【摘要】：旅游業(yè)能夠提高旅游地區(qū)就業(yè)水平,帶動(dòng)GDP增長(zhǎng),為國(guó)家創(chuàng)造外匯,從而極大地推動(dòng)國(guó)民經(jīng)濟(jì)的發(fā)展。 大湘西位于我國(guó)中部山區(qū),分布著豐富的自然生態(tài)景觀和獨(dú)具特色的民俗文化風(fēng)情等珍貴資源,因而具有發(fā)展旅游業(yè)的巨大潛力。然而,由于大湘西經(jīng)濟(jì)發(fā)展一直較為落后,旅游景區(qū)配套設(shè)施不完備,交通不便利,招商引資困難,僅靠政府的財(cái)政補(bǔ)貼又遠(yuǎn)遠(yuǎn)不足以滿足景區(qū)項(xiàng)目開發(fā)對(duì)資金的需求,所以資金匱乏成為制約該地區(qū)旅游業(yè)發(fā)展的最大障礙。 為了解決大湘西旅游業(yè)發(fā)展中資金匱乏的難題,本文在分析了大湘西旅游資源分布和旅游產(chǎn)業(yè)發(fā)展現(xiàn)狀、旅游項(xiàng)目開發(fā)潛力、旅游融資現(xiàn)狀以及旅游業(yè)融資中存在的問(wèn)題的基礎(chǔ)上,結(jié)合當(dāng)前的政策背景,提出了搭建省級(jí)層面的旅游融資平臺(tái),并以該平臺(tái)為融資主體,進(jìn)行具體項(xiàng)目融資的構(gòu)想。 在融資平臺(tái)搭建方面,本文提出在省政府的主導(dǎo)下,聯(lián)合大湘西的六個(gè)市級(jí)政府以及省內(nèi)幾家大型企業(yè)共同成立一家由省政府控股的省級(jí)旅游投資公司,作為大湘西旅游項(xiàng)目的融資主體,對(duì)大湘西旅游項(xiàng)目的開發(fā)建設(shè)統(tǒng)一規(guī)劃、統(tǒng)一融資、統(tǒng)籌還款。 在省級(jí)旅游融資平臺(tái)的基礎(chǔ)上,通過(guò)分析旅游產(chǎn)業(yè)中“行、住、吃、購(gòu)、游、娛”等不同類別的旅游項(xiàng)目的特點(diǎn),本文以省級(jí)旅游融資平臺(tái)為融資主體,針對(duì)性地設(shè)計(jì)了不同的項(xiàng)目融資方案,以達(dá)到理論結(jié)合實(shí)際的目的。
[Abstract]:Tourism can improve the level of employment in tourism areas, promote GDP growth, and create foreign exchange for the country, thus greatly promoting the development of the national economy. Located in the mountainous area of central China, the western part of Hunan is rich in natural ecological landscape and unique folk culture and other precious resources, so it has great potential to develop tourism. However, as the economic development of Western Hunan has been relatively backward, the supporting facilities of tourist attractions are not complete, the transportation is not convenient, it is difficult to attract investment, and the government's financial subsidies alone are far from enough to meet the demand for funds for the development of scenic spots. So the lack of funds has become the biggest obstacle to the development of tourism in the region. In order to solve the problem of lack of funds in the development of tourism industry, this paper analyzes the distribution of tourism resources, the present situation of tourism industry development, and the potential of tourism project development. On the basis of the present situation of tourism financing and the existing problems in tourism financing, combined with the current policy background, this paper puts forward the idea of setting up a provincial level tourism financing platform and taking the platform as the main financing body to carry out specific project financing. In the aspect of financing platform construction, this paper proposes that, under the leadership of the provincial government, a provincial tourism investment company controlled by the provincial government should be established in conjunction with the six municipal governments of Greater Xiangxi and several large enterprises in the province. As the main body of financing for tourism projects in Western Hunan, the development and construction of tourism projects in Western Hunan are planned, financed and repaid as a whole. On the basis of provincial tourism financing platform, by analyzing the characteristics of different types of tourism projects in tourism industry, such as "travel, housing, eating, shopping, traveling and entertainment", this paper takes the provincial tourism financing platform as the main financing body. Different project financing schemes are designed in order to achieve the purpose of combining theory with practice.
