six parts. The first part is the introduction; the second part is the present situation of the pastoral area of Hangzhou Jinqi; the third part is the present situation of the tourism development in the pastoral area of Hangzhou Jinqi; the fourth part is the analysis of the tourism development intention of the herdsmen in the Hangjin Banner; The fifth part is some thoughts on the development of tourism community in Hangzhou-Jinqi pastoral area, and the sixth part is the conclusion.
