【摘要】：朝陽(yáng)縣乃三燕古都,歷史悠久、文化燦爛,縣區(qū)內(nèi)山清水秀,自然風(fēng)光旖旎,具有豐富、獨(dú)特的鄉(xiāng)村旅游資源。朝陽(yáng)縣是遼寧省的貧困縣,立足區(qū)域特色,開(kāi)發(fā)鄉(xiāng)村旅游是促進(jìn)縣域經(jīng)濟(jì)快速發(fā)展,拉動(dòng)農(nóng)村剩余勞動(dòng)力就業(yè),幫助農(nóng)民脫貧致富,改善農(nóng)村生活環(huán)境的重要舉措。近年來(lái),朝陽(yáng)縣鄉(xiāng)村旅游迅速發(fā)展,成為縣域經(jīng)濟(jì)的新亮點(diǎn)。但是由于經(jīng)濟(jì)落后、認(rèn)識(shí)不足等原因,朝陽(yáng)縣鄉(xiāng)村旅游正處于自然緩慢的發(fā)展階段。在鄉(xiāng)村旅游發(fā)展的初始階段,政府介入鄉(xiāng)村旅游產(chǎn)業(yè)發(fā)展,是政府經(jīng)濟(jì)職能的具體體現(xiàn),是政府新公共管理的內(nèi)在要求。 本文以公共管理視角,運(yùn)用調(diào)查研究、實(shí)證分析、文獻(xiàn)研究、實(shí)地考察、訪談等方法,選取朝陽(yáng)縣鄉(xiāng)村旅游發(fā)展中的政府職能作為研究對(duì)象,通對(duì)朝陽(yáng)縣鄉(xiāng)村旅游概況的調(diào)研,分析朝陽(yáng)縣鄉(xiāng)村旅游發(fā)展中的政府職能履行現(xiàn)狀、存在問(wèn)題及問(wèn)題形成的原因。設(shè)計(jì)朝陽(yáng)縣政府在鄉(xiāng)村旅游發(fā)展中的職能定位,探討朝陽(yáng)縣建立政府引導(dǎo)鄉(xiāng)村旅游業(yè)態(tài)發(fā)展的可行性,提出朝陽(yáng)縣構(gòu)建政府引導(dǎo)鄉(xiāng)村旅游業(yè)態(tài)發(fā)展應(yīng)采取的具體措施。論文提出,第一,建立高效的政務(wù)體系：理順管理體制,加強(qiáng)政策引導(dǎo),搞好可能出現(xiàn)的旅游危機(jī)預(yù)警工作,強(qiáng)化旅游行業(yè)監(jiān)管；第二二,提供全面便捷的公工服務(wù)：開(kāi)展公共營(yíng)銷(xiāo),提高品牌知名度,建立鄉(xiāng)村旅游電子信息公共服務(wù)系統(tǒng),協(xié)調(diào)參與群體的經(jīng)濟(jì)利益沖突,重視教育培訓(xùn),提高鄉(xiāng)村旅游管理從業(yè)人員素質(zhì)；第三,創(chuàng)造適合鄉(xiāng)村旅游業(yè)態(tài)發(fā)展的硬環(huán)境：建立多元投融資體系,完善基礎(chǔ)設(shè)施建設(shè)；第四,營(yíng)造適合鄉(xiāng)村旅游發(fā)展的軟環(huán)境：完善規(guī)章制度,推動(dòng)成立行業(yè)協(xié)會(huì),加強(qiáng)生態(tài)環(huán)境保護(hù)意識(shí),發(fā)掘鄉(xiāng)村旅游文化。
[Abstract]:Chaoyang County is the ancient capital of San Yan, with a long history and splendid culture.Chaoyang County is a poor county in Liaoning Province. Based on regional characteristics, the development of rural tourism is an important measure to promote the rapid development of county economy, stimulate the employment of rural surplus labor force, help farmers to get rid of poverty and become rich, and improve the rural living environment.In recent years, Chaoyang County rural tourism has developed rapidly, becoming a new bright spot of county economy.However, due to economic backwardness and lack of understanding, Chaoyang rural tourism is in the natural slow stage of development.In the initial stage of the development of rural tourism, the government's intervention in the development of rural tourism industry is the concrete embodiment of the government's economic function and the internal requirement of the government's new public management.This paper, from the perspective of public management, applies the methods of investigation, empirical analysis, literature study, field investigation, interview and so on, selects the government function in Chaoyang County's rural tourism development as the research object, and makes a survey on the general situation of Chaoyang county's rural tourism.This paper analyzes the present situation of government function in Chaoyang county's rural tourism development, the existing problems and the causes of the problems.This paper designs the function orientation of Chaoyang county government in the development of rural tourism, probes into the feasibility of establishing a government in Chaoyang county to guide the development of rural tourism industry, and puts forward some concrete measures to be taken to construct Chaoyang county government to guide the development of rural tourism industry.The paper puts forward the following points: first, to establish an efficient government system: to rationalize the management system, to strengthen policy guidance, to do a good job in early warning of possible tourism crises, and to strengthen the supervision of the tourism industry; second,To provide comprehensive and convenient public services: to carry out public marketing, to enhance brand awareness, to establish a rural tourism electronic information public service system, to coordinate the economic conflicts of interest of the participating groups, and to attach importance to education and training,Improve the quality of rural tourism management practitioners; third, create a hard environment suitable for the development of rural tourism: establish a diversified investment and financing system, improve infrastructure construction; fourth,To build a soft environment suitable for the development of rural tourism, to perfect the rules and regulations, to promote the establishment of trade associations, to strengthen the consciousness of ecological environment protection, and to explore the rural tourism culture.
