【摘要】：長期沉淀形成的有獨(dú)特價(jià)值、稀缺、難以替代的遺產(chǎn)旅游資源是旅游業(yè)可持續(xù)發(fā)展的戰(zhàn)略基礎(chǔ)。GAP分析（(A Geographic Approachto Protect BiologicalDiversity)），又稱為生物多樣性保護(hù)規(guī)劃的地理學(xué)方法，是一種快速、有效的較大尺度生物多樣性保護(hù)評估手段。本文基于GAP分析技術(shù)，構(gòu)建包含一系列指標(biāo)的遺產(chǎn)旅游資源保護(hù)、管理、投資狀況和教育功能發(fā)揮的評價(jià)模型，利用2001至2010年國家遺產(chǎn)旅游資源相關(guān)統(tǒng)計(jì)數(shù)據(jù)，一方面全面而精確地定量分析自2001年以來自然和文化遺產(chǎn)的保護(hù)、管理和投資狀況的歷史演變，總結(jié)其發(fā)展規(guī)律特征；進(jìn)而從大尺度上宏觀反映自然文化遺產(chǎn)的保護(hù)、管理、投資利用狀況的空間規(guī)律和區(qū)域差異特征，區(qū)分出遺產(chǎn)保護(hù)工作績效在區(qū)域上的高低梯度變化特征和空間格局；然后根據(jù)遺產(chǎn)的重要性與目前的管理水平、投資力度計(jì)算出管理、投資和利用差距，以年份和省區(qū)發(fā)出預(yù)警；最后綜合初步分析造成我國遺產(chǎn)旅游資源管理區(qū)域非均衡發(fā)展的各方面動(dòng)因。研究致力于更精細(xì)客觀地反映我國自然文化遺產(chǎn)旅游資源的管理水平及效率，建立高效的資源管理數(shù)據(jù)庫，為相關(guān)主管部門提供政策制定依據(jù)。 通過研究，得到以下結(jié)論： 1、GAP分析作為一種大尺度保護(hù)生物多樣性的系統(tǒng)分析方法，除了對生物物種群落的多樣性特征進(jìn)行評價(jià)外，其多樣性指數(shù)、評價(jià)指標(biāo)、分析方法在自然遺產(chǎn)的保護(hù)、管理和投資領(lǐng)域同樣可以取得大量的研究成果。 2、總體來講，自然遺產(chǎn)資源保護(hù)狀況的梯度除京九鐵路沿線一帶以外，，基本由西北向東南遞減；自然遺產(chǎn)資源保護(hù)和投資狀況均呈下降趨勢的省區(qū)過多（超過三分之一），管理基本停留在較低水平，亟須改革保護(hù)措施，提高管理和投資效率； 3、文化遺產(chǎn)資源的保護(hù)狀況形成以陜西—河南—江蘇為橫軸中心，向周圍保護(hù)水平逐次降低的格局；文化遺產(chǎn)資源管理和投資水平均普遍處于較低水平，與保護(hù)狀況形成強(qiáng)烈反差，尤以保護(hù)較好的中部地區(qū)表現(xiàn)最為明顯；管理、投資和教育空缺透視圖也全面反映了中部地區(qū)三種功能的嚴(yán)重缺位。 4、初步探究造成資源在區(qū)域上的非均衡發(fā)展上的原因，除了區(qū)域資源稟賦和基礎(chǔ)設(shè)施上的客觀動(dòng)因，更要追究我國遺產(chǎn)旅游資源管理體制上的詬病，才能深層次改善目前的非均衡發(fā)展態(tài)勢。
[Abstract]:The unique value, scarcity and irreplaceable heritage tourism resources formed by long-term sedimentation are the strategic basis for the sustainable development of tourism. Gap analysis, also known as the geographical method of biodiversity conservation planning, is a rapid method. An effective tool for the assessment of biodiversity conservation on a large scale. Based on the GAP analysis technology, this paper constructs an evaluation model of heritage tourism resources protection, management, investment status and educational function, which includes a series of indicators, and makes use of the relevant statistical data of national heritage tourism resources from 2001 to 2010. On the one hand, the historical evolution of the protection, management and investment of natural and cultural heritage since 2001 has been comprehensively and accurately analyzed, and the characteristics of its development law are summarized, and the protection and management of natural and cultural heritage are reflected on a large scale. According to the spatial law and regional difference characteristics of investment utilization, the paper distinguishes the high and low gradient variation characteristics and spatial pattern of the performance of heritage protection work in the region, and then according to the importance of heritage and the current management level, The difference of management, investment and utilization is calculated, and the early warning is given in terms of year and province. Finally, the causes of unbalanced development of China's heritage tourism resources management region are analyzed preliminarily. The research is devoted to reflect the management level and efficiency of the natural and cultural heritage tourism resources more accurately and objectively, establish an efficient resource management database, and provide the basis for the relevant departments to make policies. The conclusions are as follows: (1) gap analysis, as a systematic analysis method for protecting biological diversity on a large scale, not only evaluates the diversity characteristics of biological species community, but also its diversity index, evaluation index and analysis method in the protection of natural heritage. The field of management and investment can also achieve a lot of research results. (2) in general, the gradient of natural heritage resources is decreasing from northwest to southeast except along the Beijing-Kowloon railway; There are too many provinces and regions with a declining trend of natural heritage resources protection and investment (more than 1/3, the management basically stays at a lower level, it is urgent to reform protection measures to improve the management and investment efficiency; 3. The status of protection of cultural heritage resources has formed a pattern in which Shaanxi-Henan-Jiangsu is the center of horizontal axis, and the level of protection gradually decreases to the surrounding areas, and the level of management and investment of cultural heritage resources is generally at a lower level. In contrast to the protection situation, the central region with better protection is the most obvious, and the view of management, investment and education vacancy also reflects the serious absence of three functions in the central region. (4) to explore the reasons for the unbalanced development of resources in the region, in addition to the objective causes of regional resource endowment and infrastructure, we should investigate the criticism of the management system of our country's heritage tourism resources. Only then can the present unbalanced development situation be improved at a deeper level.
