【摘要】：生態(tài)觀光農(nóng)業(yè)是一種以農(nóng)業(yè)和農(nóng)村為載體的新型生態(tài)旅游業(yè)。隨著國(guó)內(nèi)旅游業(yè)的深入發(fā)展,旅游者在旅游消費(fèi)活動(dòng)中也逐漸成熟起來,加之工作、生活壓力的不斷增大,人們的生活方式和對(duì)旅游需求的觀念發(fā)生了很大改變。快節(jié)奏的城市生活和工作,使人們開始疲乏于喧鬧嘈雜的城市生活,而對(duì)安逸、恬靜、閑適的田園生活、鄉(xiāng)村農(nóng)家生活愈加向往。農(nóng)業(yè)生態(tài)旅游以遠(yuǎn)離鬧市的空間載體和綠色生態(tài)的資源載體,迎合了大部分都市居民的旅游需求。隨著“健康生活理念”的深入人心,人們開始逐步崇尚“綠色旅游”和“回歸自然”,并不斷成為我國(guó)城鎮(zhèn)居民的一種時(shí)尚和生活方式,使得農(nóng)業(yè)生態(tài)旅游成為發(fā)展的新趨勢(shì)。隨著交通條件的不斷完善和自駕車的發(fā)展普及,旅游目的地范圍不斷擴(kuò)大。旅游方式向城郊化、鄉(xiāng)村化、田園化、休閑度假化方向發(fā)展,旅游者需求日趨精致化。高品質(zhì)、個(gè)性化的旅游產(chǎn)品,加上舒適、新鮮的體驗(yàn)環(huán)境,才能占領(lǐng)現(xiàn)代旅游市場(chǎng),農(nóng)業(yè)生態(tài)園區(qū)旅游在某種程度上滿足了旅游者追求高雅精致生活方式的追求。旅游需求向個(gè)性化、多樣化方向發(fā)展。自駕游、鄉(xiāng)村游、民俗游、田園游等成為追求人格獨(dú)立和滿足游客多種心理需求的旅游載體。充分體現(xiàn)“住農(nóng)家屋、吃農(nóng)家飯、干農(nóng)家活、享農(nóng)家樂”的民俗特色,滿足都市人享受田園風(fēng)光,回歸純樸民俗的愿望,農(nóng)業(yè)旅游項(xiàng)目也日漸蓬勃發(fā)展。 通過對(duì)農(nóng)業(yè)生態(tài)旅游園區(qū)工程不同建設(shè)階段的風(fēng)險(xiǎn)進(jìn)行識(shí)別、評(píng)估,給出風(fēng)險(xiǎn)的管理策略,從而為農(nóng)業(yè)生態(tài)旅游園區(qū)工程的建設(shè)參與方的決策提供客觀的依據(jù),并且通過增強(qiáng)生態(tài)保護(hù)意識(shí)、促進(jìn)農(nóng)戶經(jīng)濟(jì)行為合理性、關(guān)注政策變化并強(qiáng)化利益契約機(jī)制建設(shè)、實(shí)施有效的戰(zhàn)略規(guī)劃與論證、合理投入與分配資金、統(tǒng)一施工標(biāo)準(zhǔn)并建立完整的培訓(xùn)系統(tǒng)、建立人機(jī)風(fēng)險(xiǎn)信息管理系統(tǒng)等著實(shí)有效的的風(fēng)險(xiǎn)應(yīng)對(duì)措施。加強(qiáng)科技力量的投入,改變生產(chǎn)力創(chuàng)新方式,調(diào)整產(chǎn)業(yè)結(jié)構(gòu),協(xié)調(diào)三種產(chǎn)業(yè)關(guān)系形成共同發(fā)展體系,將能實(shí)現(xiàn)農(nóng)業(yè)生態(tài)旅游園區(qū)帶動(dòng)經(jīng)濟(jì)新發(fā)展的繁榮景象。由此推動(dòng)我國(guó)大中型農(nóng)業(yè)生態(tài)旅游園區(qū)建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理與工程保險(xiǎn)的研究與實(shí)踐,以促進(jìn)我國(guó)農(nóng)業(yè)生態(tài)旅游園區(qū)建設(shè)工作模式的國(guó)際化,提高基本建設(shè)的水平和效益。運(yùn)用現(xiàn)代項(xiàng)目管理理論,基于系統(tǒng)的思想將風(fēng)險(xiǎn)管理的相關(guān)理論方法運(yùn)用到農(nóng)業(yè)生態(tài)旅游項(xiàng)目的開發(fā)管理中,針對(duì)實(shí)際情況,采用科學(xué)的風(fēng)險(xiǎn)評(píng)判管理辦法,從項(xiàng)目系統(tǒng)的角度出發(fā),把風(fēng)險(xiǎn)要素分類討論,設(shè)計(jì)了風(fēng)險(xiǎn)評(píng)價(jià)體系來衡量風(fēng)險(xiǎn)的影響范圍,最終針對(duì)不同風(fēng)險(xiǎn)的特性,設(shè)計(jì)較為有效的防范于應(yīng)對(duì)策略。事前做到有備無(wú)患,在風(fēng)險(xiǎn)發(fā)生時(shí)才能做出及時(shí)有效的應(yīng)對(duì)。引入人力資源管理辦法,對(duì)項(xiàng)目在施工與管理階段中參與的人員進(jìn)行分類控制,人員的技術(shù)能力、操作行為標(biāo)準(zhǔn)和道德水平進(jìn)行監(jiān)管,并提出相應(yīng)風(fēng)險(xiǎn)的控制措施。項(xiàng)目中每個(gè)位置的參與人員對(duì)風(fēng)險(xiǎn)的應(yīng)對(duì)方法的正確與否都將影響到項(xiàng)目的運(yùn)營(yíng)發(fā)展?fàn)顩r,因此,充分發(fā)揮全體人員的智慧認(rèn)真分析風(fēng)險(xiǎn),積極運(yùn)用風(fēng)險(xiǎn)管理的知識(shí),采取一切積極有效的辦法應(yīng)對(duì)項(xiàng)目中出現(xiàn)的復(fù)雜多樣的風(fēng)險(xiǎn)。
[Abstract]:Sightseeing agriculture is a new type of ecological tourism to agriculture and countryside. With the further development of domestic tourism, tourist consumption activities also gradually mature, coupled with work, the pressure of living is increasing, changed people's life style and the concept of tourism demand fast pace. The city life and work, so that people began to fatigue in noisy city life, and to comfort, quiet, idyllic life, village life more yearning. Spatial carrier of agricultural eco tourism resources in areas away from the carrier and green ecological, to cater to the most urban residents travel demand. With more healthy life the concept of ", people began to advocate" green travel "and" return to nature ", and has become a fashion and lifestyle of urban residents in China, makes the agricultural Ecology tourism has become a new trend of development. With the constant improvement of traffic conditions and driving the development of popular tourist destination range is expanding. Tourism to urban, rural, pastoral, leisure