【摘要】：本文通過運用新公共管理、公共政策分析、公共經(jīng)濟學(xué)等理論、體系,通過調(diào)查研究、實地研究、統(tǒng)計分析方法等社會科學(xué)研究方式和技術(shù),盡可能地將涉及黃河口水上旅游安全管理的人、船、環(huán)境、管理四個因素給予剖析和整合,豐富水上旅游安全管理的理論內(nèi)容。 一段時期以來,東營市委市政府高度重視黃河口生態(tài)旅游區(qū)建設(shè),旅游區(qū)呈現(xiàn)出迅猛發(fā)展態(tài)勢。隨著黃河口濕地生態(tài)旅游的不斷繁榮,黃河口水上旅游也得到迅速發(fā)展。水上旅游成為黃河口生態(tài)旅游的重點項目、區(qū)內(nèi)重要的水上交通節(jié)點和游客集散地。目前黃河口旅游船舶公司4家,日常營運船舶12艘,隨著黃河口水上旅游的開發(fā),乘坐旅游船的游客數(shù)量呈大幅攀升態(tài)勢。在這種形勢下,政府相關(guān)職能部門如何有效履行職責,科學(xué)管理,旅游公司如何進一步規(guī)范營運,建立健全制度機制,以確保人民群眾的生命財產(chǎn)安全,保障黃河口水上旅游安全、健康、持續(xù)發(fā)展成為一個重大課題。 筆者通過對黃河口水上旅游管理情況的進行研究,分析黃河口水上旅游管理的各個環(huán)節(jié),希望通過本次研究,在完善政府部門和企業(yè)的管理、強化對旅游船的管理、強化對水上旅游環(huán)境的優(yōu)化、整治、強化對游客、船員及旅游公司相關(guān)人員的安全教育培訓(xùn)、建立健全企業(yè)安全管理體系等方面提出有價值的措施和建議,黃河口水上旅游安全管理進一步深化的對策建議,為黃河口水上旅游安全管理提供一些有用的資料作為參考,進一步促進黃河口水上旅游安全、健康、持續(xù)發(fā)展,努力打造“安全、綠色、文明、暢通”的黃河口水上旅游新風(fēng)貌。
[Abstract]:Through the use of new public management, public policy analysis, public economics and other theories, systems, through investigation and research, field research, statistical analysis methods and other social science research methods and techniques, In order to enrich the theoretical content of water tourism safety management, the four factors involved in the safety management of water tourism in the Yellow River Estuary are analyzed and integrated as far as possible, such as person, ship, environment and management. For a period of time, Dongying municipal government attached great importance to the construction of the Yellow River Estuary Eco-tourism area, and the tourist area showed a rapid development trend. With the prosperity of ecological tourism in the Yellow River Estuary wetland, water tourism in the Yellow River Estuary has also been developed rapidly. Water tourism has become the key project of ecological tourism in the Yellow River Estuary. At present, there are 4 Yellow River Estuary Travel Shipping companies and 12 daily operating vessels. With the development of Yellow River Estuary Aquatic Tourism, the number of tourists travelling by tourist ship is rising significantly. Under this situation, how can the relevant government functional departments effectively perform their duties, manage scientifically, how to further standardize the operation of tourism companies, and how to establish a sound system and mechanism to ensure the safety of the people's lives and property, Ensuring the safety, health and sustainable development of water tourism in the Yellow River Estuary has become a major issue. Through the study of the Yellow River Estuary water tourism management, the author analyzes the various links of the Yellow River estuary water tourism management, hoping that through this study, in order to improve the management of government departments and enterprises, strengthen the management of tourist vessels. Strengthening the optimization and improvement of the aquatic tourism environment, strengthening the safety education and training for tourists, crew members and related personnel of tourism companies, establishing and perfecting the safety management system of enterprises, etc., and putting forward valuable measures and suggestions. The countermeasures and suggestions for further deepening the safety management of water tourism in the Yellow River Estuary provide some useful materials for the safety management of water tourism in the Yellow River Estuary as a reference, and further promote the safety, health and sustainable development of the water tourism in the Yellow River Estuary. Strive to create a "safe, green, civilized, smooth" Yellow River estuary water tourism new features.
