【摘要】:改革開放30多年來,我國經(jīng)濟的飛速發(fā)展,綜合國力不斷提高,已經(jīng)從生存型社會轉(zhuǎn)變?yōu)榘l(fā)展型社會階段。與此同時,經(jīng)濟的高速發(fā)展帶來了城鄉(xiāng)、區(qū)域及民族地區(qū)之間基本公共服務(wù)的差距。不同的發(fā)展境遇和問題,影響了基本公共服務(wù)的提供。長期以來,民族地區(qū)公共服務(wù)供給體制不同,路徑不同,發(fā)展水平也不同。公共服務(wù)的均等化是構(gòu)建社會主義和諧社會的基本要求,但目前我國公共服務(wù)的提供在社會保障、就業(yè)服務(wù)、義務(wù)教育、醫(yī)療衛(wèi)生等方面存在著明顯的地區(qū)和城鄉(xiāng)不均等現(xiàn)象,如果這些情況不能加以改善,將會越來越影響到社會的安定團結(jié),進而影響到我國的和諧社會的建立。經(jīng)濟發(fā)展的不平衡更擴大了民族地區(qū)提供或享有公共服務(wù)的差距,非均等化成為社會發(fā)展急需解決的關(guān)鍵問題。因此,無論是從現(xiàn)實情況看,還是從未來我國實現(xiàn)和諧社會的大局考慮,如何實現(xiàn)基本公共服務(wù)均等化已經(jīng)成為當(dāng)前迫切需要解決的一個重大問題。本課題研究從基本公共服務(wù)均等化的相關(guān)理論出發(fā),在科學(xué)界定公共服務(wù)均等化的理念和原則的基礎(chǔ)上,參照國際、國內(nèi)基本公共服務(wù)評價指標(biāo)體系,結(jié)合甘肅省情,創(chuàng)建甘肅省基本公共服務(wù)均等化評價指標(biāo)體系,并依據(jù)此指標(biāo)體系對甘肅省基本公共服務(wù)供給的總體水平做出評估.。同時,根據(jù)該指標(biāo)體系對甘肅臨夏、甘南兩地州市的基本公共服務(wù)水平進行實證分析,通過大量的實地調(diào)研和統(tǒng)計數(shù)據(jù)分析,剖析甘肅民族地區(qū)基本公共服務(wù)供求中存在的問題及其原因。在對甘肅省與四川省基本公共服務(wù)均等化狀況進行比較研究的基礎(chǔ)上總結(jié)經(jīng)驗,最后通過構(gòu)建一個適宜于甘肅省情,具有可操作性的促進民族地區(qū)基本公共服務(wù)均等化的制度創(chuàng)新和政府政策組合方案,提出促進基本公共服務(wù)均等化,構(gòu)建社會主義和諧社會的有效途徑。
[Abstract]:Since the reform and opening up for more than 30 years, with the rapid development of China's economy and the continuous improvement of its comprehensive national strength, it has changed from a survival society to a developmental society. At the same time, the rapid development of economy has brought the gap between urban and rural, regional and ethnic areas of basic public services. Different development circumstances and problems affect the provision of basic public services. For a long time, the national area public service supply system is different, the path is different, the development level is also different. The equalization of public services is the basic requirement of building a harmonious socialist society. However, at present, the provision of public services in China has obvious regional and urban inequality in social security, employment services, compulsory education, medical and health care, etc. If these conditions can not be improved, the stability and unity of society will be affected more and more, and then the establishment of harmonious society in our country will be affected. The imbalance in economic development has widened the gap between the provision or enjoyment of public services in ethnic areas, and non-equalization has become a key issue that needs to be solved in social development. Therefore, whether from the point of view of reality or from the overall situation of realizing a harmonious society in the future, how to achieve equalization of basic public services has become an urgent need to solve a major problem. Based on the theory of equalization of basic public service, and on the basis of the scientific definition of the concept and principle of equalization of public service, and referring to the evaluation index system of international and domestic basic public service, this paper combines the situation of Gansu Province. The evaluation index system of basic public service equalization in Gansu Province is established, and the overall level of basic public service supply in Gansu Province is evaluated according to this index system. At the same time, according to this index system, the basic public service level of Linxia and Gannan cities in Gansu Province is analyzed empirically, and through a large number of field research and statistical data analysis, This paper analyzes the problems and causes in the supply and demand of basic public services in ethnic minority areas of Gansu Province. On the basis of a comparative study of the equalization of basic public services between Gansu Province and Sichuan Province, this paper summarizes the experience, and finally through the construction of a suitable situation in Gansu Province, In order to promote the equalization of basic public services in ethnic minority areas, this paper puts forward an effective way to promote the equalization of basic public services and build a harmonious socialist society.