development, tourist demand is becoming more and more refined. High quality, personalized tourism products, and a comfortable, fresh experience, in order to capture the modern tourism market, agricultural ecological park tourism to some extent satisfy the tourists' pursuit of elegant life style. The pursuit of tourism demand to personalized, diversified direction. Driving, rural tourism, folk tourism, pastoral tours become the pursuit of independent personality and meet the tourism carrier many tourists psychological needs. Fully embody the "farm house to live, eat rice farmers, dry farmers live, enjoy farmhouse" folk characteristics, to meet the city people to enjoy the idyllic scenery, return to the simple folk desire, Agricultural tourism projects are also booming.
Based on the agricultural ecological tourism park project risk in different construction stages are identified, assessed, given the risk management strategy, so as to provide the basis for the construction of agro ecological tourism park project participants in the decision-making, and by enhancing the awareness of ecological protection, promoting the economic behavior of peasant household rationality, attention to strengthen the construction of contract for the benefit of policy changes and mechanism. The implementation of strategic planning and demonstration of effective and reasonable investment and allocation of funds, unified construction standards and establish a complete training system, the establishment of ergonomic risk information management system is the effective measures to deal with risks. To strengthen the power of Science and technology investment, productivity change innovation, adjust the industrial structure, coordination of three industrial relations form common development system. Will be able to realize the agricultural ecological tourism park led the new development of the economic prosperity. Thus promoting China's large and medium-sized agricultural production. The research and practice of risk management and insurance project construction project eco-tourism park, to promote the internationalization of the work mode of China's agricultural eco tourism park construction, improve the level and efficiency of basic construction. Using modern project management theory and system based on the idea of the related theory and methods of risk management is applied to the development of ecological agriculture tourism project management in according to the actual situation, the risk evaluation of scientific management methods, starting from the project system point of view, the risk factors affecting the scope of classification discussion, design risk evaluation system to measure risk, according to different characteristics of risk, design more effective preventive strategies. Ex ante risk occurs in be prepared against want. In order to make a timely and effective response. The introduction of human resources management methods, in the classification of the project involved in the construction and management in the stage of personnel Control, competence of personnel, supervision level operation behavior standards and ethics, and put forward the corresponding control measures of risk. Each position in the project method to deal with the participants of the risk is correct or not will affect the operation of the project development, therefore, give full play to all the staff of the wisdom of a careful analysis of the risk, and actively use knowledge of risk management, take complex risks all positive and effective way to deal with the project.
