【摘要】：無居民海島作為我國(guó)海島的一部分，其重要作用顯而易見，對(duì)其進(jìn)行合理有序開發(fā)也至關(guān)重要，這將會(huì)影響到我國(guó)海洋事業(yè)的發(fā)展。當(dāng)前，無居民海島進(jìn)行旅游開發(fā)的為數(shù)不多，，開發(fā)成功的更是寥寥無幾。因此，對(duì)無居民海島旅游開發(fā)進(jìn)行詳細(xì)的調(diào)查研究，尋找無居民海島旅游開發(fā)的優(yōu)勢(shì)與不足，歸納出我國(guó)無居民海島旅游開發(fā)投資模式，并對(duì)其投資風(fēng)險(xiǎn)進(jìn)行詳細(xì)的分析，提出相應(yīng)的風(fēng)險(xiǎn)規(guī)避方式，成了一個(gè)重要的研究課題。 論文通過對(duì)國(guó)內(nèi)外研究無居民海島文獻(xiàn)資料的收集分析，將國(guó)外開發(fā)旅游成果的無居民海島總結(jié)為幾個(gè)典型案例；國(guó)內(nèi)的無居民海島則分為：資源驅(qū)動(dòng)型、政府主導(dǎo)型、市場(chǎng)經(jīng)濟(jì)型三個(gè)類型。通過分析文獻(xiàn)，將無居民海島開發(fā)投資風(fēng)險(xiǎn)分為系統(tǒng)性風(fēng)險(xiǎn)和非系統(tǒng)性風(fēng)險(xiǎn)兩大類，從宏觀和微觀的風(fēng)險(xiǎn)要素出發(fā)，提出各種風(fēng)險(xiǎn)規(guī)避手段。經(jīng)過與研究海島及旅游經(jīng)濟(jì)、旅游投資的專家進(jìn)行討論研究，并根據(jù)無居民海島自身獨(dú)特環(huán)境特點(diǎn)，構(gòu)建了無居民海島旅游開發(fā)投資風(fēng)險(xiǎn)評(píng)價(jià)體系：分別從宏觀環(huán)境風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)、環(huán)境破壞風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、管理風(fēng)險(xiǎn)、安全風(fēng)險(xiǎn)等6個(gè)方面進(jìn)行風(fēng)險(xiǎn)分析；運(yùn)用層次分析法，使用Yaahp軟件構(gòu)建了無居民海島旅游開發(fā)投資風(fēng)險(xiǎn)評(píng)價(jià)模型，最終確定出每個(gè)風(fēng)險(xiǎn)因素的權(quán)重。最后以泉州大墜島為案例，在資料收集和現(xiàn)場(chǎng)考察的基礎(chǔ)上，對(duì)大墜島旅游開發(fā)投資的風(fēng)險(xiǎn)進(jìn)行識(shí)別分析，對(duì)每個(gè)風(fēng)險(xiǎn)因素提出應(yīng)對(duì)措施，建立風(fēng)險(xiǎn)監(jiān)控系統(tǒng)，實(shí)時(shí)對(duì)大墜島旅游開發(fā)投資風(fēng)險(xiǎn)進(jìn)行跟進(jìn)和修正。結(jié)果表明，大墜島的旅游開發(fā)投資風(fēng)險(xiǎn)較低，具有較高的旅游開發(fā)潛力，通過合理的旅游規(guī)劃，對(duì)每個(gè)風(fēng)險(xiǎn)因素進(jìn)行分析規(guī)避，可以進(jìn)行旅游開發(fā)投資。
[Abstract]:As a part of the islands of our country, the important role of the uninhabited islands is obvious, and it is also very important to develop them in a reasonable and orderly manner, which will affect the development of our country's marine undertakings. At present, the few non-resident island tourism development, the success of the development is very few. Therefore, this paper makes a detailed investigation and study on the development of uninhabited island tourism, finds out the advantages and disadvantages of the development of non-resident island tourism, sums up the investment mode of non-resident island tourism development in China, and makes a detailed analysis of its investment risk. It has become an important research topic to put forward the corresponding risk aversion. Based on the collection and analysis of the literature of the research on the non-resident islands at home and abroad, the paper summarizes the uninhabited islands developed by foreign countries as several typical cases, and the non-resident islands in China are divided into resource-driven and government-led ones. Three types of market economy. By analyzing the literature, the investment risk of non-inhabitant island development is divided into two categories: systematic risk and non-systematic risk, and various risk aversion methods are put forward from macro and micro risk factors. After discussing with the experts who study the island and tourism economy and tourism investment, and according to the unique environmental characteristics of the non-inhabitant island, the risk evaluation system of the tourism development investment of the non-resident island is constructed: from the macro environmental risk, Market risk, environmental damage risk, technology risk, management risk and security risk are analyzed, and the risk evaluation model of non-inhabitant island tourism development is constructed by using the analytic hierarchy process (AHP) and Yaahp software. Finally determine the weight of each risk factor. Finally, taking Quanzhou Dafai Island as a case, on the basis of data collection and field investigation, the paper identifies and analyzes the risk of Dafai island tourism development and investment, puts forward countermeasures for each risk factor, and establishes a risk monitoring system. The real-time investment risk of Dafangdao tourism development is followed up and corrected. The results show that the investment risk of tourism development of Dafangdao is low, and it has higher tourism development potential. Through reasonable tourism planning, every risk factor can be analyzed and evaded, and tourism development investment can be carried out.
