【摘要】：我國(guó)是個(gè)多民族國(guó)家,有55個(gè)少數(shù)民族,其中人口數(shù)量在10萬(wàn)以下的22個(gè)民族,我們統(tǒng)稱(chēng)為人口較少民族。旅游扶貧是國(guó)家推動(dòng)人口較少民族經(jīng)濟(jì)發(fā)展的重要方式。旅游業(yè)對(duì)地方經(jīng)濟(jì)的拉動(dòng)和促進(jìn)效應(yīng),成為落后偏遠(yuǎn)、貧困地區(qū)脫貧致富的重要手段。將人口較少民族資源優(yōu)勢(shì)轉(zhuǎn)化成產(chǎn)業(yè)優(yōu)勢(shì)和經(jīng)濟(jì)優(yōu)勢(shì),開(kāi)展旅游扶貧以改善和提升貧困人口的生活,加快脫貧發(fā)展的步伐,振興較少人口民族地區(qū)的經(jīng)濟(jì),是我國(guó)全面建設(shè)和諧社會(huì)的一項(xiàng)重要任務(wù)。關(guān)注和解決旅游扶貧在人口較少民族地區(qū)出現(xiàn)的問(wèn)題,現(xiàn)如今與國(guó)家實(shí)施旅游扶貧、幫助貧困地區(qū)脫貧致富同等重要。國(guó)家實(shí)施旅游扶貧工程的這些年,我們看到了可喜的成果,但所呈現(xiàn)出的問(wèn)題更值得我們重視、研究與解決。扶貧問(wèn)題的研究和解決也是決定旅游扶貧可持續(xù)發(fā)展的重要保障。本文首先從旅游扶貧的基本理論、國(guó)內(nèi)外旅游扶貧研究進(jìn)展闡述入手,選取室韋俄羅斯族鄉(xiāng)進(jìn)行實(shí)證研究,闡述了室韋鄉(xiāng)開(kāi)展旅游扶貧依賴(lài)的資源條件與旅游扶貧現(xiàn)狀,然后深入分析室韋鄉(xiāng)實(shí)施旅游扶貧中出現(xiàn)的主要問(wèn)題。在此基礎(chǔ)上,基于室韋鄉(xiāng)旅游扶貧的現(xiàn)實(shí)問(wèn)題,從構(gòu)建多元化旅游扶貧目標(biāo)體系、建立家庭旅游協(xié)會(huì)、公平機(jī)制與和諧的人際關(guān)系四個(gè)方面研究解決對(duì)策,構(gòu)筑以目標(biāo)(Goal)為導(dǎo)向、以家庭旅游協(xié)會(huì)(Association)為措施、以公平(Fairness)機(jī)制為保障、以和諧(Harmonious)的人際關(guān)系為結(jié)果的旅游扶貧GAFH框架體系。
[Abstract]:China is a multi-ethnic country with 55 ethnic minorities, 22 of which have a population below 100000. Tourism poverty alleviation is an important way for the country to promote the economic development of the minority nationalities. The effect of tourism on local economy has become an important means to get rid of poverty and become rich in backward and remote areas. Turning the advantages of fewer people's resources into industrial and economic advantages, carrying out tourism and poverty alleviation to improve and improve the lives of the poor, speeding up the pace of poverty eradication and development, and revitalizing the economy of minority ethnic areas. It is an important task of building a harmonious society in our country. It is now as important to pay attention to and solve the problems of tourism poverty alleviation in minority areas as to the implementation of tourism poverty alleviation by the state and to help poor areas get rid of poverty and become rich. In recent years, we have seen gratifying achievements in the implementation of the tourism poverty alleviation project, but the problems presented deserve our attention, study and solution. The research and solution of poverty alleviation problem is also an important guarantee for the sustainable development of tourism poverty alleviation. This paper begins with the basic theory of tourism poverty alleviation and the research progress of tourism poverty alleviation at home and abroad, and then selects the Zhuang Wei Russian nationality village to carry on the empirical research, and expounds the resource condition and the present situation of tourism poverty alleviation in the village. Then in-depth analysis of the main problems in the implementation of tourism poverty alleviation in Wuwei Township. On this basis, based on the realistic problems of tourism poverty alleviation in Wuwei Township, this paper studies the countermeasures from four aspects: constructing diversified tourism poverty alleviation target system, establishing family tourism association, fair mechanism and harmonious interpersonal relationship. The GAFH framework system of tourism poverty alleviation is constructed, which is guided by goal (Goal), adopted the family tourism association (FTA) as a measure, fair and fair (Fairness) mechanism as the guarantee, and harmonious interpersonal relationship as the result.
